New Clarification About Observation Billing May Improve Care for Behavioral Health Patients
Emergency Physicians provide ongoing care to psychiatric patients beyond the confines of a standard emergency room visit. Often, when we identify patients who need specialty psychiatric care, patients board in the emergency department awaiting acceptance and transfer to an outside facility. Even in cases where it has taken multiple days to complete the transfer, it has been unclear how to properly obtain reimbursement for this care. We discuss a new coding clarification that may provide a pathway to improve part of this situation
Head and Flow Observations on a High- Efficiency Free Centrifugal-Pump Impeller
A series of studies of the flow through the various components of hydrodynamic machinery is in progress in
the Hydraulic Machinery Laboratory of the California
Institute of Technology. Observations have been made
on an impeller patterned after the Grand Coulee design.
The impeller was operated as an isolated unit hydraulically
free of the casing. The flow pattern at the discharge
has been determined quantitatively for one flow rate, and
a head-capacity curve for the impeller has been obtained.

TechMiner: Extracting Technologies from Academic Publications
In recent years we have seen the emergence of a variety of scholarly datasets. Typically these capture ‘standard’ scholarly entities and their connections, such as authors, affiliations, venues, publications, citations, and others. However, as the repositories grow and the technology improves, researchers are adding new entities to these repositories to develop a richer model of the scholarly domain. In this paper, we introduce TechMiner, a new approach, which combines NLP, machine learning and semantic technologies, for mining technologies from research publications and generating an OWL ontology describing their relationships with other research entities. The resulting knowledge base can support a number of tasks, such as: richer semantic search, which can exploit the technology dimension to support better retrieval of publications; richer expert search; monitoring the emergence and impact of new technologies, both within and across scientific fields; studying the scholarly dynamics associated with the emergence of new technologies; and others. TechMiner was evaluated on a manually annotated gold standard and the results indicate that it significantly outperforms alternative NLP approaches and that its semantic features improve performance significantly with respect to both recall and precision
The ground state of a class of noncritical 1D quantum spin systems can be approximated efficiently
We study families H_n of 1D quantum spin systems, where n is the number of
spins, which have a spectral gap \Delta E between the ground-state and
first-excited state energy that scales, asymptotically, as a constant in n. We
show that if the ground state |\Omega_m> of the hamiltonian H_m on m spins,
where m is an O(1) constant, is locally the same as the ground state
|\Omega_n>, for arbitrarily large n, then an arbitrarily good approximation to
the ground state of H_n can be stored efficiently for all n. We formulate a
conjecture that, if true, would imply our result applies to all noncritical 1D

Approximate locality for quantum systems on graphs
In this Letter we make progress on a longstanding open problem of Aaronson
and Ambainis [Theory of Computing 1, 47 (2005)]: we show that if A is the
adjacency matrix of a sufficiently sparse low-dimensional graph then the
unitary operator e^{itA} can be approximated by a unitary operator U(t) whose
sparsity pattern is exactly that of a low-dimensional graph which gets more
dense as |t| increases. Secondly, we show that if U is a sparse unitary
operator with a gap \Delta in its spectrum, then there exists an approximate
logarithm H of U which is also sparse. The sparsity pattern of H gets more
dense as 1/\Delta increases. These two results can be interpreted as a way to
convert between local continuous-time and local discrete-time processes. As an
example we show that the discrete-time coined quantum walk can be realised as
an approximately local continuous-time quantum walk. Finally, we use our
construction to provide a definition for a fractional quantum fourier

A-STAR: The All-Sky Transient Astrophysics Reporter
The small mission A-STAR (All-Sky Transient Astrophysics Reporter) aims to
locate the X-ray counterparts to ALIGO and other gravitational wave detector
sources, to study the poorly-understood low luminosity gamma-ray bursts, and to
find a wide variety of transient high-energy source types, A-STAR will survey
the entire available sky twice per 24 hours. The payload consists of a coded
mask instrument, Owl, operating in the novel low energy band 4-150 keV, and a
sensitive wide-field focussing soft X-ray instrument, Lobster, working over
0.15-5 keV. A-STAR will trigger on ~100 GRBs/yr, rapidly distributing their

Quasi-Adiabatic Continuation in Gapped Spin and Fermion Systems: Goldstone's Theorem and Flux Periodicity
We apply the technique of quasi-adiabatic continuation to study systems with
continuous symmetries. We first derive a general form of Goldstone's theorem
applicable to gapped nonrelativistic systems with continuous symmetries. We
then show that for a fermionic system with a spin gap, it is possible to insert
-flux into a cylinder with only exponentially small change in the energy
of the system, a scenario which covers several physically interesting cases
such as an s-wave superconductor or a resonating valence bond state.Comment: 19 pages, 2 figures, final version in press at JSTA
