DEBTS (PUBLIC AND EXTERNAL) AND GROWTH – LINK OR NO LINK?

Throughout history the world has been faced by high debts, with the recent global financial crisis intensifying the issue of increasing indebtedness (with respect to both public and external debts), especially in the light of sovereign debt crisis that some countries have been subject to recently. This paper explores the debt levels in Central, East and Southeast Europe and investigates their relation with growth. We use annual data on debts and growth from the WIIW database (The Vienna Institute for International Economic Studies) and World Development Indicators (World Bank) on 18 countries. By employing econometric analysis in the form of dynamic panel data analysis our investigation contributes to the literature by covering the recently very hot issue of the dangers of high indebtedness in the region of Central, East and Southeast Europe. Our findings send a strong warning about the need to keep the debts under control

Legal aspects of the Zagreb-based water treatment concession project

Opisuju se glavni pravni aspekti koncesije za izvedbu infrastrukturnih objekata za CUPOVZ. Prikazane su opće značajke BOT projekata i detaljno je opisana struktura takvih projekata. Pobrojani su i opisani glavni razlozi zbog kojih se vlasti opredjeljuju za BOT model. Osnovni elementi ugovora između koncedenta (Grad Zagreb) i koncesionara opisani su i dan je pregled međusobnih obveza. Objašnjeni su pravni temelji za dodjelu koncesije. Istaknuto je i šire značenje ovog projekta.Major legal aspects of the concession for infrastructure facilities to be realized for the CUPOVZ project are described. General features of BOT projects are presented and the structure of such projects is described in detail. Main reasons why authorities prefer the BOT model are listed and described. Basic elements of the contract between the grantor (City of Zagreb) and the concessionaire are described and an overview of their mutual obligations is presented. Legal foundations for awarding concession contracts are explained. A wider significance of this project is highlighted

PEAK PLANT MODELS IN THE ELECTRIC POWER SYSTEM MODEL OF RELIABILITY AND AVAILABILITY

The work sets out the results of the theory/methodological refinement of models whereby peak generating plants are included in the reliability and availability patterns of electricity systems while operational planning operations are taking place. Account shall be taken of the technical and energy characteristics of such generating units, as well as of the specific conditions and requirements imposed on such generating units, resulting from their location and the role in covering peak loads and consumption of the electricity system

In this paper non-tangential quadrilaterals in the isotropic plane are studied. A quadrilateral is called standard if a parabola with the equation $x=y^2$ is inscribed in it. The properties of the standard quadrilateral related to the focus and the median of the quadrilateral are presented. Furthermore, the orthic of the quadrilateral is introduced

Diagonal triangle of a non-tangential quadrilateral in the isotropic plane

Properties of the non-tangential quadrilateral $lijepoa lijepob lijepoc lijepod$ in the isotropic plane concerning its diagonal triangle are given in this paper. A quadrilateral is called standard if a parabola with the equation $x=y^2$ is inscribed in it. Every non-tangential quadrilateral can be represented in the standard position. First, the vertices and the equations of the sides of the diagonal triangle are introduced. It is shown that the midlines of the diagonal triangle touch the inscribed parabola of the quadrilateral. Furthermore, quadrilaterals formed by two diagonals and some two sides of the non-tangential quadrilateral $lijepoa lijepob lijepoc lijepod$ are studied and a few theorems on its foci are presented

O Brocardovim točkama harmoničnog četverokuta u izotropnoj ravnini

In this paper we present some new results on Brocard points of a harmonic quadrangle in isotropic plane. We construct new harmonic quadrangles associated to the given one and study their properties dealing with Brocard points.U radu se prikazuju neki novi rezultati o Brocardovim točkama harmoničnog četverokuta u izotropnoj ravnini. Konstruiraju se novi harmonični četverokuti pridruženi danom četverokutu, te se proučavaju njihova svojstva vezana uz Brocardove točke

Novi podaci o muhama pršilicama (Diptera: Syrphidae) u Makedoniji

After many years studying hoverflies (Diptera: Syrphidae) throughout Macedonia we have compiled a list of 262 taxa from 69 genera. This comes from reviewing collections in the Macedonian Museum of Natural History – Skopje (SKO) and Department of Biology and Ecology – Novi Sad (DBE), and reviewing all references in the literature to Syrphidae in Macedonia. THE PUMPED-STORAGE HYDRO POWER PLANT MODEL WITHIN IN THE POWER SYSTEM RELIABILITY AND AVAILABILITY MODEL

U ovom radu izlaže se model kojim se u proračune pouzdanosti i raspoloživosti elektroenergetskog sustava uključuje crpno-akumulacijska hidroelektrana, a zatim i model utjecaja rizika nedostatka dotoka i zaliha vode na planiranje rada takvih postrojenja u okviru programskih sustava za operativna planiranja za vremenska razdoblja do razine godinu dana unaprijed. Utjecaj neizvjesnosti pojava dotoka veže se za karakteristike vodotoka na kojima su izgrađeni akumulacijski bazeni i hidroelektrana, ali i za radne cikluse i mogući način rada u sustavu.This paper deals with a model that comprises the pumped-storage hydro power plants in the power system reliability and availability calculations, as well as a model of the impact of inflow deficiency and water storage risks on the operational planning of such plants within the framework of operational planning systems for periods of up to one year. The impact of inflow uncertainties is related to the characteristics of watercourses where the water storage reservoirs and hydro power plants are built, but also to the operation cycles and possible operation modes in the system
