The nature and rationale for European social rights
Over the last few years, the European Commission has repeatedly emphasized that, in the face of global uncertainty, the EU has to strengthen its social dimension and foster better working and living conditions for its citizens. To achieve this, the EU wants to strengthen social citizenship by advancing social rights, implementing the principles in the European Pillar of Social Rights at both the European and national level. The overarching objective of the EuSocialCit project, of which this paper is part, is to examine the state of EU social citizenship as well as possible policy scenarios that may strengthen it. This prompts initial foundational questions for the project: what is the nature of EU social citizenship and the social rights associated with it? And, what is the rationale for the EU to be involved in providing social rights? In order to understand the state and nature of EU social citizenship and the role that the EU plays in this now and in the future, we believe that it is necessary to ‘dissect’ the constitutive elements of social rights at the various levels (local, national and EU) at which they are provided. To this end, this paper develops a resource-based and multi-level conception of social rights. With regard to the rationale, we offer an overview of the main approaches that prevail in the long-standing debate on the justification and feasibility of a stronger EU social citizenship and present a synthesis of these approaches that may help further the debate
New pixelized Micromegas detector with low discharge rate for the COMPASS experiment
New Micromegas (Micro-mesh gaseous detectors) are being developed in view of
the future physics projects planned by the COMPASS collaboration at CERN.
Several major upgrades compared to present detectors are being studied:
detectors standing five times higher luminosity with hadron beams, detection of
beam particles (flux up to a few hundred of kHz/mm^{2}, 10 times larger than
for the present Micromegas detectors) with pixelized read-out in the central
part, light and integrated electronics, and improved robustness. Two solutions
of reduction of discharge impact have been studied, with Micromegas detectors
using resistive layers and using an additional GEM foil. Performance of such
detectors has also been measured. A large size prototypes with nominal active
area and pixelized read-out has been produced and installed at COMPASS in 2010.
In 2011 prototypes featuring an additional GEM foil, as well as an resistive
prototype, are installed at COMPASS and preliminary results from those
detectors presented very good performance. We present here the project and
report on its status, in particular the performance of large size prototypes

Long-term carriage, and transmission of methicillin-resistant Staphylococcus aureus after discharge from hospital
The purpose of this study was to determine whether patients who become carriers of methicillin-resistant Staphylococcus aureus (MRSA) during their stay in hospital, remain colonized after discharge. Thirty-six patients colonized with MRSA during one of three outbreaks at Utrecht University Hospital (1986-89) were screened 2 or 3 years after they had become carriers. Patients were also interviewed to determine factors contributing to persistent carriage, such as antibiotics, re-admissions to the hospital, presence of skin lesions and chronic diseases. At the same time transmission of MRSA to family members was determined. The epidemic MRSA strain was still found in three patients (8%). One was a cystic fibrosis patient who had had frequent re-admissions to the hospital and had received several course of antibiotic treatment. Both of the other patients had skin lesions: a fistula and a colostomy respectively. None of the 44 family members of the patients was colonized or infected with MRSA. We conclude that long-term MRSA carriage occurs with low frequency and is comparable to persistent carriage of methicillin-sensitive Staphylococcus aureus (MSSA). TARGET: toward a solution for the readout electronics of the Cherenkov Telescope Array
TARGET is an application specific integrated circuit (ASIC) designed to read
out signals recorded by the photosensors in cameras of very-high-energy
gamma-ray telescopes exploiting the imaging of Cherenkov radiation from
atmospheric showers. TARGET capabilities include sampling at a high rate
(typically 1 GSample/s), digitization, and triggering on the sum of four
adjacent pixels. The small size, large number of channels read out per ASIC
(16), low cost per channel, and deep buffer for trigger latency (~16 s at
1 GSample/s) make TARGET ideally suited for the readout in systems with a large
number of telescopes instrumented with compact photosensors like multi-anode or
silicon photomultipliers combined with dual-mirror optics. The possible
advantages of such systems are better sensitivity, a larger field of view, and
improved angular resolution. The two latest generations of TARGET ASICs, TARGET
5 and TARGET 7, are soon to be used for the first time in two prototypes of
small-sized and medium-sized dual-mirror telescopes proposed in the framework
of the Cherenkov Telescope Array (CTA) project. In this contribution we report

Hormonal replacement therapy, prothrombotic mutations and the risk of venous thrombosis
Hormone replacement therapy (HRT) increases the risk of venous thrombosis. We investigated whether this risk is affected by carriership of hereditary prothrombotic abnormalities. Therefore, we determined the two most common prothrombotic mutations, factor V Leiden and prothrombin 20210A in women who participated in a case-control study on venous thrombosis. Relative risks were expressed as odds ratios (OR) with 95% confidence intervals (CI95). Among 7 7 women aged 45-64 years with a first venous thrombosis, 51% were receiving HRT at the time of thrombosis, compared with 24% of control women (OR = 3.3, CI95 1.8-5.8). Among the patients, 23% had a prothrombotic defect, versus 7% among the control women (OR = 3.8, CI95 1.7- 8.5). Women who had factor V Leiden and used HRT had a 15-fold increased risk (OR = 15.5, CI95 3.1-77), which exceeded the expected joint odds ratio of 6.1 (under an additive model). We conclude that the thrombotic risk of HRT may particularly affect women with prothrombotic mutations. Efforts to avoid HRT in women with increased risk of thrombosis are advisable
Modelling of ionizing feedback with smoothed particle hydrodynamics and Monte Carlo radiative transfer on a Voronoi grid

For this reason, modern hydrodynamics codes adopt a variety of techniques accounting for these radiative effects. A key problem hampering these efforts is that the hydrodynamics are often solved using smoothed particle hydrodynamics (SPH), whereas radiative transfer is typically solved on a grid. Here we present a radiation-hydrodynamics (RHD) scheme combining the SPH code phantom and the Monte Carlo radiative transfer (MCRT) code cmacionize, using the particle distribution to construct a Voronoi grid on which the MCRT is performed. We demonstrate that the scheme successfully reproduces the well-studied problem of D-type H ii region expansion in a uniform density medium. Furthermore, we use this simulation setup to study the robustness of the RHD code with varying choice of grid structure, density mapping method, and mass and temporal resolution. To test the scheme under more realistic conditions, we apply it to a simulated star-forming cloud reminiscing those in the Central Molecular Zone of our Galaxy in order to estimate the amount of ionized material that a single source could create. We find that a stellar population of several is needed to noticeably ionize the cloud. Based on our results, we formulate a set of recommendations to guide the numerical setup of future and more complex simulations of star forming clouds.Publisher PDFPeer reviewe
Das Strengthening the Reporting of Observational Studies in Epidemiology (STROBE-) Statement: Leitlinien für das Berichten von Beobachtungsstudien
Zusammenfassung: Ein Großteil der biomedizinischen Forschung ist beobachtend, und die Qualität der veröffentlichten Berichte über diese Forschung ist oft unzureichend. Dies behindert die Beurteilung der Stärken und Schwächen einer Studie und ihrer Übertragbarkeit. Die Strengthening the Reporting of Observational Studies in Epidemiology (STROBE-) Initiative hat Empfehlungen entwickelt, was in einem akkuraten und vollständigen Bericht einer Beobachtungsstudie enthalten sein sollte. Die Empfehlungen wurden von uns so definiert, dass sie 3Hauptstudientypen abdecken: Kohorten-, Fallkontroll- und Querschnittsstudien. Im September 2004 veranstalteten wir einen zweitägigen Workshop mit Methodikern, Forschern und Herausgebern wissenschaftlicher Zeitschriften, um eine Checkliste zu entwerfen. Anschließend wurde der Entwurf bei mehreren Treffen der Koordinierungsgruppe und nach E-Mail-Diskussionen mit der erweiterten STROBE-Gruppe revidiert und dabei empirische Evidenz und methodologische Aspekte berücksichtigt. Das Ergebnis des Workshops und des anschließenden iterativen Prozesses aus Beratung und Revision war eine Checkliste von 22Punkten (STROBE-Statement), die sich auf die Bereiche Titel, Abstract, Einleitung, Methoden, Ergebnisse und Diskussion eines Artikels beziehen. 18 der Punkte sind relevant für alle 3Studiendesigns, während 4 der Punkte spezifisch für Kohorten-, Fallkontroll- und Querschnittsstudien sind. Ein ausführlicher Begleitartikel (Explanation and Elaboration) wurde separat veröffentlicht und ist auf den Webseiten von PLoS Medicine, Annals of Internal Medicine und Epidemiology frei zugänglich. Wir hoffen, dass das STROBE-Statement dazu beitragen kann, dass Beobachtungsstudien besser berichtet werde

present detectors moved in the beam, and two first pixelized prototypes are
being tested with muon and hadron beams in real conditions at COMPASS. We
present here this new project and report on two series of tests, with old
detectors moved into the beam and with pixelized prototypes operated in real
