    Soft Power Runs into Popular Geopolitics: Western Media Frames Democratic Taiwan

    How does the Western media frame Taiwan? Analysing a large set of Western newspaper reports over the past two decades, this article provides the first systematic assessment of global coverage of Taiwan. Seeking to explain why Taiwan has been framed in the way it has, the article reports the views of journalists and editors and puts forward a framework based on popular geopolitics. The article concludes with a discussion of why media framing matters, and the implications for Taiwan’s public diplomacy and ‘soft power’ efforts

    Striatal neuroinflammation promotes parkinsonism in rats

    The specific role of neuroinflammation in the pathogenesis of Parkinson's disease remains to be fully elucidated. By infusing lipopolysaccharide (LPS) into the striatum, we investigated the effect of neuroinflammation on the dopamine nigrostriatal pathway. Here, we report that LPS-induced neuroinflammation in the striatum causes progressive degeneration of the dopamine nigrostriatal system, which is accompanied by motor impairments resembling parkinsonism. Our results indicate that neurodegeneration is associated with defects in the mitochondrial respiratory chain related to extensive S-nitrosylation/nitration of mitochondrial proteins. Mitochondrial injury was prevented by treatment of L-N^6^-(l-iminoethyl)-lysine, an inducible nitric oxide synthase (iNOS) inhibitor, suggesting that iNOS-derived NO is responsible for mitochondrial dysfunction. Furthermore, the nigral dopamine neurons exhibited intracytoplasmic [alpha]-synuclein and ubiquitin accumulation. These results demonstrate that degeneration of nigral dopamine neurons by neuroinflammation is associated with mitochondrial malfunction induced by NO-mediated S-nitrosylation/nitration of mitochondrial proteins

    To choose or not to choose: exploring Australians` views about internet banking

    This paper explores Australian domestic customers\u27 choices with regard to Internet banking, examining why it is taken up by some Australians and not others. The constructivist conceptual framework and the grounded nature of the method enabled in-depth exploration of key issues not undertaken before by the mainly positivist studies. The purposeful sample of 32 participants was selected to represent the major categories of people relevant to the research. Everett Rogers\u27 famous analysis of \u27diffusion of innovations\u27 was one theoretical framework used to illuminate the findings; the other was digital divide factors in relation to banking choices. The findings include 1) that the major motivation for people to adopt Internet banking is convenience, closely linked to time savings and ease of accessibility, as well as confidence and skill in Internet use; and 2) that, at the time of the study, digital divide factors were playing an important part in banking choices.<br /

    ExplainabilityAudit: An Automated Evaluation of Local Explainability in Rooftop Image Classification

    Explainable Artificial Intelligence (XAI) is a key concept in building trustworthy machine learning models. Local explainability methods seek to provide explanations for individual predictions. Usually, humans must check these explanations manually. When large numbers of predictions are being made, this approach does not scale. We address this deficiency for a rooftop classification problem specifically with ExplainabilityAudit, a method that automatically evaluates explanations generated by a local explainability toolkit and identifies rooftop images that require further auditing by a human expert. The proposed method utilizes explanations generated by the Local Interpretable Model-Agnostic Explanations (LIME) framework as the most important superpixels of each validation rooftop image during the prediction. Then a bag of image patches is extracted from the superpixels to determine their texture and evaluate the local explanations. Our results show that 95.7% of the cases to be audited are detected by the proposed system

    SensorWeb 3G: Extending On-Orbit Sensor Capabilities to Enable Near Realtime User Configurability

    This research effort prototypes an implementation of a standard interface, Web Coverage Processing Service (WCPS), which is an Open Geospatial Consortium(OGC) standard, to enable users to define, test, upload and execute algorithms for on-orbit sensor systems. The user is able to customize on-orbit data products that result from raw data streaming from an instrument. This extends the SensorWeb 2.0 concept that was developed under a previous Advanced Information System Technology (AIST) effort in which web services wrap sensors and a standardized Extensible Markup Language (XML) based scripting workflow language orchestrates processing steps across multiple domains. SensorWeb 3G extends the concept by providing the user controls into the flight software modules associated with on-orbit sensor and thus provides a degree of flexibility which does not presently exist. The successful demonstrations to date will be presented, which includes a realistic HyspIRI decadal mission testbed. Furthermore, benchmarks that were run will also be presented along with future demonstration and benchmark tests planned. Finally, we conclude with implications for the future and how this concept dovetails into efforts to develop "cloud computing" methods and standards

    Here we show that suppression of synthesis of the microtubule motor CENP-E (centromere-associated protein E), a component of the kinetochore corona fibres of mammalian centromeres, yields chromosomes that are chronically mono-orientated, with spindles that are flattened along the plane of the substrate. Despite apparently normal microtubule numbers and the continued presence at kinetochores of other microtubule motors, spindle poles fragment in the absence of CENP-E, which implicates this protein in delivery of components from kinetochores to poles. CENP-E represents a link between attachment of spindle microtubules and the mitotic checkpoint signalling cascade, as depletion of this motor leads to profound checkpoint activation, whereas immunoprecipitation reveals a nearly stoichiometric association of CENP-E with the checkpoint kinase BubR1 during mitosis. hromosome movements during mitosis are orchestrated primarily by the interaction of spindle microtubules with the kinetochore 1 , the site for attachment of spindle microtubules to the centromere.
