Regional variations of 1932–34 famine losses in Ukraine

AbstractYearly estimates of urban and rural direct losses (excess deaths) from the 1932–34 famine are presented for the oblasts of Soviet Ukraine. Contrary to expectations, the highest losses are not found in the grain-producing southern oblasts, but in the north-central Kyiv and Kharkiv oblasts. Several hypotheses are proposed and tested to explain this finding. No single hypothesis provides a comprehensive explanation. Losses in some oblasts are due to specific factors, while losses in other oblasts seem to be explained by a combination of economic and political factors. Quantitative analyses are presented of resistance and Soviet repressions in 1932, and effects of the food assistance program and historical-political factors on direct losses in 1933 are analyzed.Des estimations annuelles de pertes (décès excédentaires) directement attribuables à la famine de 1932-34 sont présentées pour les zones urbaines et rurales d’Ukraine sovietique. Contrairement aux attentes, les pertes les plus importantes n’étaient pas dans la région méridionale productrice de grain, mais plutôt dans la région du nord-centre, soit Kiev et Kharkiv. Plusieurs hypothèses sont proposées et mises à l’épreuve pour vérifier cette conclusion. Cependant, aucune hypothèse, à elle seule, ne fournit une explication complète. Dans certaines régions, les pertes sont causées par des facteurs précis, alors que dans d’autres, les pertes sont expliquées par une combinaison de facteurs économiques et politiques. Des analyses quantitatives sont présentées sur la résistance et les répressions sovietiques en 1932. The articles defines the system of pedagogical principles (centering on an individual, the priority of the pedagogical approach, educational appropriateness of the use of new information technologies; the freedom of choice of the cognitive trajectory; diversity; openness and development; professional orientation; "precedent", the emotional fulfillment of the environment; the distribution of educational material) which has to lie on the basis of designingeducational techniques which are based on expert training systems. The gnosiological grounds for the mentioned system of principles are provided. Виокремлено вперше систему педагогічних принципів (центрування на особистості; пріоритетність педагогічного підходу; педагогічна доцільність застосування нових інформаційних технологій навчання; свобода вибору пізнавальної траєкторії; різноманітність; відкритість та розвиток; професійна спрямованість; «прецедент»; емоціогенність середовища; розподіленість навчального матеріалу), на основі яких треба здійснювати проектування педагогічних технологій навчання, що базуються на експертних навчальних системах. Подано гносеологічне обґрунтування вказаної системи принципів.

Assessment of the energy efficiency potential of mining enterprises

The paper studies the problematic issues of assessing the potential and improving the energy efficiency at mining enterprises. The necessity of developing a methodology for determining the unreasonable losses of energy resources and introducing the fast-payback options is substantiated. In order to solve this problem, a systematic approach has been used, which is based on experimental data and accounting the global economic situation. An experimental-mathematical approach is proposed for determining the main components of technologically unreasonable losses of electrical energy resources, such as the modes of transformers and pumps operation, an impact of electrical energy quality on energy consumption. The methodology was approbated at the “Mineral” mining enterprise. The proposed solutions are able to reduce energy consumption by 10% of the total with an average payback period of up to two years
