    Intensity preserving cast removal in color images using particle swarm optimization

    In this paper, we present an optimal image enhancement technique for color cast images by preserving their intensity. There are methods which improves the appearance of the affected images under different cast like red, green, blue etc but up to some extent. The proposed color cast method is corrected by using transformation function based on gamma values. These optimal values of gamma are obtained through particle swarm optimization (PSO). This technique preserves the image intensity and maintains the originality of color by satisfying the modified gray world assumptions. For the performance analysis, the image distance metric criteria of CIELAB color space is used. The effectiveness of the proposed approach is illustrated by testing the proposed method on color cast images. It has been found that distance between the reference image and the corrected proposed image is negligible. The calculated value of image distance depicts that the enhanced image results of the proposed algorithm are closer to the reference images in comparison with other existing methods

    Heat transfer in mixed convection unsteady MHD flow of an incompressible nanofluid in a channel under the influence of heat source is studied. The channel with non-uniform walls temperature is taken in a perpendicular direction with a transverse magnetic field. Based on the substantial boundary conditions, three different flow conditions are examined. The problem is formed in PDEs with substantial boundary conditions. Four different forms of nanoparticles of identical volume fraction are employed in traditional base fluid water (H2O). Solutions for momentum and energy are attained by the perturbation method and examined graphically in different graphs. It is established that viscosity and thermal conductivity are the mainly well-known variables accountable for different results of velocity and temperature. It is also found that increasing heat source leads to an increase in nanofluid velocity and temperature and nano-size particles instance platelet and blade shapes have lesser momentum as related to brick and cylinder size of nanoparticles

    Transparency in delivery of entitlements through empowered Civil Society Organisations (CSOs): The Consortium of Groups for Combating Corruption (CGCC) model in Rajasthan, India

    This paper presents an innovative model called “Consortium of Groups for Combating Corruption (CGCC) for the promotion of transparent and accountable government at the Gram Panchayat (GP) level in the Province of Rajasthan in India. Consumer Unity & Trust Society (CUTS), a Rajasthan based international organisation, has attempted to improve the functioning of government at the Gram Panchayat by means of this model. This model proved to be very successful in curbing corruption and creating transparency. The process of seeking information using the provisions of the Right to Information Act (hereafter termed RTI) not only brought several cases of corruption to light, but also increased citizens’ engagement. This further inhibited GP officials and other service providers from engaging in corrupt practices. In turn, this has mitigated instances of corruption. The intervention was implemented in a phased approach. Learning from each phase as it was implemented provided the groundwork for the intervention of the next phase. The CGCC was instrumental in all phases of intervention and worked as a sustainable model as people continue to approach it to seek its assistance.Cet article présente un modèle innovant intitulé « Consortium de Groupes Combattant la Corruption » (Consortium of Groups for Combating Corruption -CGCC) qui a pour but d'encourager un gouvernement transparent et rendant des comptes au niveau du Gram Panchayat  (GP) dans l'Etat indien du Rajasthan . L'organisation internationale CUTS (Consumer Unity & Trust Society), basée au Rajasthan, s'est appuyée sur ce modèle pour tenter d'améliorer le fonctionnement du gouvernement à l’échelle du Gram Panchayat. Ce modèle s'est avéré très performant pour maîtriser la corruption et favoriser la transparence. Le processus de recherche d'informations s'appuyant sur les clauses de la Loi sur le droit à l’information (ci-après RTI) a non seulement mis à jour plusieurs cas de corruption mais a aussi stimulé la participation des citoyens. Cela a, en outre, empêché les représentants du GP et d'autres fournisseurs de services publics de participer à des pratiques de corruption et à réduire les cas de corruption. L'intervention a été mise en place par phases et les leçons tirées de chacune de ces phases ont permis de poser les bases de la phase suivante. Le CGCC a participé à toutes les phases d'intervention et a servi de modèle durable, les villageois continuant à solliciter son aide.Este artículo presenta un modelo innovador conocido como el «Consorcio de Grupos para Combatir la Corrupción» (CGCC) dirigido a crear un gobierno más transparente y responsable a escala del Gram Panchayat  (GP), en Rajastán, provincia de India. La Consumer Unity & Trust Society (CUTS), una organización internacional con sede en Rajastán, intentó mejorar el funcionamiento del gobierno en los Gram Panchayat por medio de este modelo, el cual demostró tener un gran éxito a la hora de reducir la corrupción y aportar transparencia. El proceso de búsqueda de información usando las disposiciones de la Ley sobre el derecho a la información no solo sacó a la luz varios casos de corrupción, sino que además incrementó el compromiso de la ciudadanía. Esto disuadió a responsables del GP y a otros proveedores de servicios públicos de participar en prácticas de corrupción, con la consiguiente reducción de los casos de corrupción. La intervención se implementó en fases y el aprendizaje en cada fase sentó las bases para la implementación de la fase siguiente. El CGCC desempeñó un papel central en todas las fases de la intervención y ha funcionado como modelo sostenible puesto que la población sigue acudiendo a él para solicitar su asistencia

    Synthesis and characterization by spectroscopic, X-ray and hypoglycemic activity study of copper complex with gliclazide (N-(hexahydrocyclopenta[c]-pyrrol-2(1H)-ylcarbamoyl)-4-methylbenzenesulfonamide) an oral antidiabetic drugs.                         The conductometric titration using monovariation method indicate that complex are non-ionic and L2M (2:1) type. Analytical data agree with the molecular formula (C15H20N3O3S)2Cu. of complex for gliclazide. The structure of complex was assigned square planner supported by IR, 1H-NMR, X-Ray, mass studies and propose structure (I) for complex.Alloxan induced model have been used to compare hypoglycemic activity of gliclazide complex.
