    This Comment focuses upon both the practical and constitutional defects present in the Internal Revenue Service\u27s proposed requirement of a mandatory waiver of confidentiality as a condition precedent to the issuing of a private letter ruling. The primary practical defect in the proposed amendments is that such a requirement may seriously undermine the present program of private rulings which plays an important part in both business planning and tax administration. The exact defects of the waiver requirement, while unknown, may prove costly to both the Service and the taxpayer

    In 26 of 214 patients with erectile dysfunction and proved venous incompetence by cavernosography, an additional bidirectional Doppler ultrasound was performed also to demonstrate venous outflow disturbances. All except one leakage in the superficial and deep dorsal veins could be demonstrated as well as 4 of 6 cavernosum-glandular shunts. Bidirectional Doppler ultrasound visualized a continuous retrograde blood flow from the sulcus coronarius to the root of the penis in superficial and deep dorsal penile veins as well as in ectopic penile veins, an orthograde blood flow in the sulcus coronarius in cavernosum-glandular shunt

    Experimental evaluation of three leak detection and location concepts for space stations

    Three leak (or precursor damage modes) detection and location concepts for space station overboard leakage were evaluated experimentally. The techniques are: (1) static and dynamic seal leak detector sensing of moisture or all gases in space cabin atmosphere, (2) active ultrasonic Lamb-wave detection of flaws or cracks in cabin wall, and (3) impact gage detection of stress waves induced in cabin pressure wall by meteoroid or orbital impact. The experimental results obtained in the program demonstrated that all three leak detection and location concepts are feasible. With further development, the methods can be integrated into an effective damage control system for advanced manned earth-orbital systems

    Mid-term results of autoinjection therapy for erectile dysfunction

    Of over 300 patients with erectile dysfunction, 186 were selected for intracavernosal autoinjection therapy with a standardized papaverine-phentolamine mixture. A total of 156 patients performed 4,813 protocol autoinjections with a minimum of 10 and a maximum of 230 per patient. The dose that induced a full erection at the hospital could be reduced under home conditions by a mean of 35 per cent. Systemic side effects were not observed. The most inconvenient local side effects were prolonged erections in 24 patients in diagnostic use and in 3 patients in therapeutic use. These were treated easily without further consequences

    A total of 86/260 patients with erectile dysfunction had venous leakage as (joint) etiology. In 5 of 86 patients cavernosography showed pathologic cavernosal drainage only via an ectopic penile vein into the femoral vein. After ligation of this pathologic draining vessel, 4 of 5 patients regained spontaneous erectability. One patient with pathologic bulbocavernosus reflex latencies needed intracavernosal injection of vasoactive drugs for full rigidity

    Effect of Fe content on atomic and electronic structure of complex oxides Sr Ti,Fe O3 delta

    Two series of SrTi1 xFexO3 amp; 948; STFO powders with different Fe content produced by two different methods, solid state reaction or modified Pechini synthesis, have been investigated by soft X ray absorption spectroscopy. The O1s K , Fe2p L2,3 and Ti2p L2,3 absorption spectra of STFO powders were analyzed. Partial substitution of Ti by Fe atoms in SrTiO3 were found to cause asymmetric distortion of TiO6 octahedrons which may violate the cubic symmetry of STFO. It was established that the distortion of TiO6 octahedrons increases with increasing Fe content. The joint analysis of the STFO spectra along with the reference compounds points to the presence mainly of Fe3 states in octahedral environment at small concentration of Fe atoms along with essentially smaller content of Fe4 states in octahedral environment where the latter contribution increases with increasing Fe content. Also a presence of Fe3 states in tetrahedral environment with Fe content higher than 50 is traced. A certain amount of Fe2 ions in an octahedral environment was also found in the STFO compound prepared by spray pyrolysis with Fe content higher than 75 . The O1s K absorption spectra point to increase in oxygen vacancy concentration with increasing Fe content. The lowest degree of structure distortions was traced in STFO35. Hence, the STFO35 compound seems to be mostly appropriate for technical application

    A detailed analysis of specimen composition, water uptake and their interrelationship in the systems La6 xWO12 amp; 948; 0.4 amp; 8804; x amp; 8804;0.8 and La6 xW1 yMyO12 amp; 948; 0 amp; 8804;y amp; 8804;0.2; M Mo, Re is presented. The three specimen series were investigated in dry and wet D2O conditions. A systematic trend in mass loss and onset temperature variation was observed in La6 xWO12 amp; 948; 0.4 amp; 8804;x amp; 8804;0.8 . Even very small amounts lt; 1 wt of secondary phases were found to notably modify the specimen s water uptake and onset temperature of mass loss. The theoretical model for vacancy concentration available was used to calculate the vacant oxygen sites starting from mass loss values determined by thermogravimetry. A discrepancy between the calculated and observed concentration of vacant oxygen sites is observed for all three systems. The effect of substitution of W by Re or Mo on the vacancy amount is explained taking into account diffraction measurements and information on the oxidation state of the substituting elements Mo and R

    Short-range order has been investigated in Zr69.5Cu12Ni11Al7.5and Zr41.5Ti41.5Ni17metallic glasses using X-ray absorption spectroscopy andab initiomolecular dynamics simulations. While both of these alloys are good glass formers, there is a difference in their glass-forming abilities (Zr41.5Ti41.5Ni17&gt; Zr69.5Cu12Ni11Al7.5). This difference is explained by inciting the relative importance of strong chemical order, icosahedral content, cluster symmetry and configuration diversity.</jats:p
