Diferentemente do que a Teoria Moderna de Finanças defende (que os indivíduos avaliam todas as possibilidades para escolher racionalmente a melhor), a Finanças Comportamentais acredita que emoções, apego, normas sociais, entre outros, podem influenciar nas decisões das pessoas. Dessa forma, o trabalho apresenta conceitos e experiências relacionadas a Finanças Comportamentais e foca, principalmente, na experiência realizada por Dan Ariely referente ao custo do Custo Zero. Segundo Dan Ariely, o Grátis! influencia nas escolhas das pessoas e pode fazer com que essas pessoas decidam por alternativas menos racionais. Para complementar a pesquisa de Dan Ariely, realizamos uma pesquisa com alunos da Universidade de Brasília – UnB através de questionários distribuídos aleatoriamente nos blocos de aula da universidade. Nos questionários constavam perguntas com alternativas de escolha entre o gratuito e o racional. Diferentemente do resultado encontrado por Dan Ariely, nossos resultados demonstraram que os alunos da Universidade de Brasília – UnB não foram influenciados pelo fator Grátis!

Political Effects on the Discontinuation of Participatory Budgeting in Municipalities

The article analyzes the factors associated with the discontinuation of participatory budgeting (PB) in Brazilian municipalities with more than 50,000 inhabitants between 2000 and 2016. We used econometric models to estimate PB’s discontinuation based on political explanatory variables and people’s local participation. The results indicate that discontinuation is associated: (i) positively with the election of a different local government, regardless of the winning party’s ideology; (ii) positively with the election of a local government with a left-wing ideology’; (iii) negatively with the election of a non-left-wing local government; (iv) positively with the election of a left-wing local government replacing another left-wing government. Changes in local government where other non-left-wing parties replace non-left-wing parties had no significant effect on discontinuation. The results contribute to our knowledge by showing the local and contextual factors that explain the discontinuation of participatory budgeting; this should help guide the design of participatory public policies and allow practitioners to reflect on the mechanisms that could be adopted locally to avoid discontinuation. The article also contributes to the literature by demonstrating the association between discontinuation and changes in left-wing local governments, which may prompt future research, given the unexpected result

Percepção dos Contadores e Tabeliães sobre as Propensões em Denunciar Irregularidades em suas Atividades Profissionais

Mecanismos de denúncias para detecção de irregularidades tem sido cada vez mais utilizados e incentivados, tanto espontaneamente pelas organizações, quanto por exigência legal. As motivações que levariam um denunciante a reportar ainda são elementos pouco explorados pela literatura. No Brasil, os profissionais da contabilidade (setor público e privado) e tabeliães de cartórios são obrigados por lei a comunicar ao Conselho de Controle de Atividades Financeiras (COAF) suspeitas de irregularidades identificadas no exercício de suas atividades profissionais. A pesquisa investiga fatores que podem afetar a propensão desses profissionais a denunciar, levantando fatores que podem afetar essa decisão. Com base em dados primários coletados por meio de questionário eletrônico e análises econométricas, os resultados indicam que a retaliação, valor social, moral tributária, percepção de monitoramento e frequência das denúncias são fatores associados à propensão de denunciar. Entretanto, as percepções variam entre os profissionais analisados, sendo que entre os contadores públicos e privados apenas a variável moral tributária foi significativa e entre os contadores (públicos e privados) e os cartorários as variáveis retaliação, valor social, percepção de monitoramento e frequência das denúncias são fatores associados à propensão de denunciar Os resultados trazem implicações para a organização desse tipo de mecanismo, sugerindo que são necessários mais mecanismos de proteção e incentivos aos denunciantes, e os órgãos de controle beneficiados por essa informação devem realizar um processo de convencimento dos atores envolvidos quanto à relevância social dessa atividade, aspecto relevante sobretudo no Brasil devido às características culturais sobre a aceitação social de denúncias

A multi-layer probing approach for video over 5G in vehicular scenarios

Fifth generation (5G) technologies are becoming a reality throughout the world. In parallel, vehicular networks rise their pace in terms of utilization; moreover, multimedia content transmissions are also getting an always increasing demand by their users. Besides the promised performance of 5G networks, several questions still arise among the community: are these networks capable of delivering high quality video streaming services in moving scenarios? What is the relationship between the network conditions and the video quality of experience? To answer to the previous questions, in this paper we propose a multi-layer probing approach able to assess video transmissions over 5G and 4G, combining data from all layers of a communication model, relating events from its origin layers. The probe's potential is thoroughly evaluated in two distinct video streaming use cases, both targeting a vehicular scenario supported by cellular 4G and 5G networks. Regarding the probe's performance, we show that a multitude of performance and quality indicators, from different stack layers, can be obtained. As for the performance of 4G and 5G networks in video streaming scenarios, the results have shown that the 5G links show a better overall performance in terms of video quality-of-experience, granting lower delays and jitter conditions, thus allowing video delay to be diminished and segment buffering to be better performed in comparison to 4G, while still showing adaptability in lightly traffic-saturated vehicular-to-vehicular scenarios.info:eu-repo/semantics/publishedVersio

Protecção de dados pessoais informatizados e democracia interna nos partidos políticos

Segundo se tomou público - e não veio a ser desmentido- tornar-se-ia prática corrente, por parte de militantes ou grupos de militantes a isso não habilitados, o acesso às bases informatizadas dos partidos, da qual constariam dados relativos aos seus militantes, permitindo, assim, com tal acesso, o conhecimento da identidade daqueles militantes com quotizações em atraso. Saber da legitimidade deste tipo de procedimento, no contexto da vida interna dos partidos políticos, e suas consequências à face da constituição e da lei em vigor é o propósito deste texto

Autonomous 4DOF robotic manipulator prototype for industrial environment and human cooperation

This paper describes the design and development of an autonomous robotic manipulator with four degrees of freedom. The manipulator is named RACHIE - "Robotic Arm for Collaboration with Humans in Industrial Environment". The idea was to create a smaller version of the industrial manipulators available on the market. The mechanical and electronic components are presented as well as the software algorithms implemented on the robot. The manipulator has as its primary goal the detection and organization of cans by color and defects. The robot can detect a human operator so it can deliver defective cans by collaborating with him/her on an industrial environment. To be able to perform such task, the robot has implemented a machine learning algorithm, a Haar feature-based cascade classifier, on its vision system to detect cans and humans. On the handler motion, direct and inverse kinematics were calculated and implemented, and its equations are described in this paper. This robot presents high reliability and robustness in the task assigned. It is low-cost as it is a small version of commercial ones, making it optimized for smaller tasks
