Putting Expectations In Order

In their paper, “Vexing Expectations,” Nover and Hájek (2004) present an allegedly paradoxical betting scenario which they call the Pasadena Game (PG). They argue that the silence of standard decision theory concerning the value of playing PG poses a serious problem. This paper provides a threefold response. First, I argue that the real problem is not that decision theory is “silent” concerning PG, but that it delivers multiple conflicting verdicts. Second, I offer a diagnosis of the problem based on the insight that standard decision theory is, rightly, sensitive to order. Third, I describe a new betting scenario—the Alternating St. Petersburg Game—which is genuinely paradoxical. Standard decision theory is silent on the value of playing this game even if restrictions are placed on the order in which the various alternative payoffs are summed

Adding Up the Spending: Fiscal Disparities and Philanthropy among New York City Charter Schools

This brief explores the financial resources of New York City charter schools. It also addresses differences in student population characteristics and student outcomes across New York City (NYC) charter schools, and evaluates how financial resources translate to other schooling inputs, such as more or less experienced teachers and smaller or larger class sizes.These schools are examined within the broader context of school funding equity and factors that other research has shown to have the potential to advance or disrupt educational equity. In American public education, funding equity involves multiple levels, linked to the multiple levels of our school systems. State systems govern local public school districts, with schools nested within districts. Public charter schools are either nested within districts or operate as independent entities.NYC charter schools are of particular interest to national audiences mainly because they have been used to argue that charter schools outperform public schools and that New York's experience with charter schools suggests a transferable, nationally scalable policy option. Three studies concerning NYC charter schools in particular are frequently cited: Dobbie & Fryer, 2009; Hoxby, Murarka and Kang, 2009; and CREDO, 2009.It is important to note, however, that the NYC context may be unique in terms of the role played by philanthropy and so-called venture philanthropy. Significant philanthropic attention has been focused on charter management organizations like the Knowledge is Power Program (KIPP) and Achievement First, which manage charter schools in NYC and elsewhere. NYC charter schools are both touted and blasted in the popular media as being the new favored charities of, for example, wealthy hedge fund managers. The extent that NYC charters have become philanthropic favorites means that NYC charter schools may be quite different from those in places like Missouri or Arizona, distant from the NYC philanthropic culture. In fact, even charter schools in Albany and Buffalo or across the river in New Jersey may be insulated from this unique financial setting. Therefore, additional philanthropic resources may explain a great deal of the claimed success of NYC charter schools. Library resources, student success and the distance-learning university

Purpose - Research at the Open University Library Services has been investigating the relationshipbetween access to online library resources and student success to help to understand whether there is asimilar relationship at a distance-learning university to that found in other institutions. Design/methodology/approach - A small library data project was established to investigate this area.The study analysed online library resource data from access logs from the EZproxy and OpenAthens systems. A data set of 1.7 million online resource accesses was combined with student success data for around 90,000 undergraduate students and a series of analyses undertaken.Findings The study found a pattern where students who are more successful are accessing more library resources. A chi-square test indicated a statistically significant association between library resource accesses and module result, while an ANOVA test suggests a medium sized effect. The study also found that 152 (76%) of 199 modules had a small, medium or large positive correlation between student success, measured by the overall assessment score, and online library resource accesses.Originality/value - This study builds on evidence that there is a relationship between library use and student success by showing that this relationship extends to the setting of a non-traditional, innovative library service supporting part-time distance learners

Matching methods to produce maps for pest risk analysis to resources

Decision support systems (DSSs) for pest risk mapping are invaluable for guiding pest risk analysts seeking to add maps to pest risk analyses (PRAs). Maps can help identify the area of potential establishment, the area at highest risk and the endangered area for alien plant pests. However, the production of detailed pest risk maps may require considerable time and resources and it is important to match the methods employed to the priority, time and detail required. In this paper, we apply PRATIQUE DSSs to Phytophthora austrocedrae, a pathogen of the Cupressaceae, Thaumetopoea pityocampa, the pine processionary moth, Drosophila suzukii, spotted wing Drosophila, and Thaumatotibia leucotreta, the false codling moth. We demonstrate that complex pest risk maps are not always a high priority and suggest that simple methods may be used to determine the geographic variation in relative risks posed by invasive alien species within an area of concern

Interface between pest risk science and policy : the EPPO perspective

The European and Mediterranean Plant Protection Organisation (EPPO) is an intergovernmental organization responsible for cooperation in plant protection in the European and Mediterranean region. It provides global distribution maps of pests, and intends to identify the areas at risk from new and emerging pests, in the framework of Pest Risk Analyses. EPPO has developed a decision-support scheme for Pest Risk Analysis (DSS) and a computer program (CAPRA) to assist pest risk analysts in running the decisionsupport scheme. Dedicated rating guidance and a Climatic Suitability Risk Mapping Decision-Support Scheme have recently been developed to guide assessors in identifying the potential area of establishment of a pest. All these tools have been developed taking into account both pest risk science available and needs of policy makers. The use of these tools and of mapping software are undertaken within the framework of EPPO Pest Risk Analyses, as illustrated through the examples of Thaumatotibia leucotreta (Lepidoptera) and Apriona germari (Coleoptera)

The topic of corporate governance has become increasingly prominent in recent years in many different academic areas in recent years. In this article we address various approaches to corporate governance, with a particular emphasis on the historical role of the State. It seems that certain approaches to corporate governance avoid discussing the role of the State, focusing instead on interactions between corporate managers and shareholders.
