How did conservation agriculture go to scale? : A case study in utilization-focused evaluation

Background The Foodgrains Bank has an established record working in agriculture and food security with resource constrained, marginalized farmers in sub-Saharan Africa. The three outcome areas of the Scaling-Up Conservation Agriculture in East Africa (SUCA) Program were: the adoption of conservation agriculture systems, an enabling institutional environment, and the promotion of enabling policies. These program areas were expected to yield intermediate outcomes that, together, would lead to the ultimate outcome of improved food security and sustainable livelihoods for smallholder farming households in East Africa. This case study reports on the end-line evaluation of the five-year program. Purpose To illustrate the overlap between utilization-focused evaluation (UFE) and collaborative approaches to evaluation (CAE). The case study profiles an agricultural intervention, and explores how the evaluation design accommodated the systemic nature of the program. Setting Scaling-Up Conservation Agriculture in East Africa (SUCA) was a five-year program of the Canadian Foodgrains Bank implemented from 2015-2020 to expand the size and scope of Foodgrains Bank’s work in conservation agriculture in East Africa. The program supported local partners with a target of 50,000 male and female farmers practicing a minimum of 2 of 3 conservation agriculture principles, and to improve food security and sustainable livelihoods for 18,000 of these farmers’ households across three countries.  Research design The Foodgrains Bank was directly involved in the evaluation design through the definition of evaluation uses and key evaluation questions. Eleven implementing partners in East Africa were involved in primary data collection and some initial analysis. Data collection and analysis A mixed method approach was used combining quantitative, qualitative, and participatory / visual data collection tools. A robust, intersectional gender lens was applied to the data collection instruments in the form of gender disaggregated data collection and gender-focused questions across most data collection instruments.  Findings The collaborative process confirmed a sense of ownership by the primary evaluation users over the evaluation design. The evaluation design combined outcome and learning uses that took advantages of the implementing organizations’ commitment to learning. The findings demonstrated the value of the program and produced a framework illustrating the multi-disciplinary approach underlying its success

Background: Increasing attention has focused on the emotional dysregulation that can result from adverse childhood experiences among those who commit sexually violent crimes. While studies confirm a relationship between child maltreatment and anger the research is limited and it is unclear how anger and child maltreatment effect the use of violence during the commission of the sex crime. Methods: This study examined the relationship between childhood maltreatment, anger and violent behavior by reviewing the records of 571 adult male offenders convicted of sexual assault or child molestation. The aims of the present study were to 1) examine differences in anger levels between those offenders who engaged in verbal or physical violence or used a weapon during the commission of their crime; 2) explore differences in anger levels for those sex offenders who experienced childhood abuse (physical abuse, sexual abuse, emotional abuse, and neglect) and those who were not; 3) examine whether there were differences in anger between rapists and child molesters and 4) assess whether anger either mediated or moderated the relationship between childhood abuse and the use of violence in the commission of the crime. Results: Overall we found that sex offenders who were rated as being angrier were more likely to have used violence in the commission of their crime and were more likely to be abused as children. Further, while these relationships held for both rapists and child molesters independently, rapists were found to be angrier than child molesters. Finally, anger neither mediated nor moderated the relationship between an offender’s adverse childhood and committing a violent sex crime. Conclusions: These results suggest that anger should be target in intervention and prevention programs with violent sex offenders

    Advanced Participation Among Hispanic Students

Background: The foundation of academic preparation begins early in a student’s life. Student instruction throughout the K-12 years can help prepare students for success in either post-secondary education or their career. As our lives become more dependent on areas that comprise science, technology, engineering, and mathematics (STEM), youth must develop the necessary skills to meet this demand. Although there are opportunities for all students to participate in Advanced Placement (AP) courses, there is a lack of Hispanic student representation. Purpose: The purpose of this study was to identify factors that affect Hispanic student’s AP enrollment, including socioeconomic status and status as an English language learner. The goal of the study was to analyze Hispanic students’ participation and performance in AP courses utilizing existing district data. Identifying the factors that affect Hispanic English learners (ELs), including their low-socioeconomic status, will help schools understand the dynamics that influence AP decisions. This information can be used to encourage enrollment of Hispanic students by improving the preparation for the AP classes and increase the state and national representation of Hispanics in STEM careers. Method: Masked data from a school district in a large urban area was gathered to answer the research questions. The data were analyzed using a Chi-Square test to calculate the difference in student enrollment among ethnicities in Pre-AP, AP, and Dual Credit courses. A Chi-Square test was run to determine if there was a significant difference between Hispanic Economically Disadvantaged and Non-Economically Disadvantaged students’ enrollment in AP STEM, AP Spanish, and AP. A Chi-Square test was run to analyze differences between Hispanic English Learners and Non-English learners’ participation in AP STEM, AP Spanish, and participation in any AP course. Results: Hispanic students had a lower participation rate in all courses compared to non-Hispanic students. Of the total Pre-AP, only participants (n=2605), thirty-nine percent (n=1029) were Hispanic versus sixty percent Non-Hispanic (n=1576). The total number of students participating in general AP was 757, with thirty-four percent identified as Hispanic students (n=258). Dual Credit courses had a total of 582 students, of which forty percent were Hispanic students (n=234). The only discernible difference was the rate at which students identified as Hispanic English Learners enrolled in AP Spanish only (n=15) courses (an increase of nine percent). Finally, slightly over half (52%) of the Hispanic non-ELs (n=2608) were not enrolled in any AP courses. Conclusion: Overall, the data indicate the students identified as both Hispanic and low social-economic status have a lower enrollment rate in any AP course, including Dual Credit. The study found that Hispanic students who are not economically disadvantaged enroll in more AP courses that are not limited to AP STEM and AP Spanish. The study also found that Hispanic Non-English Learners enroll in more AP courses than English Learners. Addressing the barriers that Hispanic students encounter when enrolling in college readiness courses can help improve Hispanic student participation in advanced preparation courses and STEM-related fields.Educational Leadership and Policy Studies, Department o

Tesi
