Deinstitutionalisation in Hungarian child protection: Policy and practice changes in historical contexts

The aim of the study is to present the historical changes in child protection in Hungary and the process of deinstitutionalisation, which is still shaping child protection work in this country. The research seeks to answer the question of how the process of institutionalisation and deinstitutionalisation was implemented in Hungary in the socialist era and after the introduction of Act XXXI of 1997 on the Protection of Children and on the Directorate for Guardianship (Act XXXI of 1997), which was a milestone in the Hungarian child protection for the 0-3-year olds. The study employs a case study methodology with secondary data corpus including legislation and data provided by the Central Statistical Office in Hungary. The scientific approach of the study is mainly historical, presenting the main features of child protection in three distinct periods 1950-1970, 1980-1995 and 1996-2018. The findings indicate that the socialist era has had a prevailing influence on child protection for many decades, but the years following the transition into democracy brought major transformation in child protection, a "transition of the child protection system", paving the way for the process of deinstitutionalisation and the emergence of alternative forms of care

In this paper the author sums up the changes that occurred in the field of child protection administration in the past few years. These modifications were initiated – among others – by the regrouping of the maintenance tasks connected to the social and child protection institutions from the county level administration to the national level and by the general reforms in the public administration. As the districts, the new level of the administration was created the group of authorities, which are approved to implement official measures in the field of child protection transformed. A gyermekotthonok feladata a roma gyerekek nevelésében

In Hungary Act XXXI of 1997 introduced significant changes for the child protection system and since then the law itself has been altered several times. Looking back over the last twenty years, two major changes can be observed in the placement of children. The first is that in the post 1997 period the number of residential homes and the number of people living there increased significantly thanks to the transformation of the children's homes. These residential homes provide family-friendly environment for a small group of children. The second important change is the preference of foster care. 2002 was a milestone of this process, when more children were placed to foster parents than in children’s homes for the first time. (In 2002, 10,026 minors and young adults lived in children's homes and 10,576 of them with foster parents. KSH, 2018). By now this trend has been strengthened and more than half of the children removed from their families are accommodated at foster parents. The number of children involved in child protection has increased in recent years and according to research Roma children are overrepresented among them. The paper reviews the past research of Roma children in child protection services and examines the professional programs of children's homes and residential homes in order to study how they contribute to the development and preservation of the identity of children belonging to national and ethnic minoritiesA gyermekvédelemben az 1997. évi XXXI. törvény bevezetése jelentős változásokat hozott és maga a törvény is számtalanszor módosult.  Az elmúlt húsz esztendőre visszatekintve a gyermekek elhelyezésére vonatkozóan két jelentős változás történt.   Az első, hogy az 1997 utáni időszakban a gyermekotthonok átalakításának köszönhetően jelentősen megnőtt a lakásotthonok és a benne élők száma, a lakásotthoni elhelyezés kis létszámú, családias körülményeket biztosított a gyerekek számára. A második a nevelőszülöi elhelyezés preferálása, aminek mérföldköve a 2002-es év, amikor először került több gyermek nevelőszülőknél elheyezésre, mint gyermekotthonba. (2002-ben 10 026 fő kiskorú és fiatal felnőtt élt gyermekotthonban és 10 576 fő kiskorú és fiatal felnőtt nevelőszülőknél. (KSH, 2018). Mára ez a tendencia tovább erősödött és a családból kiemelt gyerekeknek több mint fele nevelőszülőknél kerül elhelyezésre. A gyermekvédelmi gondoskodásban részelülő gyermekek száma nőtt az elmúlt években, közöttük a kutatások szerint felülreprezentáltak a roma gyerekek. A tanulmányban áttekintjük a gyermekvédelmi szakellátásban elhelyezett roma gyermekekre vonatkozó kutatásokat, majd gyermekottonok, lakásotthonok szakmai programját vizsgáljuk meg abból a szempontból, hogy az intézmény mivel és hogyan járul hozzá a nemzetiségi és etnikai kisebbséghez tartozó gyerekek identitásának kialakításához, megőrzéséhez
