Institutional change and regional development in China: the case of commodity trading markets
With this paper we explore how institutional changes have influenced the regional development of Yiwu City, East China. The regional development in Yiwu City can be regarded as constituting a specific model in transitional China, which revolves around the establishment, growth, and internationalization of the local commodity trading market. The success of the Yiwu model lies in the interaction between globalization, local institutions, and commodity trading markets. However, we argue that the strategic coupling perspective has its limitations in explaining the development trajectory of the Yiwu model. We develop an integrated paradigm of regional development located between new regionalism and global production networks by synthesizing Scott’s institutional framework. We identify a pronounced and long-established cultural–cognitive element in the entrepreneurial spirit of local people, which led to the establishment of a commodity trading market at the beginning of 1980s. However, the sustainable development of the Yiwu model needs to be supplemented by normative and regulative institutional pillars. We further argue that the developmental local state remains critical to the regional development in developing countries in terms of correcting market failure, encouraging entrepreneurship, and creating a competitive business environment to accommodate globalization
Designing global leadership development programmes that promote social capital and knowledge sharing
This paper explores the role of Global Leadership Development (GLD) programmes for developing the social capital of multinational enterprises and ultimately the enhancement of knowledge sharing across corporate divisions and national borders. Drawing on both qualitative interview and survey data, we find that GLD programmes can promote cross-border knowledge sharing. However, the effects of such programmes depend on their design. We identify two factors crucial for social capital development and knowledge sharing: first, a selection issue related to participants’ previous experience with leadership programmes and, secondly, a process issue which concerns the quality of the social interaction in the group work
Internasjonalisering av telesektoren : generelle lærdommer og spesielle utfordringer for Telenor
Notatet beskriver og analyserer strategiske og organisasjonsmessig utfordringer i forbindelse med internasjonalisering av teleselskap generelt og Telenor spesielt. Siden internasjonalisering av telesektoren er av nyere dato, har vi måttet trekke på perspektiver og erfaringer fra andre næringer enn telenæringen. Av denne litteraturen framgår det at selskapenes internasjonale strategi og struktur avhenger av egenskaper ved selskapets mest kritiske ressurser, hvor disse ressursene er lokalisert, og hvordan disse har utviklet seg i samspill med selskapenes egen utvikling av internasjonal strategi og struktur. I notatet har vi også antydet at utvikling av internasjonale strategier og strukturer innenfor telesektoren går i flere retninger samtidig. Samtidig som vi ser en økende tendens til dannelse av mer internasjonalt diversifiserte teleselskap gjennom fusjoner og oppkjøp, ser vi også en økende tendens til etablering av spesialiserte nettoperatører som bare tilbyr nettkapasitet, og tjenesteleverandører som hovedsakelig leverer tjenester produsert med andre operatørers infrastruktur. Hvilke teknologier og kompetanser som blir mest kritiske for utvikling av varige konkurransefortrinn, og hvilke lokaliseringer, strategier og strukturer som vil bety mest for utvikling av selskapenes konkurransefortrinn, er ennå ikke helt avklart. Avhengig av hvordan teknologi, regulering og markeder utvikler seg, kan flere utviklingslinjer (scenarier) tenkes
Making the transition from a multi-domestic to a glocal strategy : The Initial Phase of Rieber & Søn’s Purchasing Transformation Project
The immediate purpose of this paper is to assess the progress Rieber & Søn had made with the initial phase of a project aimed at significantly integrating its international purchasing operations. This purchasing project is part of broader project of transformation at Rieber & Søn, “Program Future“, that commenced in the autumn of 2008 and that is set to run until March 2011. The focus is on the project’s expert “category” teams who are charged with the task of developing the knowledge base for the realization of an integrated but locally sensitive purchasing strategy. In addition this paper has an additional, broader purpose, namely to treat Rieber & Søn as an example of a loosely integrated, locally responsive MNE that is attempting to become considerably more integrated while not losing its ability to respond to localized needs. One key finding is that while the category teams, despite resource-deficiencies, had made substantial progress in identifying potential savings, integrating these in the wider organization remained a challenge
Strategisk innstilling og kompetanseutvikling i norske regnskapsbyrĂĄer
Arbeidsnotatet er skrevet som del av forskningsprosjektet ”Kompetansestyring for verdiskaping”, som er finansiert av TYIN-programmet i Norges Forskningsråd og Norske Autoriserte Regnskapsføreres Forening. Det belyser innstillingen til utvikling av kompetanse i norske regnskapsbyråer. Først presenteres en studie av variasjoner i regnskapsbyråenes strategiske innstilling. Dernest analyserer hva en manglende strategisk innstilling innebærer for deres innstilling til en eventuell erobring av nye virksomhetsområder. En sentral konklusjon er at et arbeid med å få utviklet en mer proaktiv rolle hos byråene vil være avhengig av at det arbeides med deres strategiske innstilling. Analysen viser at byråenes strategiske innstilling først og fremst betinges av antall ansatte, lederens alder og byråets fylkesvise lokalisering. Interessant nok er verken byråenes omsetning per ansatt eller tidligere erfaring med salg av rådgivningstjenester av betydning. Betydningen av fylkestilhørighet innebærer at et fremtidig utviklingsarbeid innenfor bransjen ikke bare bør fokusere på det enkelte byrået, men også bør ta hensyn til variasjonene i byråenes lokale omgivelser
Regnskapsføreren som verdiskapingsagent : status og muligheter
Dette arbeidsnotatet er skrevet som ledd i prosjektet ”Kompetansestyring for verdiskaping” som er finansiert av Norges Forskningsråd gjennom TYIN-programmet og Norske Autoriserte Regnskapsføreres Forening. Formålet med notatet er et vurdere hvorvidt og eventuelt i hvilken grad autoriserte regnskapsførere utgjør en potensiell leverandør av rådgivningstjenester over et bredt, bedriftsøkonomisk spektrum innenfor SMB-sektoren. Det finnes to grunner til å se nærmere på dette. For det første innebærer regnskapsførernes virksomhet at de, i motsetning til eksterne konsulenter, har regelmessig, løpende kontakt med små og mellomstore bedrifter noe som kan gi opphav til en naturlig form for relasjonskompetanse. For det andre har regnskapsførere i utgangspunktet selv interesse av å kunne tilføre kundene verdiskapende tjenester. I notatet utdypes begge disse kjennetegnene ved regnskapsbyråene. I tillegg studerer vi små og mellomstore bedrifters syn på regnskapsførernes potensiale som utviklingsagenter. Det tas utgangspunkt i en teoretisk klassifisering av arbeidskompetanse, som gir oss et analytisk grunnlag for å vurdere regnskapsbyråenes rolle i forhold til sine kunder. Det konkluderes med at mens regnskapsførere synes å ha anskaffet seg en betydelig relasjonskompetanse i forhold til små og mellomstore bedrifter, gjenstår mye når de skal bevege seg inn på rådgivningsmarkedet med full tyngde. Dersom byråene skal bli betydningsfulle rådgivere, må de både ha ambisjoner om å ta nye markedsandeler og et ønske om å anskaffe seg en utvidet kompetanse i rådgivningsfag og bedriftsutvikling
Research performance and the organizational effectiveness of universities
Purpose
The purpose of this paper is to test Shattock’s legacy reputation thesis that non-leading universities in the UK face insuperable resource barriers to entering the leading group.
Design/methodology/approach
Employing regression analysis, the authors examine whether prioritizing research performance is a viable strategy for non-leading UK universities aiming to improve their organizational effectiveness. The dependent variable, organizational effectiveness, is measured by the annual Guardian rankings of universities. The main independent variable, research performance, is measured using “research power” (“RP”). RP is derived from the UK Research Excellence Framework.
Findings
For 2008-2014, the authors find that changes in research performance impacted university rankings. However, the authors also find that changes to the rankings are largely confined to non-leading universities and have not led to these institutions breaking into the group of leading universities. Therefore, Shattock’s thesis is supported.
Practical implications
Failing to maintain research performance can have significant negative consequences for the rankings of non-leading universities.
Originality/value
This is the first study that examines the relationship between the research performance of universities in the UK with a measure of their overall organizational effectiveness

Human resource management: the promise, the performance, the consequences
Purpose
– The dominant focus of HRM research has been that of “strategic HRM”, that is a focus on the impact of HRM on firm performance. The authors argue that not only are the cumulative results of this “dominant research orthodoxy” disappointing in terms of their external validity, but also they are of limited practical value. Further, it has failed not only in terms of its narrow firm performance-oriented agenda, but also the tenets of its agenda have contributed to serious levels of employee dissatisfaction and to the failure to deal with pressing global issues. The paper aims to discuss these issues.
Design/methodology/approach
– In order to assess the contribution of the dominant research orthodoxy the authors analyse the 16 most cited journal articles in the field of HRM.
Findings
– The authors find a predominance of US-centric studies and therefore a questionable cross-national generalizability of the dominant research orthodoxy. The use of cross-sectional data means that long-term effects cannot be gauged. The authors observe a lack of consensus on how to operationalize HRM and firm performance. National context is generally absent.
Practical implications
– The authors show that for HRM to realize its potential for governments, media, or philanthropic agencies, HRM must abandon its restricted scope and mono-dimensional sources of inspiration.
Originality/value
– The authors not only point to the shortcomings of the dominant research orthodoxy within HRM, but the authors point to how HRM could become significantly more “centre-staged” by addressing the actors searching for contributions to the big questions of the world – the governments, media, and philanthropic agencies
The double challenge of AFF
This paper explores the present status and future options of a Norwegian management consultancy company, AFF, with respect to serving Norwegian multinational enterprises (MNEs). The case of AFF is also employed to illustrate challenges and options facing similar consultancy firms. We argue that AFF and domestic management consultancies aiming to serve contemporary MNEs are confronted by two main challenges. The first is to respond to the evolution of its clients into MNEs that are dependent on effective knowledge sharing across their international operations. The second, related challenge is that contemporary organizations are demanding a new wave of consultancy services focusing management of boundary spanning processes. The paper argues that the development of dynamic capabilities is essential both for AFF and for consultancies facing similar challenges
