The Tale of e-Government: A Review of the Stories that Have Been Told So Far and What is Yet to Come
Since its first appearance, the concept of e-Government has evolved into a recognized means that has helped the public sector to increase its efficiency and effectiveness. A lot of research has therefore been done in this area to elaborate on the different aspects encompassing this concept. However, when looking at the existing e-Government literature, research mostly focuses on one specific aspect of e-Government and there are few generic publications that provide an overview of the diversity of this interdisciplinary research field over a longer term period. This study analyzes the abstracts of eight e-Government journals from 2000 to 2016 by means of a quantitative text mining analysis, backed by a qualitative Delphi approach. The article concludes with a discussion on the findings and implications as well as directions for future research
Can we Learn from Down Under How to Rise Up in E-Government? A Comparative Analysis of the Public Sector Competences in the German and Australian Higher Education Systems
Australia has been voted worldâs second in the last two United Nations e-government surveys 2014 and 2016, despite the acknowledged difficulties that arise in terms of implementation because of its federal structure. Germany, having a similar federal structure, in contrast, only ranks 15th. The study at hand aims at eliciting, if this development can be ascribed to the higher public administration and e-government education landscape. By means of a content analysis, we examined 126 higher education study programmes with a link to the public sector in Australia and compared them to a similar study in Germany from the year 2015. Results show that there are indeed differences with respect to the delivered contents and the respective competences in Australia that might contribute to the different e-government development in the two countries: Higher levels of socio-technical courses and a more contextualised programme delivery in general are two of the main findings
Letâs Play ⊠eGovernment! A Simulation Game for Competence Development among Public Administration Students
The rollout of eGovernment is in full swing worldwide, because of governmentsâ realization of its possible efficiency and effectiveness gains. The introduction of service accounts, as exemplary initiation of the European eID strategy in Germany, is one of the eGovernment projects that keeps the German public sector busy. Owing to the federal structure of Germany, the nationwide implementation poses an extraordinary challenge. With this, it forms a good example for the complexity of eGovernment projects in federal states. (Future) public servants need to have a full understanding of the interdisciplinary environment, they will need to operate in. Simulation games, offering the possibility of immerging into a subject matter in a neutral, risk-free environment, are increasingly used in educational programs in times of digitalization and therefore could represent a powerful tool to teach the needed eGovernment competences. At the same time, they help to early sensitize eGovernment students to the numerous exigencies in their working life. We developed a simulation game, targeting the introduction of service accounts in Germany, and tested it with an international student group (n=16) to measure its potential for competence development in higher education programs in eGovernment
eGovernment Competences revisited â A Literature Review on necessary Competences in a Digitalized Public Sector
With the growing proliferation of digital technologies, organizations at all levels are faced with a changing environment to which employees and leaders have to adapt. Digital competences can be considered a key factor for the successful implementation of digital technologies in organizations of all kinds. Public administrations are exemption from this trend and are the focus in this study as a special organizational form. Despite the importance of these competences, extensive research on this subject is yet missing. To better understand the shape of knowledge contributions made so far, a structured literature review is conducted to uncover the state of the art of research on these competences. Results of this study indicate that only very few scholars have so far researched public administration competences more closely. Besides functional competences, a focus on so-called soft skills and personality traits is unveiled. Based on the findings, directions for future research are derived
Seven Paradoxes of Business Process Management in a Hyper-Connected World
Abstract
Business Process Management is a boundary-spanning discipline that aligns operational capabilities and technology to design and manage business processes. The Digital Transformation has enabled human actors, information systems, and smart products to interact with each other via multiple digital channels. The emergence of this hyper-connected world greatly leverages the prospects of business processes â but also boosts their complexity to a new level. We need to discuss how the BPM discipline can find new ways for identifying, analyzing, designing, implementing, executing, and monitoring business processes. In this research note, selected transformative trends are explored and their impact on current theories and IT artifacts in the BPM discipline is discussed to stimulate transformative thinking and prospective research in this field

Imparting Electronic Government Competences :Requirements, Concepts, and Tools
The ever more increasing pace of technological advances has left its traces on the way businesses are operating with business models that had been unimaginable just years ago. It is also transforming the way people interact with each other, even beyond the borders of time and place, continuously changing the society as a whole. Digitalisation is what individuals, businesses and governments alike increasingly try to exploit, harvesting efficiency and effectiveness gains. Despite these advantages, the use of ICT by governmental institutions is not a self-fulfilling prophecy. The lack of appropriate competences within the public sector workforce is a big obstacle in this context. This thesis provides a holistic overview on the composition of necessary e-government competences and identifies relevant roles in public administrations. Based on the Design Science Research Methodology, it shows how a simulation game, that offers an up-to-date solution in terms of digitally supported learning can improve the overall competence delivery.Der immer schneller werdende technologische Fortschritt hat in vielen Bereichen seine Spuren hinterlassen, auch in Bezug darauf, wie neue GeschĂ€ftsmodelle entstehen, die noch vor Jahren undenkbar waren. Er verĂ€ndert zudem die Art, wie Menschen miteinander interagieren, auch ĂŒber die Grenzen von Zeit und Ort hinweg, und verĂ€ndert damit nachhaltig die Gesellschaft als Ganzes. Digitalisierung ist das, was Privatpersonen, Unternehmen und öffentliche Einrichtungen gleichermaĂen zunehmend probieren, zu ihren Gunsten zu nutzen, um Effizienz- und EffektivitĂ€tsgewinne zu erzielen. Trotz dieser möglichen Vorteile ist der Einsatz von IKT durch öffentliche Einrichtungen kein automatischer Erfolgsgarant. Der Mangel an richtigen Kompetenzen innerhalb der Belegschaft des öffentlichen Sektors stellt in diesem Zusammenhang ein groĂes Hindernis dar. Die Dissertation gibt einen ganzheitlichen Ăberblick ĂŒber die Zusammensetzung der notwendigen E-Government-Kompetenzen und identifiziert relevante Rollen in öffentlichen Verwaltungen im digitalen Zeitalter. Basierend auf dem Design Science-Forschungsansatz zeigt sie, wie ein Planspiel, das eine zeitgemĂ€Ăe Lösung im Hinblick auf digital unterstĂŒtztes Lernen bietet, die Kompetenzvermittlung ganzheitlich verbessern kann
TO ADOPT OR NOT TO ADOPT: A LITERATURE REVIEW ON BARRIERS TO CITIZENSâ ADOPTION OF E-GOVERNMENT SERVICES
The use of technologies has changed daily life considerably. Nearly all life areas are affected by the widespread availability and ever growing use of the Internet. In the last few years, there has been an increasing interest in how to best implement the benefits of new technologies within public administra-tions â not only to reform the work of administrations, but also to provide their stakeholders with pub-lic services in a way that fits their demands. But compared to other electronic services like e-commerce public administrations are still confronted with low adoption rates, notably on the part of citizens. We conducted a literature review to identify possible barriers to citizensâ adoption of elec-tronic government services and gathered data from 197 journals that published articles on the non-adoption or rejection of electronic government services. Although the results are quite heterogeneous, our findings reveal six superordinate categories of barriers: technological, socioeconomic, communi-cation, cultural, individual and service-related barriers. Moreover, this review reveals considerable gaps in the research on electronic government rejection. Finally, we can show that there is no com-mon ground on barriers to adoption. Thus, we provide an agenda that encourages further research concerning the interaction between citizens and public administrations via electronic channels
Competency profiles for lean professionals â an international perspective
Requirements for business improvement professionals depend on different job characteristics. By focussing on lean management, the purpose of this paper is twofold: first, to provide a comprehensive conceptualisation of competencies relevant for lean professionals by comparing them to an existing project management competency framework; and second, to identify their similarities and differences in three different analysed countries. This paper investigates 2,701 online published job advertisements in the USA, UK and Germany by means of a content analysis to compare and contrast the respective job profiles
