    Ambitions of Bushfalling through Further Education: Insights from Students in Cameroonian Universities

    Following a surge in civil unrest, the need and ambitions to migrate have increased among young Cameroonians. This article explores how Cameroonian youth and graduates use education as a gateway for migration, selecting new routes and destinations to maximise their chances of migration. Drawing on in-depth interviews with aspiring migrants, I show that long-standing aspirations to migrate have led to a symbiotic relationship between aspiring migrants and migration agents who facilitate and determine the route and destination for the entire process. This relationship reflects aspiring migrants who desire to migrate at all cost rather than planning carefully, often with little information guiding in the process. I argue that migration responds to cultural and political influences as much as ontological (in)security that cannot be defined solely in economic terms.     The Materiality of Pentecostal Religious Healing: The Case of Cameroonian Migrants in Cape Town

    Based on ethnographic research among Cameroonian migrants living in Cape Town, South Africa, this study looks at the use of sacred healing objects among these migrant groups. Exploring the extent to which migrants’ everyday lives are rooted in the nexus of attaining divine healing and consolidating healing gains through the use of religious sacred healing objects and the ‘word’, I interrogate how the use of these objects within Pentecostal churches fulfils the quest for divine healing among Cameroonian migrants. I argue that the sheer challenges of migration and the difficulties that goes with it, increases the tendency of migrants to look towards Pentecostal churches for healing, increases, so too does their belief in the healing powers of various healing objects that migrants buy in a bid to attain wholeness and be at peace with oneself

    Madams and maids in Southern Africa: coping with uncertainties, and the art of mutual zombification

    Drawing largely on a just completed empirical study this paper argues that like elsewhere in Africa & the world, maids in South Africa & Botswana, notably migrant maids from Zimbabwe, are subjected to the vicissitudes of ultra-exploitation. They, like their employers are all concerned with the uncertainties that plague their lives. Although employers are assumed to be in positions of power, their reality is often more nuanced & prone to constant negotiations with & concessions to maids. At one level, their own preoccupation with avoiding uncertainties by maintaining whatever advantages they can cultivate implies that vis-a-vis their maids, the employers cannot always afford to enjoy the benefits of being in control. Structural inequalities notwithstanding, mutual zombification seems to be the order of the day between maids & madams

    Earlier studies on migration were largely dominated by the study of the determinants of migration, with economic theories being at the fore in explaining this phenomenon. Our focus instead will be on the life-cultivating practices that migrants associate with ‘home societies’ and wish to maintain in host societies. Rather than pursue the darker side of ‘biopolitics’, we focus instead on the domestication of nurtured life and the privatization of everyday practices ensuring well-being within the diasporic setting of Grassfield Cameroonians in Cape Town

    Local ownership and democratic governance in security sector reform

    Local ownership is a major component of what is considered best practice in contemporary peacebuilding. It seeks to reallocate authority between local and international actors in peacebuilding contexts. In its purest form, it requires that the design, implementation and evaluation of reform should be led by local actors. Therefore, under local ownership, external actors are circumscribed to a supporting role in post-conflict reconstruction. Local ownership is thus a critique of the tendency towards top-down internationally led peacebuilding reform. The primacy of local ownership is evident in its endorsement in both academic literature and policy documents. Underpinning the importance of local ownership is a set of normative claims. It is argued that local ownership produces reform that is more legitimate and sustainable, in addition to developing democratic governance as the foundation to a post-war regime. Subsequently, what scholarship on local ownership has sought to clarify is conceptual content, including the complex question of who is local. Furthermore, there have been different suggestions on how to operationalise local ownership, and more broadly how to bridge the prevailing gap between rhetoric and practice. What has not been sufficiently done is an empirical defence of these normative claims. For example, does the process of ownership actually result in the development of democratic governance? More importantly, are the outcomes of local ownership consistent with the broader liberal peacebuilding paradigm, especially the latter's democratic disposition? This gap in the literature, is the research problem driving this dissertation. This dissertation seeks to understand whether there is evidence of a positive relationship between local ownership and democratic governance within the broader liberal peacebuilding project. My guiding research question involves determining how essential local ownership is to the development of democratic governance. This relationship is explored though the lens of SSR as one of the pillars of peacebuilding. This is because the literature on local ownership has been developed most in this area. The relationship between democratic governance and SSR, specifically within the military, can be understood in terms of democratic control of the military. Democratic control is operationalised in this thesis as civilian control and oversight (executive, legislative and broader civil society). Taking this into consideration, there are two paths of investigation. Does the absence of ownership undermine democratic control of the military and does its presence develop it? Liberia and Sierra Leone are the case studies through which this question is explored. Comparatively, Liberia is meant to represent the absence of ownership while Sierra Leone demonstrates more substantive attempts at local ownership. Focusing on the reform of the military, I argue that the absence of local ownership undermined democratic governance in terms of civilian control and oversight in Liberia. The opposite is true in Sierra Leone. However, there is evidence that outcomes which develop democratic control and oversight of the military can result from activities were ownership is both present and absent. As such, local ownership of SSR is sufficient, but not necessary for the development of democratic governance within the military. That notwithstanding, local ownership is still of immense importance. Its importance resides in the production of reform that is more context specific and thus contextually relevant. Local ownership produces reform which the host country can understand and sustain, a claim that the existing literature attests to. In this way, local ownership is important in bridging the gap between the beneficiaries of security and the broader security architecture. While gains in democratic control of the military can be achieved where ownership is present or absent, the sustainability of these gains is intricately linked to local ownership. Local ownership may not be necessary for democratic governance in the military, but it is necessary for sustainable democratic governance, as well as reform rooted in contextual realities and the needs of the country undergoing reform

    The Anglophone Problem in Cameroon

    The root of the 'anglophone problem' in Cameroon may be traced back to 1961, when the political elites of two territories with different colonial legacies - one French and the other British - agreed on the formation of a federal State. Contrary to expectations, this did not provide for the equal partnership of both parties, let alone for the preservation of the cultural heritage and identity of each, but turned out to be merely a transitory phase to the total integration of the anglophone region into a strongly centralized, unitary State. Gradually, this created an anglophone consciousness: the feeling of being marginalized by the francophone-dominated State. In the wake of political liberalization in the early 1990s, anglophone interests came to be represented first and foremost by various associations and pressure groups that initially demanded a return to the federal State. It was only after the persistent refusal of the Biya government to discuss this scenario that secession became an overt option with mounting popularity. The government's determination to defend the unitary State by all available means, including repression, could lead to an escalation of anglophone demands past a point of no return.     ‘Citizens of both Heaven and Earth’: Pentecostalism and Social Transformation in South Africa, Zimbabwe and Kenya

    As Pentecostalism enjoys unparalleled growth in most parts of sub-Saharan Africa, greater attention has been paid to its problematic expressions by some scholars. Media images of the abuse of believers in different contexts have been widely circulated. These include sexual abuse by charismatic (male) prophets, financial scandals, as well as the degrading treatment of clients/members by forcing them to eat grass/snakes and other questionable acts. While conceding that these aspects are challenging, this article seeks to provide a more balanced perspective by highlighting the extent to which selected Pentecostal churches in South Africa, Zimbabwe and Kenya have sought to contribute to social reconstruction in their respective countries. By examining the sermons and teachings on personal responsibility and having effective marriages by the Pentecostal leaders, the article contends that they mobilise their members and audiences to become agents of social transformation. The article highlights the potential role of Pentecostalism in social reconstruction in the selected countries

    Bridging Mobilities: ICTs appropriation by Cameroonians in South Africa and The Netherlands

    With a focus on Cameroonian migrants from Pinyin and Mankon who are currently living in Cape Town and the Netherlands, this volume examines the workings of the social fabric of mobile communities. It sheds light on how these communities are crafting lives for themselves in the host country and simultaneously linking up with the home country thanks to advances in Information and Communication Technologies (ICTs) and road and air transport. ICTs and mobilities have complemented social relational interaction and provide migrants today with opportunities to partake in cultural practices that express their Pinyin-ness and Mankon-ness.
