    Pola Pengembangan Industri Perikanan Tangkap di Kabupaten Indramayu Menggunakan Pendekatan Analisis Persamaan Struktural

    Indramayu regency render production rate 54,38% from the total rate production of sea fisheries production in north coastal West Java reaching Rp 216,9 billion per year. Capture fisheries effort can be developed further with maximizing the positive interaction and anticipate negative interaction of the Capture fisheries effort components. The research result show that suistainable of fisheries resources and human quality are the main internal focus of the capture fisheries industry development (kp = 2,41 by P = 0,042). While some components that become main interest for external aspect, governmental policy, and industry development performance is influence of culture (kp = 4,39 by P = 0,024), licensing (kp = 1,63 by P = 0,000), and ability in return of invesment (kp = 4,39 by P = 0,024). The height focus in cultural aspect because of Indramayu fishermen easy to follow behavior changing from outside. From fisherman point of view, the job assurance opportunity must become main focus to development, but the reasing of fisherman earn consider to be disregarded because the profit sharing from every trip remain high enough during this time

Dr. Aliamin, M.Si, Ak ABSTRAK Penelitian ini bertujuan untuk menguji pengaruh penerapan akuntansiberbasis akrual, sistem pengendalian intern, dan pengelolaan aset daerah baiksecara bersama-sama maupun secara terpisah terhadap kualitas pelaporankeuangan daerah Pemerintah Aceh. Populasi dalam penelitian ini adalah seluruh institusi/lembaga yangmeliputi kantor, dinas, dan badan pada Pemerintah Aceh. Sebanyak 42 SKPAyang akan menjadi objek penelitian. Selanjutnya untuk masing-masing SKPAterdiri dari 2 orang responden penelitian yang meliputi Pejabat PenatausahaanKeuangan (PPK-SKPA) dan Pembantu PPK-SKPA pada Pemerintah Aceh.Sumber data dalam penelitian ini menggunakan data primer yaitu hasil perolehankuesioner dari responden penelitian. Sedangkan teknik pengumpulan datapenelitian dilakukan dengan teknik penyebaran kuesioner. Metode analisis yangdigunakan yaitu Analisis Regresi Linear Berganda.     Various policies of fisheries development have been implemented by Indonesian government. However, they have not reached the expected results. Until now the policy/program of empowerment has not been able to significantly increase fishermen income and welfare. Fishermen are still poor and underdeveloped compared to other community groups. Therefore, some corrective measures are needed to improve programs/policies that have been implemented over the years. To get the answer, a study that examines factors affect the success of a fisheries policy is conducted in Indramayu, West Java. By using analysis of Structural Equation Modelling (SEM), the research defines that fisheries institutions factor significantly led to the success of fisheries development

    MODEL PENGEMBANGAN USAHA PERIKANAN YANG BERSINERGI DENGAN FUNGSI KONSERVASI KAWASAN (STATUS KASUS PENGELOLAAN SERO BERKANTONG DI PERAIRAN TELUK TIWORO, PROVINSI SULAWESI TENGGARA)

    Pemanfaatan sumberdaya ikan di perairan Teluk Tiworo cenderung destruktif dan hanya mengejar manfaat ekonomis, meskipun perairan tersebut telah dinyatakan sebagai kawasan konservasi laut berdasarkan SK Bupati Kabupaten Muna No. 157 Tahun 2004.  Penelitian ini bertujuan mengetahui kesesuaian sero berkantong dengan karakteristik perairan, pola dinamis optimasi penggunaannya, dan kelayakan pengusahaan sero berkantong di Teluk Tiworo.   Metode yang digunakan dalam penelitian meliputi analisis kesesuaian (Jusuf, 1999 dan Mustaruddin, 2005), analisis sistem dinamis (Muhammadi, et. al, 2001), dan analisis usaha (Gaspersz, 1992).  Hasil penelitian menunjukkan sero berkantong sesuai dengan sifat alat tangkap ramah lingkungan (NK=3,4), potensi sumberdaya ikan kawasan (NK=3,0), kebutuhan masyarakat (NK=3,3), perangkat hukum terkait (NK=3,2).  Jumlah optimal sero berkantong yang dapat dioperasikan secara dinamis di perairan Teluk Tiworo sekitar 15 unit.  Pengusahaan sero berkantong dapat mendatangkan keuntungan bersih (Ï€) yang positif, yaitu sekitar Rp 70.716.800 per bulan.  Bila nelayan anggota pengelola sero berkantong berjumlah 15 orang, maka setiap anggota akan mendapat bagi hasil sekitar Rp 4.714.453 per bulanUtilization of fisheries resources in territorial water of Tiworo Bay have tendency to destructive and pursuing only economic benefit, though the territorial water have been expressed by as area of sea conservation pursuant to SK of Head of Muna Regency No. 157 Year 2004. This research aim to knowing compatibility of sero have bag with characteristic territorial water, dynamic pattern of optimation its use, and elegibility of sero have bag effort in Tiworo Bay. Reseach method are analysis of according to (Jusuf, 1999 and Mustaruddin, 2005), analysis of dynamic systems (Muhammadi, et. al, 2001), and effort analysis (Gaspersz, 1992). Result of the research show sero have bag as compatible with environmental friendliness character of catch appliance (NK=3,4), potency of fisheries resources (NK=3,0), requirement of socialize (NK=3,3), law peripheral (NK=3,2). Optimal amount of sero have bag which can be operated dynamicly in territorial water of Tiworo Bay about 15 unit. Effort of sero have bag can conducive to clean advantage (Ï€) which are positive, that are about Rp 70.716.800 per month. If member of fisherman sero organizer amount to 15 people, hence each people will get holder about Rp 4.714.453 per month

    UU Nomor 45 tahun 2009 pasal 46 dan 47 menekankan perlunya pengembangan pusat data dan informasi perikanan yang mudah diakses untuk kepentingan pemanfaatan danperlindungan sumberdaya ikan dan lingkungannya, termasuk di Kabupaten Padang Pariaman. Penelitian ini bertujuan merancang sistem informasi pengelolaan sumberdaya dan lingkungan perikanan tangkap di Kabupaten Padang Pariaman, Sumatera Barat. Analisis penelitian ini menggunakan Software Microsoft Access, Microsoft Visual Basic 6, Adobe Photoshop CS,CorelDRAW X4 dan ArcView 3.3. Sistem informasi yang dihasilkan diberi nama SI-PSLP 1.0. SI-PSLP untuk Kabupaten Padang Pariaman ini mempunyai lima menu utama, yaitu menu sumberdaya ikan, menu lingkungan, menu sarana prasarana, menu sosial ekonomi, dan menu manajemen data. Menu sumberdaya ikan memuat informasi jenis ikan, taksonomi ikan, tingkah laku ikan, penyebaran ikan, produksi dan nilai produksi ikan, dan menu lingkungan memuat informasi kondisi lingkungan fisika (suhu, cahaya, arus, gelombang dan bathimetri), kimia (salinitas, pH, fosfat, nitrat, logam berat dan DO), biologi, dan ekosistem pantai. Menusarana prasarana memuat informasi alat penangkapan ikan, kapal perikanan, alat bantu penangkapan dan PPI, sedangkan menu sosial ekonomi memuat informasi nelayan,pemberdayaan nelayan dan kelompok nelayan. Setiap menu terkoneksi dengan menu yang lainnya yang dikendalikan oleh menu manajemen data. SI-PSLP ini memiliki fasilitas dalammelakukan manipulasi data (penambahan, penghapusan, dan pengubahan), dan mencetak keluarannya

    Degradation of Reef Fish Catch as an Effect of Tourism Industry Activities in Gili Sulat and Gili Lawang Waters, East Lombok

    The development of tourism activities in industrial scale since 2004 in the region of Gili Sulat and Gili Lawang have caused problem to local fishermen for catching reef fish. The objective of this research was to analyse the preeminent fishing gears of reef fish, the contamination types of tourism industries to fishing ground, and the degradation pattern of reef fish catch as an effect of tourism industry activities. The method used in this research was scoring method, quality standard test of water to fishery activities, and exponential regression model. The results showed that preeminent fishing gears of reef fish in the region of Gili Sulat and Gili Lawang were handline (Fgab = 2.000) and fish trap (Fgab = 1.556). The contamination types of tourism industries which bothering fishing ground of reef fish were total suspended solid (TSS), garbage, detergent, and timbal (Pb). The degradation pattern in quantity of reef fish catch (Y1) by activities of tourism industry (X) was formulated with moel Y1 = 31.574e-0.305X (R2=0.403, p=0.000). The degradation pattern of reef fish catch by activities of tourism industry (X) in the form of value of reef fish catch (Y2) and figuring waste in reef fishing (Y3) was formulated with model Y2=474823e-0.236X (R2=0.206, p=0.012), and Y3=1.296e0.329X (R2=0.071, p=0.156)

    PENDEKATAN PRODUKSI BERSIH DAN TITIK KRITIS AKTIVITAS PERIKANAN TANGKAP YANG BERBASIS DI PPN BRONDONG, LAMONGAN

    Trend hasil tangkapan ikan di Pelabuhan Perikanan Nusantara Brondong cenderung meningkat selama rentang waktu 2008 – 2017, peningkatan intensitas pendaratan hasil tangkapan berpeluang menimbulkan dampak negatif terhadap mutu ikan dan lingkungan sekitar.  Pencegahan penurunan mutu hasil tangkapan dimulai dari di atas kapal, pendaratan di dermaga, hingga penanganan di tempat pelelangan ikan diperlukan untuk meminimalisir dampak tersebut. Penelitian ini bertujuan menganalisis penanganan mutu ikan, titik kritis dan limbah/komponen sisa yang terbentuk, serta merumuskan strategi produksi bersih. Penelitian ini menggunakan metode analisis peta kendali p, analisis titik kritis, model regresi berganda, dan pollution prevention approach model.  Penanganan mutu ikan hasil tangkapan di Pelabuhan Perikanan Nusantara Brondong masih belum maksimal (terdapat cacat mutu di luar kendali). Titik kritis aktivitas perikanan tangkap yang berbasis di Pelabuhan Perikanan Nusantara Brondong terdiri atas penanganan dingin ikan dan umpan di kapal, kelayakan kapal, durasi pendaratan dan pengkondisian ikan selama pendaratan, upaya mempertahankan suhu ideal ikan selama proses, serta kecepatan dan ketepatan proses di tempat pelelangan ikan. Limbah/komponen sisa yang pengaruhnya siginfikan adalah lelehan es (sig 0,022) dan tumpahan bahan bakar minyak (sig 0,000).  Strategi produksi bersih prioritas di Pelabuhan Perikanan Nusantara Brondong adalah pelatihan rantai dingin dan pemberian es yang sesuai standar (rethink), pemasangan permanen tangki bahan bakar minyak dan segera perbaiki instalasi yang bocor (recovery), membuang lelehan es keruh dan mengontaminasi (reduce), serta pelatihan peningkatan kesadaran dan mitigasi risiko kebocoran instalasi bahan bakar minyak (rethink).    The trend of fish production in Fishing Port Brondong tended to increase during 2008 – 2017, but the intensity of its activities had a negatives impact on the quality and the  environment. Prevention from onboard ships, landing in port, to handling in fish auctions is needed to minimize these impacts. This study aims to analyze the handling of fish quality, critical points and waste/residual components formed and to formulate a clean production strategy. The research used p control chart analysis, critical point analysis, multiple regression model, and the pollution prevention approach model. Handling the quality of fish caught in Fishing Port Brondong was still not optimal (there were quality defects out of control). The critical points of capture fisheries activities based on Fishing Port Brondong were cold handling of fish and bait on board, ship worthiness, duration of landing and conditioning of fish during landing, efforts to maintain the ideal temperature of fish during processing, speed and accuracy of processing in a fish auction. Waste/residual components that had a significant effect were melted ice (sig 0.022) and fuel spills (sig 0.000). The priority clean production strategies on Fishing Port Brondong were cold chain training and provision of ice according to standards (rethink), permanent installation of fuel tanks and immediate repair of leaky installations (recovery), removing cloudy and contaminating melted ice (reduce), training to increase awareness and mitigating the risk of leaking fuel installations (rethink)

    Segi Sanitasi pada Pendaratan Ikan Tuna di Pelabuhan Perikanan Samudera Bungus, Sumatra Barat

    Clean and hygienic fish landings to meet sanitation requirements and guarantee the quality of the fish caught are an important part of the role of the fishing ports. However, it has not been done much at Bungus PPS, which was marked by the handling of fish quality that was not standardized, some unloading equipment and transportation facilities were rarely cleaned, and the environmental quality at the fish landing dock was not maintained. The study aimed to evaluate the quality control level of tuna fish, the performance of fish landing sanitation, and estimate the potential losses from neglected fish landing sanitation. The study used the scoring system, p control chart analysis, regression method, and profit/loss analysis. Organoleptically, the quality of tuna landed on Bungus PPS was at 7.50‒7.77 (fresh enough to fresh). The quality of tuna was still under control, with the value of upper control limit (UCL) = 0.220, central line (CL) = 0.07 and lower control limit (LCL) = 0.000. The sanitation performance of fish landings on PPS Bungus was around 3,45 (scale 1-5). Sanitation of fish handling (x) significantly affects the quality of tuna caught (y), which was indicated by the equation y = 0,1308x + 7,175. The sanitation conditions explained that 84.4% of the tuna caught were maintained. Potential losses from neglected landing sanitation were (a) the loss of the best-selling price of tuna and (b) the cost of nutrition consultation and disease management due to damage to the nutritional content of tuna.   Keywords: bungus, tuna caught, fishing port, fish landing sanitatio
