    Las víctimas en el derecho penal latinoamericano: presente y perspectivas a futuro

    [ES] La problemática de la víctima no tiene fronteras ni límites espaciales, configurándose como una cuestión propia del Derecho penal comparado. En este artículo se proporciona una visión coherente y sistemática de la cuestión de la víctima en la dogmática del Derecho penal y del Derecho procesal penal –con especial referencia al ámbito latinoamericano–, y se formulan algunas reflexiones sobre el estado actual de esta cuestión. Asimismo, se examinan posibles rumbos de la Victimología en el futuro, valorando su repercusión en la conformación del sistema penal.[EU] Biktimen problematikak ez dauka ez mugarik ez limite espazialik, zuzenbide penal konparatuaren berezko auziekin itxuratzen delarik. Artikulu honetan biktimaren gaineko ikuspegi sistematiko eta koherente bat agertzen da zuzenbide penal eta zuzenbide procesal penalaren dogmatikaren eremuan -arreta bereiziarekin latinoamerikako alorrean– eta zenbait hausnarketa azaltzen dira gai honen aktualitatean. Biktimologiaren etorkizuneko bide aldaketak aztertzen dira baita ere, sistema penalaren osaketan duen oihartzuna balioesten.[FR] La problématique de la victime ne présent pas de frontières ni de limites spatiales, en se considérant comme une question propre du Droit pénal comparé. Dans cet article, on apport une vision cohérente et systématique de la question de la victime dans la dogmatique du Droit pénal et du Droit de la procédure pénal –avec une référence spéciale au domaine latinoaméricain–, et on formule quelques réflexions sur l’état actuel de cette question. De même, on examine les possibles options de la Victimología dans l’avenir, en évaluant sa répercussion dans le système pénal.[EN] The victim problematic has no frontiers or special limits and is a proper issue of the compared criminal law. In this article we show a coherent and systematic view on victims in the criminal law dogmatic and the criminal procedural law –with special reference to Latin America– and some reflections are formulated on the actual state of question.     The overcrowding phenomenon is a worldwide problem that has been negatively affecting both public and private hospitals. A suitable and efficient planning of ED resources may diminish the effects of this event. Therefore, a Linear Regression, SARIMAX and Long-Short Term Memory models were developed to forecast weekly ED arrivals. Based on a Machine Learning multi-step ahead predictive tool to help in the decision-making process, the hospital may ensure a good quality of services. First, the predictive tool was used to forecast weekly ED demand for all patients in a big unit of a private Portuguese healthcare provider, CUF, and then, to predict the Urgent Patients weekly ED arrivals for the same unit

    Hybridizing concentrated solar power (CSP) with biogas and biomethane as an alternative to natural gas: Analysis of environmental performance using LCA

    Concentrating Solar Power (CSP) plants typically incorporate one or various auxiliary boilers operating in parallel to the solar field to facilitate start up operations, provide system stability, avoid freezing of heat transfer fluid (HTF) and increase generation capacity. The environmental performance of these plants is highly influenced by the energy input and the type of auxiliary fuel, which in most cases is natural gas (NG). Replacing the NG with biogas or biomethane (BM) in commercial CSP installations is being considered as a means to produce electricity that is fully renewable and free from fossil inputs. Despite their renewable nature, the use of these biofuels also generates environmental impacts that need to be adequately identified and quantified. This paper investigates the environmental performance of a commercial wet-cooled parabolic trough 50 MWe CSP plant in Spain operating according to two strategies: solar-only, with minimum technically viable energy non-solar contribution; and hybrid operation, where 12 % of the electricity derives from auxiliary fuels (as permitted by Spanish legislation). The analysis was based on standard Life Cycle Assessment (LCA) methodology (ISO 14040-14040). The technical viability and the environmental profile of operating the CSP plant with different auxiliary fuels was evaluated, including: NG; biogas from an adjacent plant; and BM withdrawn from the gas network. The effect of using different substrates (biowaste, sewage sludge, grass and a mix of biowaste with animal manure) for the production of the biofuels was also investigated. The results showed that NG is responsible for most of the environmental damage associated with the operation of the plant in hybrid mode. Replacing NG with biogas resulted in a significant improvement of the environmental performance of the installation, primarily due to reduced impact in the following categories: natural land transformation, depletion of fossil resources, and climate change. However, despite the renewable nature of the biofuels, other environmental categories like human toxicity, eutrophication, acidification and marine ecotoxicity scored higher when using biogas and BM

    Sistema de autenticación por huella digital para la generación de reportes sobre el recurso humano de la Institución Educativa los Sauces

    La presente tesis tuvo como propósito mejorar la gestión del recurso humano de la institución educativa Los Sauces en la precisión, rapidez y automatización de los procesos de Registro, Control de Asistencias y Cálculos de salarios, valiéndose para ello del uso de un sistema de autenticación por huella digital que genere Reportes de asistencias y salarios. La investigación fue de tipo descriptiva, ya que implicó la observación y la descripción del problema en el Registro y Control de Asistencias y cálculo de salarios del personal de la Institución Educativa Los Sauces, compuesta por 1 Directora, 17 docentes y 2 asistentes administrativos. El desarrollo del proyecto se realizó utilizando la metodología ágil ICONIX, lo cual permitió que las fases del proyecto se desarrollaran según los tiempos previstos. Para la recolección de datos se emplearon dos cuestionarios dirigidos a la directora de la institución educativa, uno antes de la implantación del Sistema de Autenticación por Huella Digital y el otro después de la implantación del mencionado Sistema. Los resultados finales obtenidos, mostraron las mejoras en la gestión del recurso humano, evidenciadas en la precisión, rapidez y automatización del proceso del registro de asistencias y tardanzas, así como también en la precisión y rapidez en el cálculo de las horas trabajadas y de los salarios correspondientes. Esto conllevo a demostrar la veracidad de la hipótesis planteada: El uso de un sistema de autenticación por huella digital con Reportes de asistencias y salarios en la IE Los Sauces optimizará la precisión y el tiempo empleado en el registro de asistencias y en la generación de Reportes de asistencias y salarios.The purpose of this thesis was to improve the management of the human resources of the educational institution Los Sauces in the precision, speed and automation of the processes of Registration, Assistance Control and Wage Calculations, using for this the use of a system of authentication by Fingerprint that generates reports of attendances and salaries. The research was descriptive, since it involved observation and description of the problem in the Registry and Control of Assistance and calculation of salaries of the staff of the Educational Institution Los Sauces, composed of 1 Director, 17 teachers and 2 administrative assistants. The development of the project was done using the ICONIX agile methodology, which allowed the project phases to be developed according to the expected times. For data collection, two questionnaires were sent to the director of the educational institution, one prior to the implementation of the Fingerprint Authentication System and the other after the implementation of the System. The final results obtained showed improvements in human resource management, as evidenced by the precision, speed and automation of the process of recording attendances and delays, as well as the accuracy and speed of calculation of hours worked and Wages. This leads to demonstrate the veracity of the hypothesis: The use of a fingerprint authentication system with Reports of attendance and salaries in the IE Los Sauces will optimize the accuracy and time spent in the registration of assists and in the generation of Reports Of attendances and salaries.Tesi

    Granular activated carbons from avocado seeds

    Avocado seeds have proven to be an excellent raw material for the production of Granular Activated Carbons (GAC). This residue, generated in large amounts in centralized facilities dedicated to the transformation of avocado fruit, has no commercial value at present. GAC have been produced by partial gasification of ground seeds under mildly oxidizing conditions (steam/nitrogen mixture). Optimum activation conditions were achieved at 1000 ºC and residence times between 120-150 min, resulting in burn off rates between 34-37 wt% and carbon yields between 12.4-13.0 wt%. These GAC exhibited type IV N2 gas adsorption isotherm, characteristic of materials containing a mixture of micro and mesopores. Avocado seed GACs exhibited BET surface areas up to 700 m2 /g, CO2 surface areas up to 900 m 2 /g and micro-pore volumes up to 0.31 cm3 /g. This porous structure provided these GAC with a remarkable aqueous adsorption capacity for methylene blue (Langmuir qm = 153.8 mg/g and Freundlich Kf = 113.0 mg/g), which was greater than that determined for a range of GAC commercialized for the treatment of waste and drinking waters
