Populismo y discursos del odio: un matrimonio evitable (en teoría)
This essay addresses the relation between populism and hate speech. Drawing from the sympathetic view of populism theorized by Laclau and Mouffe, I develop a concept of populist discourse consisting in three subtypes of discourse, namely agonistic, solidary, and mobilizing discourses. After contrasting this concept with that of hate speech, I conclude that they are independent and therefore that populism does not need recurring to hate speech, at least in theory. However, I warn, due to its own nature populism is prone to slip towards hate speech, which in turn suggests that populist praxis could hardly avoid hate speech. Given the immorality of hate speech, such affinity offers a pro tanto reason to refrain from engaging in populist practice.
Este trabajo aborda la relación entre el populismo y los discursos del odio. Tomando como referencia la visión favorable del populismo teorizada por Laclau y Mouffe, desarrollaré un concepto de discurso populista formado por tres subtipos de discurso: el agonista, el solidario y el movilizador. Tras contrastar este concepto con el de discurso del odio, concluyo que ambos son independientes y que por tanto el populismo no necesita recurrir a discursos del odio, al menos en teoría. Sin embargo, advierto, la naturaleza del populismo le hace propenso a caer en ese tipo de discursos, lo cual sugiere que la praxis populista difícilmente podrá evitarlos. Dada la inmoralidad del discurso del odio, esta afinidad ofrece una razón pro tanto para abstenerse de prácticas populistas
El Derecho ciudadano a la información: la promesa democrática del periodismo
El derecho ciudadano a la información es el derecho de la ciudadanía a disfrutar de un
acceso fácil a la información que necesita para actualizar su conocimiento político y
poder así tomar decisiones políticas adecuadas. Esta investigación analiza los
fundamentos normativos, los precedentes, las principales características y las
implicaciones institucionales de este derecho. Para conceptualizar completamente este
derecho es necesario asumir antes algún modelo normativo de democracia. Por ello,
elaboro cuatro modelos de democracia distintos -a saber, elitismo, pluralismo,
populismo y republicanismo deliberativo-, a partir de los cuales desarrollo cuatro
concepciones distintas del derecho ciudadano a la información. Después, argumento en
favor del modelo republicano-deliberativo, y profundizo en las implicaciones
institucionales que se derivan de su concepción del derecho ciudadano a la información,
identificando varios de los principios que podrían orientar las políticas de medios en el
futuro. Estas políticas deberían no sólo crear medios deliberativos públicos, sino
también financiar con fondos públicos medios deliberativos privados.The citizens’ right to information is the right that citizens have to easily access the
information necessary for updating their political knowledge and thus become able to
make appropriate political decisions. This investigation analyzes the normative
foundations, the precedents, the main characteristics, and the institutional implications
of this right. To completely conceptualize this right, one must first assume a specific
normative model of democracy. That is why I elaborate four different models of
democracy -namely elitism, pluralism, populism, and deliberative republicanism-, from
which I further develop four different conceptions of the citizens’ right to information.
Later on, I argue in favor of the deliberative-republican model, and I deepen into the
institutional implications following its conception of the citizens’ right to information,
thus identifying several principles that may guide future media policy. Such policy
should not only create public deliberative media, but also finance private deliberative
media with public funds
Why not Extend Rawls’ Public Reason Beyond Fundamental Issues?: A Defence of the Broad-Scope View of Public Reason
El alcance de la razón pública determina qué decisiones deben atenerse a ella. En
este artículo defiendo una concepción de la razón pública de amplio alcance, según la
cual todas las decisiones políticas deberían estar justificadas por razones públicas. Primero
sostengo que, aunque la postura de Rawls es confusa, es compatible con una razón
pública de amplio alcance. En las tres siguientes secciones rechazo los argumentos principales
en favor de una razón pública restringida. Después ofrezco un argumento a favor
de la concepción amplia y concluyo que ésta es preferible desde el punto de vista del liberalismo
político.The scope of public reason determines which political decisions should be taken according
to its standards. In this paper, I defend a broad-scope view of public reason, according
to which every single political decision should be justified by public reasons. In the
first part, I argue that, despite the unclarity of Rawls’ position, it is compatible with the
wide-scope view. In the three following parts, I refute the main arguments in favour of the
narrow-scope view of public reason. Finally, I offer an argument for the wide-scope view
and conclude that it is preferable from the point of view of political liberalism
