Els Serveis de radiodifusió davant la liberalització de l'espai radioelèctric

La radiodifusió depèn estructuralment de l'espai radioelèctric. En l'àmbit mundial, aquesta xarxa està sent objecte d'un procés de privatització i liberalització que pot hipotecar la presència del sector públic en aquest espai, cada vegada més demandat a la societat moderna. La recent modificació del marc europeu de les comunicacions electròniques i la seva transposició a l'ordenament espanyol han obert la porta a la creació de mercats d'espectre i a l'establiment de mecanismes de mercat en la gestió de l'espai radioelèctric. Aquest canvi s'ha fet palès en una banda atribuïda a la radiodifusió, el dividend digital, ja que la subhasta d'aquest espai ha acabat beneficiant únicament els operadors de telefonia mòbil. Aquest fet il·lustra una tendència que consisteix en una lenta i progressiva expulsió dels radiodifusors públics de l'espai radioelèctric, els quals hauran de buscar plataformes alternatives per dur a terme la seva missió de servei públic.Broadcasting services have a structural dependence on the radio spectrum. The fact that this network is being privatised and liberalised may put in danger the existence of public sector broadcasting in this area. The new European regulatory framework for electronic communications and its transposition to Spanish Law have opened the door to the creation of spectrum markets and the establishment of market mechanisms as basic spectrum management techniques. This new regulatory paradigm has been introduced in a band attributed to broadcasting, the digital dividend, and mobile operators have taken advantage of it. This experience illustrates a trend that will lead to a gradual expulsion of public sector broadcasting from the radio spectrum. Such broadcasters will be forced to look for alternative platforms to carry out their public service mission

In the Biblioteca Balear located in the monastery of Santa Maria de la Real of Palma de Mallorca we find the library of Pere Felip Monlau (1808-1871), his manuscripts as personals as professionals, so as all the correspondence received. Between the books of the library and the correspondence we find the publications and letters of more important Italians hygienists contemporary of Monlau. Letters of Pietro Betti (1784-1863), Angelo Bo (1801-1874), Agostino Cappello (1784-1858), Giuseppe Carbonaro (1800- 1858), Issaco Galligo (1822-1869), Paolo Mantegazza (1831-1910), Giovani Battista Massone (1817-1864) and Salvatore de Renzi (1800-1872). Efectes de l'aplicació de dos condicionadors del sòl sobre la inestabilitat estructural en una experiència de curta durada

Es presenten els resultats de l'aplicació al sòl d'acetat de polivinil i de fang compostat amb la finalitat de mesurar la variació de l'estabilitat estructural del sòl durant un període de 7 mesos, en una parcel•la situada al Vallès Occidental. L'eficàcia d'aquests productes ha estat mesurada utilitzant una modificació del test d'Inestabilitat Estructural. De l'aplicaci6 del test es desprèn que té una estabilitat alta dels agregats i amb poca variabilitat. En aquestes condicions, l'aplicació dels condicionadors no millora d'una forma sensible l'índex d'inestabilitat. El PVA millora la cohesió dels agregats i n'augmenta l'estabilitat en condicions de saturació d'aigua. El FC potencia els efectes estructurants de la matèria orgànica i no disminueix la cohesió inicial dels agregats.This paper shows the effects of polivinil acetate, and the composted slugges, on soil structure af a plot in Vallés Occidental (NE Spain). The soil structure stability after seven months is measured by Structural Inestability test. The structural stability of soil aggregates is high and homogeneous on all the plot. The ratio of estructural inestability test does not decrease after the soil treatment. The polivinil acetate increases the soil cohesion and improves the structure stability under saturation condicions. The compost sludges increase the organic matter effects on soil structure and they keep the initial cohesion of soil aggregates.Se presentan los resultados obtenidos al aplicar acetato de polivinilo y residuos de depuradora compostados al suelo de una parcela del Vallés Occidental, con el objeto de medir la variación de la estabilidad estructural durante un período de 7 meses. Su eficacia se ha valorado con el test de Inestabilidad Estructural. De los resultados se deduce una alta estabilidad de las muestras y una elevada homogeneidad del suelo. En estas condiciones ninguno de los dos productos mejora el índice de inestabilidad, pero el acetato de polivinilo aumenta la cohesión de los agregados y mejora su estabilidad frente a la saturación. Los residuos de depuradora potencian el efecto estructurante de la materia orgánica y mantienen la cohesión inicial de los agregados

What lies behind domestic water use? : a review essay on the drivers of domestic water consumption

Water constitutes and essential flow for the reproduction of urban environments. However and differently than other essential flows such as energy, money or materials, water is essentially bounded to local or regional environments for direct uses. Water stressed urban environments (such those in Mediterranean areas) are prone to suffer water scarcity both due to physical variables but also to human and social factors. Thus, understanding which factors lay behind urban water consumption is critical both in theory terms and also in technical and policy related matters. While the economic and technical literature has paid a great deal of attention to the role of price and other socio-economic drivers, the present work reviews other types of research carried out in the field of domestic water consumption drivers, and highlights the potential contributions of studying territorial, demographic and cultural factors, all of them of great interest for Geography
