A INSERÇÃO ECONÔMICA DA COOPERATIVA AGROINDUSTRIAL LAR E SEUS REFLEXOS NA ARRECADAÇÃO DE ICMS, DOS MUNICÃPIOS ONDE MANTÉM SUAS PLANTAS INDUSTRIAIS

This article presents an analysis of the insertion into the process of agroindustrialization of LAR Agroindustrial Cooperative from the municipality of Medianeira (State of Paraná) and its effect on the collection of ICMS (Tax on Transfer of Goods and on Transport Services Interstate, Intercity, and on Communication) in the cities where the cooperative has manufacturing plants for the period ranging from 2000 to 2004. The methodology used was documentary research and case study. The results of the research reveal that LAR Agroindustrial Cooperative has positively contributed to ICMS collection in the municipalities of Medianeira, Itaipulândia, Missal, Matelândia, Céu Azul, and Santa Helena.agricultural processing, regional development, ICMS.,

This paper is an analysis of the influence that the industrial units of the Agroindustrial Cooperative ‘LAR’ have on the industrial development of the cities in the area surrounding Medianeira in the State of Paraná. This paper was based on the information matrix elaborated to correlate employment in the sector as a base variable with the manpower distributed according to the branches of activity. This information matrix was then used to describe the behavior of this production sector and specify the localization and specialization measures to be taken. To calculate these measures, the information was organized into a matrix that relates the sector-space distribution of the manpower base variable distributed according to the branches of activity in the cities surrounding Medianeira, where the Agroindustrial Cooperative ‘LAR’ has set up its industrial plants. The results of the research demonstrated that the Agroindustrial Cooperative ‘LAR’ contributes to the industrial development of the cities where it has installed industrial plants.Este artigo apresenta uma análise da influência das unidades industriais da Cooperativa Agroindustrial LAR no desenvolvimento industrial dos municípios da região de Medianeira, estado do Paraná. Neste trabalho construiu-se uma matriz de informações que co-relacionam o emprego no referido setor, como variável-base, com mão-de-obra, distribuída por ramos de atividade, que permite descrever o comportamento desse setor produtivo. A partir de uma matriz de informações descrevem-se as medidas de localização e especialização. Para o cálculo dessas medidas organizaram-se as informações em uma matriz que relacionam a distribuição setorial-espacial da variável-base mão-de-obra, distribuída por ramos de atividade dos municípios da região de Medianeira que são: Medianeira, Itaipulândia, Missal, Matelândia, Céu Azul e Santa Helena, onde a Cooperativa Agroindustrial LAR tem implantado plantas industriais. Os resultados da pesquisa demonstraram que a Cooperativa Agroindustrial LAR contribui para o desenvolvimento industrial dos municípios onde mantém instaladas plantas industriais

O Município na Lei de Responsabilidade Fiscal

Starting from May 5, 2000, with the publication of the Complementary Law # 101/2000, also called Law of Fiscal Responsibility (LRF), a new national guideline on administration of the patrimony, revenue, expense and public debts which the whole government is submitted to. This study analyzes this Law concerning the program planning and public actions, mainly in the ambit of the municipal district, supplying a technical vision on new fiscal responsibilities that are reaching all the public managers. Therefore, this study hopes to contribute to point out the complex relationships that are underlying the new juridical ordination, aiding the members of the society for the understanding of the new obligations and limits imposed for the public agents.A partir de 5 de maio de 2000, com a publicação da Lei Complementar n.º 101/2000, também chamada de Lei de Responsabilidade Fiscal (LRF), uma nova diretriz nacional passou a submeter todas as esferas de governo quanto à gestão do patrimônio, receita, despesa e endividamento público. Este estudo analisa esta referida Lei no tocante às ações de planejamento dos programas e ações públicas, mormente na esfera do município, fornecendo uma visão técnica acerca dessas novas responsabilidades fiscais que estão atingindo todos os gestores públicos. A CONTRIBUIÇÃO ECONÔMICA DA COOPERATIVA AGROINDUSTRIAL LAR PARA O DESENVOLVIMENTO LOCAL

O objetivo central desse artigo é avaliar a contribuição da Cooperativa Agroindustrial Lar para o desenvolvimento regional do Oeste do Estado do Paraná. Dessa forma, procurou-se avaliar a importância das cooperativas para o desenvolvimento econômico regional, através um estudo de caso dessa cooperativa. Foram aplicadas as metodologias de análise regional, por meio do cálculo de alguns indicadores, nos municípios que têm unidades industriais. Os resultados mostraram que a cooperativa LAR foi fundamental na absorção de mão-de-obra e no dinamismo econômico, bem como contribuindo para o desenvolvimento social por meio dos tributos arrecadados nos municípios onde a sociedade cooperativa tem plantas industriais
