    The main theme of this manuscript is disillusionment. In order for this theme to hit home, I needed the character called Greg Larson, along with the reader, and (for the most part) the narrator, to discover this world of minor league baseball at the same time. This would allow me to tease the illusion—to set up baseball as this grand nostalgic enterprise in the beginning in a way that all three of us could believe it (with the exception of some expository asides from the narrator). I could describe my character’s boyish relationship with baseball so that it naturally lent itself to future heartache. That way, all of us together—Greg Larson, the reader, and the narrator—could hop in my beat-down gold Cadillac Deville and drive up to Maryland to lose our youth together, for better and for worse

    In order to succeed every city must offer its residents the opportunity and a prosperous quality of life. Local governments are charged with creating an environment which allows its citizens to find and exploit these opportunities. However, often local governments pursue their objective without planning for the future. As a result, the economic initiatives pursued by local governments may cause a period of unrestrained growth, which can lead to unforeseen consequences, such as pollution, traffic, and crime. A person\u27s quality of life will diminish if he or she does not feel safe; This thesis will focus on the affects growth has on one particular quality of life: safety from crime. Economic development theories relating to the growth of cities will be analyzed first. Second, the relation between city growth and crime will be analyzed. Next, a brief history of Southern Nevada will be required in order to fully understand the recent growth of the Las Vegas Valley. The causes of this growth will then be analyzed as well as its effects on the criminal justice system of Southern Nevada. Finally, current theories regarding growth management will be discussed and applied to Southern Nevada

    United States Whale Policy: The Judiciary Casts Its Vote in Favor of a Moderate Approach

    The Supreme Court\u27s decision in Japan Whaling Association temporarily settled the question of whether the United States would pursue whale conservation with a hard line or moderate approach. The Court\u27s decision to affirm the moderate approach will affect United States conservation efforts as well as the IWC\u27s efforts. Conservationists argue that a strict approach to whale protection is the only effective alternative. Current United States policy and law reject that view. Had a full Court adopted a strict conservationist position with Justice Marshall and the other three dissenters, United States whale policy would be markedly different. United States policy would be certain and predictable. But, academic certainty and predictability may not protect whales. This hard line conservationist approach would present whaling nations with the alternative of whaling or continuing to fish in the United States EEZ. To Japan, this would pose a dilemma given the extent of Japanese fishing in the United States EEZ. Yet the Japanese may find it more profitable to continue whaling because they could substitute lost fishing opportunities in other countries\u27 EEZs. The Soviets would not face a similar dilemma because they presently have no fishing allocation in the United States EEZ. The decision may also be easy for other whaling nations who may be able to fish elsewhere. United States law is set to cancel all foreign fishing in the United States EEZ. If that happens, Packwood-Magnuson Amendment sanctions would be meaningless

    Design and Construction of Unmanned Surface Vehicles

    The Lehigh Ocean Research Craft Autonomous, or LORCA, was designed and built at Lehigh University\u27s Composites Laboratory as a versatile unmanned boat, or Unmanned Surface Vehicle (USV). Ten 1.2m long boats have been built in various configurations, with the last seven built identically. The boat is fully self-righting with an enclosed electric motor, allowing it to be deployed in ocean conditions and rolled over without losing power or damaging equipment. Composite materials were used wherever possible in construction resulting in a craft that is strong, fast, and lightweight. The LORCA platform is unique in its combination of high speed, measured at over 21m/s in flat conditions, and capability of operating in ocean waves. Typically boats with these capabilities are significantly larger and require trailers and infrastructure to launch. Weighing less than 12kg our craft is man-portable and can be launched nearly anywhere. Construction of the craft is currently being completed and testing of the autonomous algorithms is underway

    Mapping the distribution of luminous and dark matter in strong lensing galaxies

    We present the distribution of luminous and dark matter in a set of strong lensing (early-type) galaxies. By combining two independent techniques - stellar population synthesis and gravitational lensing - we can compare the baryonic and dark matter content in these galaxies within the regions that can be probed using the images of the lensed background source. Two samples were studied, extracted from the CASTLES and SLACS surveys. The former probes a wider range of redshifts and allows us to explore the mass distribution out to ~5Re. The high resolution optical images of the latter (using HST/ACS) are used to show a pixellated map of the ratio between total and baryonic matter. We find dark matter to be absent in the cores of these galaxies, with an increasing contribution at projected radii R>Re. The slopes are roughly compatible with an isothermal slope (better interpreted as an adiabatically contracted NFW profile), but a large scatter in the slope exists among galaxies. There is a trend suggesting most massive galaxies have a higher content of dark matter in the regions probed by this analysis.Comment: 10 pages, 6 figures.     Velocity-resolved observations of water in Comet Halley

    High resolution (lambda/delta lambda approx. = 3 x 10 to the 5th power) near-infrared observations of H2O emission from Comet Halley were acquired at the time of maximum post-perihelion geocentric Doppler shift. The observed widths and absolute positions of the H2O line profiles reveal characteristics of the molecular velocity field in the coma. These results support H2O outflow from a Sun-lit hemisphere or the entire nucleus, but not from a single, narrow jet emanating from the nucleus. The measured pre- and post-perihelion outflow velocities were 0.9 + or - 0.2 and 1.4 + or - 0.2 km/s, respectively. Temporal variations in the kinematic properties of the outflow were inferred from changes in the spectral line shapes. These results are consistent with the release of H2O into the coma from multiple jets
