Adósságkezelés: sikerek és kudarcok
A lakhatás az egyik legalapvetĹ‘bb emberi szĂĽksĂ©glet. A hátralĂ©kok miatt elrendelt kilakoltatások megelĹ‘zĂ©se, a lakhatás feltĂ©teleinek megĹ‘rzĂ©se Ă©rdekĂ©ben az elmĂşlt másfĂ©l Ă©vtized alatt több kormányzati adĂłsságkezelĂ©si program indult. A cikk e központi programok törtĂ©netĂ©t kĂsĂ©ri vĂ©gig. A lakossági adĂłsságkonszolidáciĂłkra tett kĂsĂ©rletek eddigi mĂ©rlege – mint látni fogjuk – inkább a kudarcok felĂ© billen el, mint a sikerek irányába. A segélyezés Bermuda-háromszöge
A jelenlegi segĂ©lyezĂ©si rendszer alapjait az 1993-as szociális törvĂ©ny rakta le. A szociális törvĂ©ny elsĹ‘sorban a felnĹ‘tt korĂşak pĂ©nzbeni támogatásait szabályozta Ă©s változatlanul hagyta a gyermekeket megilletĹ‘ ellátásokat. Az elmĂşlt tĂz Ă©vben a szociális törvĂ©ny szinte minden Ă©vben mĂłdosult, 1997-ben elfogadták a gyermekvĂ©delmi törvĂ©nyt, amely megreformálta a gyermekek segĂ©lyezĂ©sĂ©t. 1997 Ăłta a segĂ©lyezĂ©si rendszerben lĂ©nyegesebb jogkiterjesztĂ©s, változás nem törtĂ©nt, Ăgy joggal merĂĽl fel a kĂ©rdĂ©s, hogy vajon az elmĂşlt öt Ă©vben milyen tendenciák, változások jellemeztĂ©k a szociális biztonsági rendszer utolsĂł láncszemĂ©t, amely a jövedelemmel nem vagy alacsony jövedelemmel rendelkezĹ‘k támogatását hivatott biztosĂtani

A magyar élelmiszergazdasági export célpiacai és logisztikai helyzete = Hungarian Food Economy Export - Target Markets and Logistic Situation
Megvizsgáltuk a magyar mezőgazdasági és élelmiszeripari termékek 30 legfontosabb
külső piacát, elsősorban abból a szempontból, hogy ezek mennyire fontosak a számunkra,
mennyire jelentenek stabil, illetve bĹ‘vĂĽlĹ‘ piacot. TĂz legnagyobb piacunk veszi fel agrárkivitelĂĽnk
63%-át, ezen belül Németország egymaga 17%-ot, Ausztria és Oroszország 8-8%-ot.
Ugyanakkor a számunkra legfontosabb nagy élelmiszerpiacokon (Német-, Olasz- és Oroszország)
a magyar export csak marginális, 1% körüli szerepet játszik. Kivitelünk dinamikája
országonként nagy eltéréseket mutat. Ami a piacok stabilitását illeti, legnagyobb piacaink
egyúttal tartósan a legmagasabbak, azaz stabilnak tekinthetők. A magyar élelmiszergazdasági
kivitel piaci hatĂłsugara átlagosan mintegy 2500 km, Ăgy agrárkivitelĂĽnk 90-94%-a EurĂłpába
irányul. = We have examined 30 of the most important export markets of Hungarian agricultural
and food products, focusing primarily on their relative importance to Hungary and whether or
not they represent steady or expanding market opportunities. Our ten largest markets account
for 63 percent of our total agricultural export; the share of Germany alone is 17%, whereas
Austria and Russia represent 8 percent each. At the same time, imports from Hungary play
but a marginal role, around 1 percent, in our most important major food markets (Germany,
Italy and Russia). There are great differences among the various export markets in terms of
Hungarian exports trends. As far as the market stability is concerned, our largest markets
have been at the top for a long time, i.e. they can be considered stable. The average market
radius of the Hungarian food economy export is app. 2,500 km, i.e. 90 to 94 percent of our
total agricultural export goes to European countries
Central and Eastern European eGov Days 2014
„Smart governance“ is a frequently quoted concept and high on the political agenda. But what does it imply for public administration and the design of processes and ICT systems? Key factors that can be derived include a transparent and participatory form of governance, “lean” (i.e. cost-effective) systems and a high quality standard in public services. To deliver such standards is not an easy task in a society, where more and more people are always on-line and
have become used to mobile services that are available on a continuous basis, but where at the same time privacy concerns are high on the personal and political agenda. On top, European integration has added yet another layer of complexity. This conference and proceedings volume aims at providing new insights in the design of ICT-enabled processes in public administration and how to meet these challenges, particularly with respect to the specific
situation in Central and Eastern European countries.
Ten years ago, eight of these countries joined the European Union thereby ending half a century of division of the European continent. For the past decade, the Austrian Computer Society has organized the Eastern European eGov-Days providing a platform for knowledge transfer and exchange in both directions on the topic of e-government. This year, the conference aims at inquiring whether e-government is able to promote the integration of new
member-states into the EU or whether it can also be a stumbling block for integration, if – for instance – eGovernment systems in different countries are not compatible or if data security issues (as they became visible with the NSA affair) are affecting the confidence of citizens in eGovernment. The organizers of the conference are the Andrássy University Budapest (AUB, the
international university in German language in Budapest), the Austrian Computer Society (OCG), the Institute for State Organization and Administrative Reform in the Austrian
Federal Chancellery (IfSV), the Austrian Institute for European Law and Policy (AIELP), the National University of Public Service Budapest (NUPS) and the University of Public
Administration and Finance Ludwigsburg (HVF). The editors who are representing these institutions are most grateful for the support of the sponsors of the conference and of this volume, especially the Austrian Federal Chancellery, the Konrad Adenauer Foundation, the Baden-WĂĽrttemberg Foundation and the Austrian Cultural Forum. The conference is organized to celebrate the 25th anniversary of the partnership between the institutions which
are now NUPS and HVF both educating civil servants of Hungary and Baden-WĂĽrttemberg, respectively. The volume is dedicated to Prof. Alexander Prosser at WU Vienna for his 50th birthday. Alexander Prosser has promoted the academic co-operation between Austria and her Central and Eastern European neighbours in the field of eGovernment for many years.
