OPTIMAL REGULATION AND GROWTH IN A NATURAL-RESOURCE-BASED ECONOMY
This paper develops a two-sector model for a renewable natural resource based economy. Pareto efficient results show the optimal harvesting rate that allows for sustained long-run optimal growth, which is upper-bounded by the biological rate of reproduction. Regulation prevents from resource over-exploitation and exhaustion which arise under open access. The Ramsey policy allowing the competitive economy to reach the first-best solution, leads the government to tax harvesting activity from firms and distribute the receipts among households. In the short-run the tax is variable. In the long-run, the lower the intrinsic rate of reproduction the higher the constant unit tax on the resource use.Natural Resources, Efficiency, Open Access, Ramsey Regulation, Growth.
Economic measurement of endogenous capital and depreciation: an application to the spanish economy and its regions
En la literatura económica cuantitativa y aplicada es frecuente encontrar referencias a la medición estadÃstica del capital y la depreciación. En este trabajo presentamos una forma diferente de estimar el stock de capital y la tasa de depreciación. Las ecuaciones que resuelven el problema de optimización de la empresa también permiten calcular endógenamente las variables tasa de depreciación y stock de capital, obteniendo una estimación económica de ambas. Nuestro método de cálculo usa los valores bursátiles de la ratio q de Tobin, y genera unos resultados que difieren de los obtenidos al aplicar el método del inventario permanente para el conjunto de la economÃa española y sus regiones durante el
periodo 1964-2011. La tasa de depreciación económica fluctúa alrededor de la tasa estadÃstica. El stock de capital económico ofrece un perfil temporal diferente del que muestra la medida estadÃstica, y esto se visualiza en unas diferencias claras en sus correspondientes tasas de crecimiento. Los shocks económicos desvÃan la tasa de depreciación económica de la tasa estadÃstica con diferente intensidad
en las regiones españolas. Ello permite aproximar la resiliencia regional relativa centrada en el comportamiento de la depreciación y establecer tres grupos de regiones en función de su capacidad de absorción y adaptación ante los diferentes shocks.In the quantitative and applied economic literature it is frequent to find references to the statistical measurement of capital and depreciation. In this paper we present an alternative method of estimating the capital stock and the depreciation rate. The equations that solve the dynamic optimization problem of the neoclassical firm also enable us to endogenously calculate the rate of depreciation and capital stock variables, yielding an economic estimate of both. Our calculation method uses profitability indicators such as distributed profits and Tobin’s q ratio. Our results differ from those obtained by applying the permanent inventory method for Spanish economy and its regions during the period 1964-2011. The economic depreciation rate fluctuates around the statistical rate. Two time profiles for the economic and statistical capital are markedly different, as attested to by the disparity of their growth rates. The paper also shows that economic shocks turn aside the economic depreciation rate of the statistical rate with different intensity in the Spanish regions. This allows us to approximate the relative regional resilience based on the behaviour of depreciation and to establish three groups of regions according to their capacity of absorption and adaptation to the different shocks.Ministerio de EconomÃa, Industria y Competitivida

Endogenous capital stock and depreciation in the United States
There are several puzzles and unresolved problems in empirical economics that depend on the reliability of capital series. Productivity paradoxes, and certain recent trends in the US macroeconomic data, cannot be addressed correctly with the available standard measures of capital stock. Our paper contributes to the theory of capital by endogenizing capacity utilization and depreciation in an intertemporal optimization model with adjustment and maintenance costs. This model allows for corporate taxation and identifies the impact on the variables that shape the capital accumulation process. Depreciation is a control variable that is no longer assumed proportional to the capital stock. The model provides a system of equations that we run empirically with a data set of the US economy for the period 1960–2016. We obtain an empirical measure of the depreciation rate and the capital stock based on profitability and market values. They are economic estimations that consider the entire capital deterioration and obsolescence. Aggregate capital stock is a key variable in the description of the economy, and our results, which better fit the foundations of economic theory, can provide policymakers with a good understanding of the field in which specific public policy measures are to be implemented
Crecimiento óptimo, depreciación endógena y subutilización del capital
This paper examines the stationary equilibrium situation and the dynamic behavior of the main control variables of an economy where investment is subject to adjustment costs and the maintenance of deteriorated capital goods is considered expensive. The optimal intertemporal resources allocation model that we propose considers depreciation and capital utilization rates as two endogenous variables integrated in the decision group. One of the most outstanding results is the optimal and efficient subutilization of capital. On the other hand, the results derived from the golden rule and the modified golden rule associated to the endogenous depreciation model ensure the dynamic efficiency of the economy along the optimal path. Finally, from the convergence perspective, the capital, the production and the per capita consumption as well as the depreciation rate present positive correlation, whereas the investment and capital utilization have an inverse relationship to the previous ones. En este trabajo se examina la situación de equilibrio estacionario y el comportamiento dinámico de las principales variable de control de una economÃa en la cual se considera que la actividad de inversión está sujeta a costes de ajuste y que el mantenimiento de los bienes de capital deterioradas resulta costoso. El modelo de asignación intertemporal óptima de recursos que planteamos considera la tasa de depreciación y la tasa de utilización del capital como dos variables endógenas, integradas en el conjunto de variables de decisión. Uno de los resultados más sobresalientes es la infrautilización óptima y eficiente del capital. Por otra parte, los resultados derivados de la golden rule y la modified golden rule asociadas al modelo con depreciación endógena aseguran la eficiencia dinámica de la economÃa a lo largo de la trayectoria óptima. Finalmente, a lo largo de la senda de convergencia, el capital, la producción y el consumo per capita, asà como la tasa de depreciación presentan una correlación positiva, mientras que la tasa de inversión y la tasa de utilización del capital aparecen inversamente relacionadas con las anteriores.Crecimiento óptimo, depreciación endógena Optimal growth, endogenous depreciation

Estimación regionalizada del stock de capital privado (1964-1989)
This paper presents the private capital stock estimates for the 17 Spanish regions, for the 1964-1989 period and for the agriculture, industry, building and service sectors. The Perpetual Inventory Method, used in nearly all OCDE countries, is applied to this estimation, entailing a previous estimation of gross and net capital formation series, whose results are also shown. The disaggregation in productive subsectors follows the criteria of the European System of Accounts (ESA). The paper mainly aims to present these results. A more detailed description of the utilized methodology and data sources as well as of the problems they raise may be found in IVIE's study Estimación regionalizada del stock de capital privado (1964-1989). En este trabajo se presentan las estimaciones del stock de capital privado por Comunidades Autónomas correspondientes al periodo 1964-1989 ya los sectores agricultura, industria, construcción y servicios. En la estimación del mismo se aplica el Método del Inventario Permanente (MIP), metodologÃa utilizada en la práctica generalidad de paÃses de la OCDE. La aplicación del MIP implica la estimación previa de series de formación bruta y neta de capital, cuyos resultados también se presentan. La desagregación por ramas productivas se ajusta a la recomendada por el Sistema Europeo de Cuentas Económicas Integradas (SEC). El presente documento se destina a la presentación de resultados. The Closed-Form Solution for a Family of Four-Dimension Non-Linear MHDS
In this paper I propose a method for solving in closed form a general class of four-dimension non-linear modified Hamiltonian dynamic systems. This method may be used to study several intertemporal optimization problems with a predetermined structure, involving unbounded technological constraints as well as multiple controls and state variables. The method is developed here by solving the first order conditions corresponding to the socially optimal solution to the Lucas (1988) two-sector model of endogenous growth

In this article we propose a method for solving a general class of four-dimension nonlinear modified Hamiltonian dynamic systems in closed form. This method may be used to study several intertemporal optimization problems sharing a common structure, which involves unbounded technological constraints as well as multiple controls and state variables. The method is developed by solving the first-order conditions associated with the planner's problem corresponding to the Lucas [1988. On the mechanics of economic development. Journal of Monetary Economics 22, 3-42] two-sector model of endogenous growth, and allows for explicitly showing the transitional dynamics of the model. Despite the externality, the socially optimal short-run trajectory is unique.
