Challenges and implications of the economic integration in Asia-Pacific

El presente trabajo analiza los procesos de integración económica que han surgido y están surgiendo en Asia-Pacífico, en donde se aprecian dos grandes tendencias: por un lado, los procesos multilaterales que han dado lugar a la creación de diversos mecanismos de cooperación económica en la región, en los cuales la gran cantidad y diversidad social y económica de sus miembros ha implicado serios retos y obstáculos para alcanzar sus objetivos; por otro lado, están surgiendo numerosos acuerdos de integración económica regional, subregional y bilateral entre las economías de Asia-Pacífico y de estas con otras regiones del mundo, todos ellos en respuesta a la dificultad de alcanzar consensos en los mecanismos multilaterales, a la búsqueda de nuevas oportunidades en las economías emergentes y, en última instancia, a la misma globalización económica. No obstante, si bien dichos acuerdos de integración económica han brindado un importante impulso al comercio y al crecimiento económico de los países de la región, parecen estar debilitando los esfuerzos de integración multilateral de la regiónThis paper analyzes the processes of economic integration that have emerged and continues emerging in Asia-Pacific, where two major trends are evident. On the one hand, multilateral processes that have led to the creation of various mechanisms for economic cooperation in the region, where the large number and social and economic diversity of its members has involved serious challenges and obstacles to achieve their goals. On the other hand, are emerging numerous economic integration agreements of regional, sub-regional and bilateral cooperation among the economies of the Asia-Pacific and of these with other regions of the world, all in response to the difficulty of reaching consensus in multilateral mechanisms to search for new opportunities in emerging economies and, ultimately, to the same economic globalization. However, while such economic integration agreements have provided a major boost to trade and economic growth of the countries in the region, they seem to be weakening the multilateral integration efforts in the regio

El presente trabajo se centra en la franja del Pacífico mexicano desde una perspectiva regional, es decir, analiza al grupo de entidades federativas que colindan con el océano Pacífico con objeto de identificar y contrastar su dinamismo y relevancia en la economía nacional, a partir de una serie de indicadores de carácter económico y social, pero también tratando de identificar el potencial y las oportunidades de la región en el marco de las relaciones comerciales de México con el exterior

Natural history of the Red-backed Hawk, Buteo polyosoma: a review

Realizo una revisión de la literatura publicada sobre la historia natural del Aguilucho Común Buteo polyosoma complementada con mis observaciones de campo a lo largo de Chile, en particular de dos localidades: San Carlos de Apoquindo, 20 km al E de Santiago, y la Reserva Nacional Las Chinchillas, en Aucó, 300 km al N de Santiago. Además presento información cuantitativa de la dieta en Chile centro-N. La revisión la divido en 13 temas: distribución y taxonomía;nombres comunes; color del plumaje e identificación; morfometría y peso; historia de vida y reproducción; uso del hábitat; dieta; ritmos de actividad, tipos de vuelo y conductas de caza; agresión; vocalizaciones; abundancia; mortalidad; y otros hábitos. Con este trabajo se actualiza la información disponible para la especie y se la hace más accesible a la comunicad cientifica latino americana.In this papel I review the available literature on the natural history of the Red-backed Hawk, Buteo polyosoma. I supplement it with my own observations throughout Chile, specially my detailed studies at San Carlos de Apoquindo, 20 km E Santiago, and at Chinchilla National Reserve, at Aucó, 300 km N Santiago. I also document the diet of Red-backed hawks qualitatively in the second site. There view was covered in thirteen topics: Distribution and taxonomy; common names; color and field identification; morphometry and weight; life history and reproduction; habitat use; diet; activity, flight modes and hunting behavior; aggressions;vocalizations; abundance; mortality; and other topics. With this work, the current knowledge of the natural history of the Red-backed Hawk is updated, and made more accessible to the latinamerican scientific community

First order transitions by conduction calorimetry: Application to deuterated potassium dihydrogen phosphate ferroelastic crystal under uniaxial pressure

The specific heat c and the heat power W exchanged by a Deuterated Potassium Dihydrogen Phosphate ferroelectric-ferroelastic crystal have been measured simultaneously for both decreasing and increasing temperature at a low constant rate (0.06 K/h) between 175 and 240 K. The measurements were carried out under controlled uniaxial stresses of 0.3 and 4.5±0.1 bar applied to face (110). At Tt=207.9 K, a first order transition is produced with anomalous specific heat behavior in the interval where the transition heat appears. This anomalous behavior is explained in terms of the temperature variation of the heat power during the transition. During cooling, the transition occurs with coexistence of phases, while during heating it seems that metastable states are reached. Excluding data affected by the transition heat, the specific heat behavior agrees with the predictions of a 2-4-6 Landau potential in the range of 4–15 K below Tt while logarithmic behavior is obtained in the range from Tt to 1 K below Tt. Data obtained under 0.3 and 4.5 bar uniaxial stresses exhibit the same behavior.Dirección General de Investigación Científica y Técnica. Gobierno de España-PB91-60

Los desafíos de la policía como actor político en España

A lo largo de las últimas décadas, las policías han evolucionado de forma significativa como consecuencia de los cambios estructurales que se han producido en las sociedades democráticas. La creciente deslegitimación de las instituciones políticas representativas; el empoderamiento de la ciudadanía; la crisis del estado de bienestar y las consecuencias de la globalización socioeconómica han configurado un escenario en el que una institución clásica como la policía, pugna por reubicarse en un espacio ambiguo. Ello le lleva a solaparse en ocasiones con otros actores institucionales y a vislumbrar cierta crisis de identidad. El objetivo del presente artículo es investigar los retos que afrontan las policías españolas, en tanto que actores políticos en dicho contexto. Sobre este escenario se construye una compleja estructura de interacciones entre la policía, los decisores político-institucionales y los variados actores sociales. Se definen los perfiles de dicha interacción en un marco de geografía variable, de acusado carácter sistémico y tendencialmente estable. En dicho sistema de relaciones, las fuerzas de seguridad afrontan un desconcierto estructural derivado de su confusa y debilitada posición como consecuencia de la presión hegemónica ejercida por: (1) unos actores sociales empoderados; (2) unos decisores políticos exigentes y crecientemente deslegitimados; y (3) unos desafíos profesionales cada vez más sofisticados, complejos y poderosos. La perspectiva de análisis es institucionalista, asumiendo que la institución policial condiciona las visiones del mundo de los actores y sus intereses si bien éstos adquieren suficiente relevancia y determinación como para influir en un escenario abocado a un futuro incierto. La metodología es cualitativa, y se basa en el testimonio de líderes policiales, cuyos discursos se interpretan a la luz de diversas aportaciones académicas previas de contrastada solvencia. Centennial-scale vegetation and North Atlantic Oscillation changes during the Late Holocene in the southern Iberia

High-reso CE to lution pollen analysis, charcoal, non-pollen palynomorphs and magnetic susceptibility have been analyzed in the sediment record of a peat bog in Sierra Nevada in southern Iberia. The study of these proxies provided the reconstruction of vegetation, climate, fire and human activity of the last ∼4500 cal yr BP. A progressive trend towards aridification during the late Holocene is observed in this record. This trend is interrupted by millennial- and centennial-scale variability of relatively more humid and arid periods. Arid conditions are recorded between ∼4000 and 3100 cal yr BP, being characterized by a decline in arboreal pollen and with a spike in magnetic susceptibility. This is followed by a relatively humid period from ∼3100 to 1600 cal yr BP, coinciding partially with the Iberian-Roman Humid Period, and is indicated by the increase of Pinus and the decrease in xerophytic taxa. The last 1500 cal yr BP are characterized by several centennial-scale climatic oscillations. Generally arid conditions from ∼450 to 1300 CE, depicted by a decrease in Pinus and an increase in Artemisia, comprise the Dark Ages and the Medieval Climate Anomaly. Since ∼ 1300 to 1850 CE pronounced oscillations occur between relatively humid and arid conditions. Four periods depicted by relatively higher Pinus coinciding with the beginning and end of the Little Ice Age are interrupted by three arid events characterized by an increase in Artemisia. These alternating arid and humid shifts could be explained by centennial-scale changes in the North Atlantic Oscillation and solar activity
