50 vuotta sosiaaliturvan tutkimusta Kelassa
TĂ€ssĂ€ työpaperissa tarkastellaan KansanelĂ€kelaitoksen tutkimustoiminnan 50-vuotista taipaletta, sen liikkeelle lĂ€htöÀ ja eri vaiheita. PÀÀpaino on tutkimuksen linjauksissa ja kohdentumisessa sekĂ€ niiden muutoksissa eikĂ€ niinkÀÀn organisaatiossa. Se on luonteeltaan erÀÀnlainen yleiskatsaus, jossa monia kiinnostavia yksityiskohtia jÀÀ ulkopuolelle. Vaikka KansanelĂ€kelaitoksessa oli sen perustamisesta lĂ€htien harjoitettu pienimuotoista tutkimusta, niin tutkimustoimiston perustaminen 1.6.1964 merkitsi tutkimustoimintaan erikoistuneen yksikön toiminnan alkua. Sittemmin Sosiaaliturvan tutkimuslaitokseksi muuttuneen toimiston perustaminen ei ollut mikÀÀn irrallinen ilmiö, vaan liittyi sosiaaliturvan laajenemiseen ja ilmensi uskoa siihen, ettĂ€ yhteiskuntatieteellisen tutkimustyön turvin voitaisiin edetĂ€ kohti hallittua yhteiskuntapolitiikkaa. KansanelĂ€kelaitoksen tutkimuksessa korostettiin heti alussa kahta nĂ€kökohtaa â KansanelĂ€kelaitoksen sisĂ€isiĂ€ tutkimustarpeita ja yleisempiĂ€ sosiaalivakuutukseen tai sosiaaliturvaan liittyviĂ€ tutkimustarpeita. Tutkimuksen tuli palvella sosiaaliturvajĂ€rjestelmĂ€n kehittĂ€mistĂ€ koskevaa pÀÀtöksentekoa.
Tutkimuslaitoksen ensimmÀisessÀ projektissa pyrittiin selvittÀmÀÀn sairausvakuutuksen voimaantulon vaikutusta vÀestön terveydenhoidolliseen kÀyttÀytymiseen. Sosiaaliturvan tutkimusperspektiivi on sitten 1960-luvun muuttunut ja laajentunut. Muutokset ovat heijastaneet yhteiskunnassa, sosiaaliturvajÀrjestelmÀssÀ ja Kelan toiminnassa tapahtuneita muutoksia. Kelan tehtÀvien lisÀÀntyminen sosiaaliturvan toimeenpanijana on merkinnyt tutkimukselle uusia tutkimuskohteita ja aiheita. Kehitys on vienyt sosiaaliturvan rakentamiskauden kysymyksistÀ niihin kysymyksiin, jotka koskevat jÀrjestelmÀn vaikutuksia ja vaikuttavuutta, jÀrjestelmÀn sopeutumista ja sopeuttamista muuttuviin oloihin ja muuttuviin tarpeisiin ja ehkÀ jopa sosiaaliturvapolitiikan peruskysymyksiin.
Sosiaaliturvan tutkimuslaitos muuttui ensin tutkimus- ja kehitysyksiköksi ja sitten Kelan tutkimusosastoksi. Tutkimuksen tekemisen tavatkin ovat vuosien saatossa muuttuneet. PerustehtÀvÀ on kuitenkin pysynyt samana: tehtÀvÀnÀ on tuottaa tieteelliseen tutkimukseen perustuvaa tietoa sosiaaliturvan kehittÀmistÀ ja toimeenpanoa koskevan pÀÀtöksenteon tueksi
Leadership ethics and the problem of Dirty Hands in the political economy of contemporary Africa
Cet article discute des probleÌmes de gouvernance et de corruption en Afrique dans le cadre dâun deÌbat politique et philosophique large entre universalisme et relativisme, ideÌalisme et reÌalisme, ainsi que entre individualisme et communautarisme. PremieÌrement, je deÌfends que lâapproche reÌaliste de lâeÌthique politique et du leadership ne permet pas de diffeÌrencier entre les eÌleÌments descriptifs et prescriptifs de la gouvernance et peut aiseÌment eÌtre utiliseÌe pour justifier « les Mains Sales » des dirigeants au nom de lâinteÌreÌt supeÌrieur de la nation, meÌme dans les cas ouÌ lâinteÌreÌt personnel est la seule force motivationnelle pour les actions qui sapent les codes sociaux et eÌthiques ordinaires. DeuxieÌmement, lâarticle montre la faillite de la confiance publique dans le gouvernement et la faiblesse de lâEtat renforce les politiques communautariennes sub-nationales qui tendent aÌ eÌtre fondeÌes sur lâethnie et exclusive, et par conseÌquent, qui viole le cĆur de lâeÌthique publique, câest-aÌ-dire lâimpartialiteÌ. Finalement, lâarticle suggeÌre que les principes dâeÌthique universels pour les services publiques soient introduits en compleÌment plutoÌt quâen concurrence avec les eÌthiques locales, socialement et culturellement limiteÌe au priveÌ. Cela requieÌre, dâune part, que nous comprenions mieux la complexiteÌ historique, les circonstances eÌconomiques et sociales et les arrangements politiques transitionnels dans les pays africains. Dâautre part, un nous devons investir dans une eÌducation eÌthique civique et professionnel reÌflexive qui adopte un point de vue nuanceÌ entre le reÌalisme politique et lâideÌalisme comme point de deÌpart des reÌformes institutionnelles, aussi bien que modaliteÌ de changement des comportements aÌ long terme.The article discusses problems of poor governance and corruption in Africa within the framework of wider philosophical and political debates between universalism and relativism, idealism and realism, as well as individualism and communitarianism. Firstly, the author claims that the realist approach to political and leadership ethics fails to differentiate between descriptive and prescriptive elements of governance and can thus easily be used to justify âDirty Handsâ of the leaders in the name of the greater national good, even in cases in which self-interest is the only motivational force for actions that undermine ordinary codes of social and personal ethics by public officers. Secondly, the article shows how the failing of public trust in government and the weakness of the state further enforce sub-national communitarian politics that tend to be ethnically based and exclusive, and thus, violate the core of public ethics, that is, the requirement for impartiality. Finally, the article suggests idealistic universal principles for public (service) ethics to be introduced as complementary rather than competing with local, socially and culturally bound âprivateâ ethics. This requires that, on the one hand, we need to understand better the complex historical, economic and social circumstances and transitional political arrangements in African countries. On the other hand, we need to invest more in reflective civic and professional ethics education that adopts a balanced view between political realism and idealism as the starting point for institutional reforms as well as for long term attitude- and behavior- change

Adenine, guanine and pyridine nucleotides in blood during physical exercise and restitution in healthy subjects
Maximal physical exertion is accompanied by increased degradation of purine nucleotides in muscles with the products of purine catabolism accumulating in the plasma. Thanks to membrane transporters, these products remain in an equilibrium between the plasma and red blood cells where they may serve as substrates in salvage reactions, contributing to an increase in the concentrations of purine nucleotides. In this study, we measured the concentrations of adenine nucleotides (ATP, ADP, AMP), inosine nucleotides (IMP), guanine nucleotides (GTP, GDP, GMP), and also pyridine nucleotides (NAD, NADP) in red blood cells immediately after standardized physical effort with increasing intensity, and at the 30th min of rest. We also examined the effect of muscular exercise on adenylate (guanylate) energy chargeâAEC (GEC), and on the concentration of nucleosides (guanosine, inosine, adenosine) and hypoxanthine. We have shown in this study that a standardized physical exercise with increasing intensity leads to an increase in IMP concentration in red blood cells immediately after the exercise, which with a significant increase in Hyp concentration in the blood suggests that Hyp was included in the IMP pool. Restitution is accompanied by an increase in the ATP/ADP and ADP/AMP ratios, which indicates an increase in the phosphorylation of AMP and ADP to ATP. Physical effort applied in this study did not lead to changes in the concentrations of guanine and pyridine nucleotides in red blood cells
Extracting Urban Morphology for Atmospheric Modeling from Multispectral and SAR Satellite Imagery
This paper presents an approach designed to derive an urban morphology map from satellite data while aiming to minimize the cost of data and user interference. The approach will help to provide updates to the current morphological databases around the world. The proposed urban morphology maps consist of two layers: 1) Digital Elevation Model (DEM) and 2) land cover map. Sentinel-2 data was used to create a land cover map, which was realized through image classification using optical range indices calculated from image data. For the purpose of atmospheric modeling, the most important classes are water and vegetation areas. The rest of the area includes bare soil and built-up areas among others, and they were merged into one class in the end. The classification result was validated with ground truth data collected both from field measurements and aerial imagery. The overall classification accuracy for the three classes is 91â%. TanDEM-X data was processed into two DEMs with different grid sizes using interferometric SAR processing. The resulting DEM has a RMSE of 3.2 meters compared to a high resolution DEM, which was estimated through 20 control points in flat areas. Comparing the derived DEM with the ground truth DEM from airborne LIDAR data, it can be seen that the street canyons, that are of high importance for urban atmospheric modeling are not detectable in the TanDEM-X DEM. However, the derived DEM is suitable for a class of urban atmospheric models. Based on the numerical modeling needs for regional atmospheric pollutant dispersion studies, the generated files enable the extraction of relevant parametrizations, such as Urban Canopy Parameters (UCP).Peer reviewe
Lukiolaisten ja ammatillista perustutkintoa suorittavien elÀmÀntilanne ja toimeentulo
Tutkimuksessa tarkastellaan toisen asteen opiskelijoiden elĂ€mĂ€ntilannetta ja toimeentuloa. IkĂ€ ja asumismuoto ovat keskeisimmĂ€t heidĂ€n toimeentuloonsa vaikuttavat tekijĂ€t. Lukiolaisista noin 93 prosenttia ja samanikĂ€isistĂ€ ammatillista perustutkintoa suorittavista nuorista noin 70 prosenttia asuu vanhempiensa taloudessa. Yli 20-vuotiaista ammatillista perustutkintoa suorittavista joka viides asuu vanhempiensa kanssa. Lukiolaisista suurin osa (80 prosenttia) kokee pienistĂ€ tuloistaan huolimatta taloudellisen asemansa vĂ€hintÀÀn kohtalaiseksi, mikĂ€ heijastelee lĂ€hinnĂ€ heidĂ€n taloudellisesti hyvin epĂ€itsenĂ€istĂ€ asemaansa. Huonoksi tai hyvin huonoksi oman taloudellisen asemansa kokee joka viides lukiolainen. Ammatillista tutkintoa suorittavien kokemus omasta taloudellisesta asemasta on huomattavasti negatiivisempi: 45 prosenttia ilmoittaa taloudellisen tilanteensa olevan huono tai hyvin huono. Eroa kokemuksissa eri oppilaitoksissa opiskelevien vĂ€lillĂ€ selittĂ€vĂ€t ikĂ€, itsenĂ€isempi asuminen ja vanhempien pienemmĂ€t tulot. Toisen asteen opiskelijoiden mielestĂ€ opintotuki on riittĂ€mĂ€tön ja jĂ€rjestelmĂ€ epĂ€oikeudenmukainen. KriittisimpiĂ€ ovat opintotukea saaneet. Toisen asteen opintotukeen liittyy olennaisesti kysymys vanhempien, yksilön itsensĂ€ ja yhteiskunnan vastuusta opintojen aikaisen toimeentulon rahoittamisessa. Alle 20-vuotiailla, asuivatpa he vanhempiensa taloudessa tai itsenĂ€isesti, opintotukeen vaikuttaa vanhempien tuloja koskeva tiukka tarveharkinta. Lukiolaisista vain 18 prosenttia ja ammatillista perustutkintoa suorittavista noin puolet sai opintorahaa kevÀÀllĂ€ 2006. Ammatillista tutkintoa suorittavista suurempi osa kuin lukiolaisista on yli 20-vuotiaita ja saa nĂ€in ollen opintorahaa. Opintorahan saantiin vaikuttaa heillĂ€ myös vanhempien pienemmĂ€t tulot sekĂ€ yksinhuoltajavanhempien suurempi osuus. 18â19-vuotiaiden opiskelijoiden toimeentulotukiasiakkuudet ovat lisÀÀntyneet merkittĂ€vĂ€sti 1990-luvun alun jĂ€lkeen, minkĂ€ taustalla voi olla opintorahan reaaliarvon lasku sekĂ€ toisen asteen opintotukeen oikeutettujen osuuden lasku. Heikoimmassa taloudellisessa asemassa ovat itsenĂ€isesti asuvat, etenkin toisella paikkakunnalla opiskelevat nuoret. ItsenĂ€isesti asuvat 16â25-vuotiaat ammatillista perustutkintoa suorittavat ilmoittavat nettokuukausituloikseen 384 euroa kuukaudessa. ItsenĂ€isesti asuvista yli 90 prosenttia ilmoittaa vanhempiensa avustavan sÀÀnnöllisesti tai satunnaisesti suoraan rahallisesti tai maksamalla asumiskuluja ja laskuja. Kokonaan ilman vanhempien taloudellista tukea on itsenĂ€isesti asuvista alle 20-vuotiaista kahdeksan prosenttia ja noin joka viidennellĂ€ tuki on satunnaista. Vuonna 2006 korotettiin vanhempien tulorajoja 15 prosenttia ja vuonna 2007 korotetaan 30 prosenttia. NykyistĂ€ useampi pÀÀsee taas opintorahan piiriin ja osalla tukeen oikeutetuista tuen mÀÀrĂ€ nousee merkittĂ€vĂ€sti. Kahden elĂ€ttĂ€jĂ€n lapsiperheissĂ€ tulorajojen muutos tuo etuuden saajien joukkoon nuoria verraten lĂ€heltĂ€ mediaanituloisten ryhmÀÀ ja yksinhuoltajien lapsista vain ylimpÀÀn tulokymmenykseen kuuluvat lapset tulevat jÀÀmÀÀn jĂ€rjestelmĂ€n ulkopuolelle. Tulorajojen indeksijĂ€rjestelmĂ€ tai sÀÀnnölliset tulorajojen tarkistukset estĂ€isivĂ€t tĂ€llaiset vaivihkaa tapahtuvat tuen saatavuuden ja tuen tason laskun.9,00 euro
