    A Finnish regional non-binding MSP approach : What are the consequences for integrating Blue Growth and GES?

    The EU Maritime Spatial Planning Directive (MSPD) requires the member states (MS) to pursue Blue Growth while ensuring good environmental status (GES) of sea areas. An ecosystem-based approach (EBA) should be used for the integration of the aims. However, the MSPD does not specify how the MS should arrange their MSP governance, which has led to a variety of governance arrangements and solutions in addressing the aims. We analysed the implementation of the MSPD in Finland, to identify conditions that may enable or constrain the integration of Blue Growth and GES in the framework of EBA. MSP in Finland is an expert-driven regionalized approach with a legally non-binding status. The results suggest that this MSP framework supports the implementation of EBA in MSP. Yet, unpredictability induced by the non-binding status of MSP, ambiguity of the aims of MSP and of the concept of EBA, and the need to pursue economic viability in the coastal municipalities may threaten the consistency of MSP in both spatial and temporal terms. Developing MSP towards a future-oriented adaptive and collaborative approach striving for social learning could improve the legitimacy of MSP and its capacity to combine Blue Growth and GES. The analysis indicates, that in the delivery of successful MSP adhering to the principles of EBA should permeate all levels of governance. The study turns attention to the legal status of MSP as a binding or non-binding planning instrument and the role the legal status plays in facilitating or constraining predictability and adaptability required in MSP.Peer reviewe

    Shared socio-economic pathways extended for the Baltic Sea: exploring long-term environmental problems

    Long-term scenario analyses can be powerful tools to explore plausible futures of human development under changing environmental, social, and economic conditions and to evaluate implications of different approaches to reduce pollution and resource overuse. Vulnerable ecosystems like the Baltic Sea in North-Eastern Europe tend to be under pressure from multiple, interacting anthropogenic drivers both related to the local scale (e.g. land use change) and the global scale (e.g. climate change). There is currently a lack of scenarios supporting policy-making that systematically explore how global and regional developments could concurrently impact the Baltic Sea region. Here, we present five narratives for future development in the Baltic Sea region, consistent with the global Shared Socioeconomic Pathways (SSPs) developed for climate research. We focus on agriculture, wastewater treatment, fisheries, shipping, and atmospheric deposition, which all represent major pressures on the Baltic Sea. While we find strong links between the global pathways and regional pressures, we also conclude that each pathway may very well be the host of different sectoral developments, which in turn may have different impacts on the ecosystem state. The extended SSP narratives for the Baltic Sea region are intended as a description of sectoral developments at regional scale that enable detailed scenario analysis and discussions across different sectors and disciplines, but within a common context. In addition, the extended SSPs can readily be combined with climate pathways for integrated scenario analysis of regional environmental problems.Peer reviewe

    Building leaders for the UN Ocean Science Decade : a guide to supporting early career women researchers within academic marine research institutions

    Diverse and inclusive marine research is paramount to addressing ocean sustainability challenges in the 21st century, as envisioned by the UN Decade of Ocean Science for Sustainable Development. Despite increasing efforts to diversify ocean science, women continue to face barriers at various stages of their career, which inhibits their progression to leadership within academic institutions. In this perspective, we draw on the collective experiences of thirty-four global women leaders, bolstered by a narrative review, to identify practical strategies and actions that will help empower early career women researchers to become the leaders of tomorrow. We propose five strategies: (i) create a more inclusive culture, (ii) ensure early and equitable career development opportunities for women ECRs, (iii) ensure equitable access to funding for women ECRs, (iv) offer mentoring opportunities and, (v) create flexible, family-friendly environments. Transformational, meaningful, and lasting change will only be achieved through commitment and collaborative action across various scales and by multiple stakeholders.Peer reviewe

    Formalizing expert knowledge to compare alternative management plans: Sociological perspective to the future management of Baltic salmon stocks

    Designing and implementing long-term management plans is difficult both because of the complexity of the fisheries system, and the behaviour of humans. We compared four alternative management plans for the Baltic salmon stocks through approaching experts who interpreted and expressed the views of different stakeholder groups on the options. The focus of the study was on stakeholders' commitment to the alternative management plans. Committing enhances the probability of achieving the ultimate objective of a plan, while if stakeholders do not commit, the effects of the plan may be less predictable. Thus commitment is an important part of implementation uncertainty in fisheries management. We present how we coupled qualitative analysis with probabilistic Bayesian networks in analysing expert knowledge related to alternative long term management plans in terms of group commitment. Using a Bayesian net provides potential for creating a holistic picture of a fishery by combining the data describing fishers' commitment with biological data regarding fish stock dynamics and with economic data analyzing economically sound fisheries management.Baltic salmon Bayesian network Commitment Expert knowledge Implementation uncertainty Management plan Stakeholders
