Realidad y Desafíos del Mercado de la Energía

Sobre la base de las propuestas de políticas energéticas de los países de la OCDE y del marco político impulsado por la AIE para asegurar una operación efectiva de los mercados energéticos internacionales, se pasa revista una situación internacional en el uso de las fuentes caracterizada por el peligro que el crecimiento económico pueda producir efectos profundos y adversos en el sistema climático global. El trabajo entrega información acerca de la matriz energética mundial y sobre la participación por regiones en el consumo de energía. Luego da cuenta de manera particular de la situación de la producción y de la participación a nivel mundial de las principales fuentes de energía, esto es, petróleo, gas natural, carbón, energía nuclear e hidroelectricidad. Se analiza la situación energética de Chile considerando su matriz de energía primaria, centrándose en las vulnerabilidades del sistema energético, particularmente la fragilidad eléctrica. Se concluye que, respecto del mercado de la energía en Chile, existe un futuro incierto, producto de la concentración de la propiedad y de la existencia de barreras de entrada para los nuevos inversionistas, lo cual contribuye a que la incertidumbre pase a ser un factor fundamental del contexto que enfrenta el país en materia energética en el mediano y largo plazo

The desing of a regional development policy for the southeast of Mexico should go beyond and increase in social expenditure: it requires a trough policy review to attack the structural problems which have inhabited the region’s economic development. This paper presents evidence of social and economic backwardness of Mexico’s southeast. It analyses how different public policies implemented ui the last decades have inhibited the economic development or the region. Finally, using the results derived from modeis of imperfect competition and mixed programming, the paper proposes a combination of policies designed to correct the existing distortions and to promote the region’s economic development.regional development, Mexico location economics, public policy

Starting from sex and gender diversity, the text proposes a theological reflection from identities that have not been part of Christian religious grammar. The article has a critical look at Christianity and uses the Latin American liberationist proposal as categories of analysis and complex/questions the pastoral response, the theologies that underlie it and the doctrines that sustain the narratives around these groups.Partiendo de la diversidad sexogenérica, el texto propone una reflexión teológica desde identidades que no han formado parte de la gramática religiosa cristiana. El artículo posee una mirada crítica del cristianismo y emplea como categorías de análisis la propuesta liberacionista latinoamericana y complejiza/cuestiona la respuesta pastoral, las teologías que subyacen a ella y las doctrinas que sostienen las narrativas en torno a estos grupos

Design Thinking (DT) in Engineering Education (EE): A Systematic Literature Review (SLR)

Trabajo presentado en el “13th International Conference on Industrial Engineering and Industrial Management/XXIII Congreso en Ingeniería de Organización (CIO 2019)”, Gijon (Asturias, Spain) , 11 y 12 de julio de 2019[EN] Design Thinking not only is a well-known technique for user-oriented product design, but also is an education technique in Higher Education. Design thinking is increasingly used as an innovative educational tool to promote in engineering student transversal skills as critical thinking, creativity, and teamwork. However, despite its popularity, the teaching community has implemented it in many different ways focusing on specific aspects without taking in notice of previous experiences. The aim of this work is to analyze the literature published about Design Thinking experience in Engineering Education through a systematic literature review. Our conclusions will contribute to this educational area pointing the state of the art and the future lines of this educational methodolog

Empleo rural y combate a la pobreza: una propuesta de política

In 1993 two thirds of the labour force were working in the informal sector, without the benefits of both social security and labor legislation. Three facts will reinforce this: the working population grows at a faster rate than the global population, the participation of women in labor will increase, and the opening of the economy will reduce the demand for rural labor. Even with optimistic expectations of economic growth, and modifications in the labor legislation, the probability that the formal sector can absorb a considerable part of informal workers is low. Governmental programs aimed to develop rural employment can contribute to reduce extreme poverty over the next few years by implementing low salaries programs that induce to self selection in the poor population, and by selecting projects of rural infrastructure which increase labour productivity. The programs should consider seasonality aspects, and focus only on certain regions of the country.

Inversión extranjera directa determinantes institucionales y estructurales para la inversión en países en desarrollo.

This paper will examine what are the variables and determinants of foreign direct investment in a developing country. Through theoretical arguments and different analysis I will show what the institutional and structural variables of a country are, and what the relationship between economic growth and foreign direct investment uptake is. Similarly, this paper aims to show the application and interpretation of mathematical models to the negotiations and development of policies to attract foreign direct investment. Finally, after showing the theoretical arguments, the direct foreign investment cases of indifferent countries, and the tools used in these countries, I will conclude by making some recommendations to create proper conditions that make a developing country attractive for direct foreign investment.El presente trabajo examinará cuales son las variables y determinante de la inversión extranjera directa en un país en desarrollo. A través de bases teóricas y distintos análisis, pretendo mostrar cuales son las variables institucionales y estructurales de un país y cual es la relación entre su crecimiento económico y la inversión extranjera directa que logre captar. De igual manera, el trabajo pretende mostrar la aplicación e interpretación de modelos matemáticos a las negociaciones y desarrollo de políticas para atraer la inversión extranjera directa. Finalmente, luego de mostrar las bases teóricas, los casos de inversión extranjera directa en distintos países y las herramientas usadas en estos países, concluiré con recomendaciones sobre la creación de condiciones aptas y atractivas para la inversión extranjera directa
