    FDI inflows in Europe: Does investment promotion work?

    Can active investment promotion efforts attract FDI towards areas and sectors that would not otherwise be targeted? This paper leverages an ad hoc survey on national and sub-national Investment Promotion Agencies (IPAs) in Europe and applies state-of-the-art policy evaluation methods to estimate the impact of IPAs on FDI attraction. The results show that FDI responds to IPAs even in advanced economies. Sub-national IPAs, operating in closer proximity to investors' operations, attract FDI in particular towards less developed areas where market and institutional failures are stronger. IPAs influence FDI over and above other policies targeting the general economic improvement of the host economies. Impacts are concentrated in knowledge-intensive sectors where collaborative systemic conditions are more relevant. IPAs work best for less experienced companies - ‘occasional’ investors - more likely to suffer from institutional failures. Finally, IPAs are equally effective in attracting companies from both outside and inside the EU Single Market even if the latter are less likely to suffer from regulatory or information asymmetries. Overall, this evidence sheds new light on the role of sub-national IPAs as local ‘institutional plumbers’ in support of foreign investors and their operations

    Harvesting Entities from the Web Using Unique Identifiers -- IBEX

    In this paper we study the prevalence of unique entity identifiers on the Web. These are, e.g., ISBNs (for books), GTINs (for commercial products), DOIs (for documents), email addresses, and others. We show how these identifiers can be harvested systematically from Web pages, and how they can be associated with human-readable names for the entities at large scale. Starting with a simple extraction of identifiers and names from Web pages, we show how we can use the properties of unique identifiers to filter out noise and clean up the extraction result on the entire corpus. The end result is a database of millions of uniquely identified entities of different types, with an accuracy of 73--96% and a very high coverage compared to existing knowledge bases. We use this database to compute novel statistics on the presence of products, people, and other entities on the Web.Comment: 30 pages, 5 figures, 9 tables. Complete technical report for A.     AbstractThis paper presents the main results obtained in the field of approximation algorithms in a unified framework. Most of these results have been revisited in order to emphasize two basic tools useful for characterizing approximation classes, that is, combinatorial properties of problems and approximation preserving reducibilities. In particular, after reviewing the most important combinatorial characterizations of the classes PTAS and FPTAS, we concentrate on the class APX and, as a concluding result, we show that this class coincides with the class of optimization problems which are reducible to the maximum satisfiability problem with respect to a polynomial-time approximation preserving reducibility

    Risk of Medication Errors in the Home: An Integrative Literature Review

    Regardless of the setting, medication errors are of great concern when associated with an individual’s health outcomes, along with the increased costs to society, healthcare institutions, and providers. Current research focuses on medication error data primarily in acute and extended care facilities. However, there is a paucity of research examining the causes of medication errors that occur post hospital discharge when individuals transition to the home. The purpose of this integrative literature review is to examine risk factors for medication errors outside of these settings, specifically in the home. A systematic literature search was conducted using multiple databases for relevant articles in the English language between 2006 to 2017, including CINAHL, MEDLINE, PubMed, and PsycINFO. Search terms included ‘medication errors’, ‘home care’, ‘post-discharge’, ‘hospital readmission’, and ‘medication error risks in the home’. Exclusion criteria included medication errors in acute and extended care settings. The integrative review involved reading, analyzing and selecting articles, and summarizing on a matrix. Findings on occurrences of medication errors in the home included impaired client mental status, confusion related to medication names, limited understanding of medication purpose in the care plan and its side effects, level of health literacy, and client-provider miscommunication in discharge planning. Consistent and conflicting findings are discussed along with gaps in the literature. Limitations and implications for nursing practice, policy, research, and education are also noted

    Conflict Environments and Civil War Onset

    The spread of civil war poses serious risks and costs. We argue that conflict environments, which vary across time and space, systematically exacerbate the spread of civil war. As conflict in a state’s neighborhood becomes more spatially proximate and as lingering effects of conflict accumulate over time, that state’s risk of civil war onset increases. To theorize and test this argument, we construct the conflict environment (CE) score, a concept that taps into spatial and temporal dimensions of violence in a state’s neighborhood. Using the CE score in established empirical models of civil war onset, we demonstrate that a dangerous conflict environment consistently elevates the risk of civil war, outperforming traditional measures of nearby violence, even when domestic factors are taken into account

    Antioxidant activities of hydroxylated naphthalenes: the role of aryloxyl radicals

    Herein is delineated a first systematic framework for the definition of structure-antioxidant property relationships in the dihydroxynaphthalene (DHN) series. The results obtained by a combined experimental and theoretical approach revealed that 1,8-DHN is the best performing antioxidant platform, with its unique hydrogen-bonded peri-hydroxylation pattern contributing to a fast H atom transfer process. Moreover, the comparative analysis of the antioxidant properties of DHNs carried out by performing DPPH and FRAP assays and laser flash photolysis experiments, revealed the higher antioxidant power associated with an α-substitution pattern (i. e. in 1,8- and 1,6-DHN) with respect to DHNs exhibiting a β-substitution pattern (i. e. in 2,6- and 2,7-DHN). DFT calculations and isolation and characterization of the main oligomer intermediates formed during the oxidative polymerization of DHNs supported this evidence by providing unprecedented insight into the generation and fate of the intermediate naphthoxyl radicals, which emerged as the main factor governing the antioxidant activity of DHNs
