Launch of the Ethiopian Digital AgroClimate Advisory Platform (EDACaP) Progress Report on EDACaP Development and Hosting
This brief outlines progress achieved with the establishment of the Ethiopian Digital AgroClimate Advisory Platform (EDACaP) under the CCAFS project P263 (Regional and national engagement, synthesis and strategic research) with support from P1605 (Capacitating African Stakeholders with Climate Advisories and Insurance Development). EDACaP aims to build farmers' resilience through agro-climate advisories that digitally integrate climate, soil, crop and agronomic data and are delivered through SMS, IVRS and radio to development agents and farmers in local languages. It builds on a partnership between the Ethiopian Institute of Agricultural Research (EIAR), the Ministry of Agriculture (MoA), the National Meteorological Agency, CIAT, ILRI, CIMMYT with additional support from ICRISAT, IRI, and University of Florida
Fonctionnement et organisation du cadre institutionnel du changement climatique au Mali
Le Projet Flagship 4 du CCAFS mis en oeuvre au Mali, depuis 2014 considĂšre quâune
large adoption des pratiques respectueuses du climat peut contribuer à améliorer le
revenu des producteurs et rĂ©duire les risques de pertes de rĂ©coltes. Mais lâadoption des
options proposées ne serait possible que si un dispositif institutionnel performant est
mis en place pour soutenir la diffusion des technologies adaptées. La présente étude
est initiée pour faire le diagnostic du contexte institutionnel actuel au niveau du pays
et de proposer des options concrÚtes de renforcement des capacités des acteurs
intervenant dans le secteur pour permettre une intégration effective des effets du
changement climatique dans les plans et politiques nationaux de développement.
LâĂ©tude a identifiĂ© certaines contraintes majeures notamment la dĂ©pendance de lâEtat
malien aux appuis extérieurs qui limitent la mise en oeuvre effective des politiques de
changement climatique. Aussi, la déconnexion entre les niveaux de mise en
oeuvre national et local dans la gestion des aspects de gouvernance locale ; des
politiques publiques sans suivi-Ă©valuation du fait du manques de ressources
financiĂšres et humaines limitent la mise en oeuvre des politiques
Analyse des discordances entre les niveaux national et local par rapport Ă la gestion du changement climatique au Mali
Au Mali, lâanalyse des discordances entre le niveau national et le niveau local dans le domaine des politiques en lien avec le changement climatique questionne la problĂ©matique de la prise en compte des prĂ©occupations des communautĂ©s locales (en lâoccurrence rurales) dans ces politiques. Elle amĂšne aussi Ă nous interroger sur les interactions entre acteurs et les effets induits par les politiques sur les rĂ©alitĂ©s et les pratiques des acteurs concernĂ©s.
Il ressort quâun grand nombre de documents de politiques publiques et de normes ont Ă©tĂ© produits et des institutions dĂ©diĂ©es ont Ă©tĂ© mises en place au niveau national dans le cadre de la lutte contre le changement climatique. Cependant, sur le terrain, un fossĂ© existe toujours entre la rĂ©alitĂ© des mesures au niveau national et les pratiques au niveau local par rapport Ă la mise en Ćuvre de ces politiques. Les interventions au niveau local ne sont pas toujours en cohĂ©rence avec le contenu des documents officiels qui eux aussi sont assez souvent mal connus Ă lâĂ©chelle locale. Des problĂšmes de mise en cohĂ©rence des interventions existent mĂȘme au niveau des acteurs Ă©tatiques, entre eux dâune part, et avec les autres acteurs (pouvoirs traditionnels, services techniques, collectivitĂ©s, organisations de la sociĂ©tĂ© civile) dâautre part. Il est souvent reprochĂ© Ă lâEtat central, selon les acteurs locaux, de ne pas faire le nĂ©cessaire pour Ă©viter des divergences.
Au demeurant, il reste constant que lâĂ©cart entre les niveaux national et local vient du fait que les dispositions ne sont toujours harmonisĂ©es pour permettre une mise en Ćuvre au niveau local des mesures nationales prises. Une meilleure prise en compte des rĂ©alitĂ©s sociales, Ă©conomiques et culturelles en cours au niveau local dans la dĂ©finition des normes nationales pourrait offrir plus dâopportunitĂ©s pour rĂ©duire les Ă©carts observĂ©s
Launch of the initiative Enhancing National Climate Services (ENACTS) in Mali Bamako, Mali, November 3rd 2016
The amount and quality of station climate data has been declining all over Africa. Despite a noteworthy legacy in the provision of agro-meteorological extension to farmers (Mason, 2015; Dinku, 2016) , the large landlocked country of Mali is no exception: there, a security crisis in the northern half of the country since 2012 has further aggravated the provision of data from an already sparse weather station network. This greatly hinders local decision-making processes that may benefit from the use of climate data, and affects the ability of vulnerable communities to sustain their resilience capacity in a changing environment characterized by population growth, increasing externalization of risk and expected rise in the frequency of extreme events. Restoring the availability and accessibility of quality climate data over space and time is the aim of the ENACTS (Enhancing National Climate Services) initiative, promoted by the International Research Institute for Climate and Society (IRI, at Columbia University). On November 3, 2016, ICRISAT, Mali-Meteo and IRI launched the ENACTS initiative in Mali during a national workshop to i) introduce stakeholders to Mali Meteoâs new data and web interface (Mali Meteo Data Library) and; ii) solicit feedbacks and recommendations from the national community of users. This workshop was a result of collaboration between the CCAFS-funded CASCAID project (Capacitating African Smallholder with Climate Services and Insurance Development) led by ICRISAT and ICRAF, and the USAID-funded project Building Mali Meteoâs Capacity to Deliver Improved Climate Services, led by IRI. During the workshop, participants showed high interest in the new tools and requested additional capacitation through a dedicated follow-up event targeting sectorial applications of the data library and maprooms
Hodgkin Lymphoma at the Paediatric Oncology Unit of Gabriel Touré Teaching Hospital, Bamako, Mali: 5-Year Experience
Introduction. The aim of this retrospective, unicentric study over 5 years is to describe the epidemiologic, pathologic, clinic and therapeutic aspects of children treated for Hodgkin lymphoma in our paediatric oncology unit. Patients and Methods. From January 2005 to December 2009, all children under 18 years of age, with Hodgkin lymphoma were included in this study. The treatment protocol was the GFAOP (Groupe FrancoâAfricain d'Oncologie PĂ©diatrique) Hodgkin lymphoma treatment protocol. Results. During the study period, 217 cancer cases were diagnosed in our centre. Of these cases, 7 were Hodgkin Lymphoma (LH) (0.04%). The mean age was 11.7 years. The sex-ratio was 6/1. 4% (5/7) of patients were stage IIB and 28.6% (2/7) stage IIIB of Ann-Arbor classification. There were 3 cases (42.8%) of sclero-nodular subtype, 2 cases (28.6%) of lymphocyte-rich classical HL subtype, 1 case (14.3%) of mixed cellularity and 1 case (14.3%) of lymphocyte depleted subtype. With a median followup of 37 months, 5 patients (71.4%) are alive, and 2 patients (28.6%) died. Conclusion. Broader multicentric studies are needed for more accurate data on this malignancy

La prise en charge se fait dans des unitĂ©s dâoncologie mĂ©dicale ou le bilan dâextension et le lancement de la chimiothĂ©rapie sont des impĂ©ratifs incontournables. Food Security in Crop, Livestock and Mixed Farming Systems in Mali
This study evaluates the food security status, its determinants and the coping strategies in crop, livestock and mixed crop-livestock systems in southern Mali. Interviews were conducted with 258 households that were categorized into the three farming systems based on the revenue from livestock and crop production. A linear mixed model was used to analyse the effects of household characteristics on food security using the food consumption score (FCS), household dietary diversity score (HDDS), a modified household food insecurity access scale (mHFIAS) and coping strategies as indicators. Food consumption score was significantly influenced by the farming system with highest FCS for the livestock system (88) followed by the mixed system (77) and the crop system (69). Moreover, FCS was positively influenced by the number of crops cultivated, total farm milk production, off-farm income and number of raised chickens (p \u3c 0.1). The main difference in food intake between systems was for milk with average daily consumption of 201 ml, 110 ml and 60 ml in the livestock, mixed and crop systems, respectively. HDDS was also significantly influenced by the farming system with highest HDDS values for the livestock system (8.9), followed by the mixed system (8.2) and the crop system (8.0). Further, HDDS was positively influenced by crop diversity and number of chickens, and negatively influenced by the number of family dependents. During the food shortage period of August, households from the crop system were more food insecure than households from the mixed and livestock systems with mHFIAS values of 0.9, 1.5 and 4.3, respectively. Livestock and mixed systems were more resilient to food insecurity situations than the crop system. This study confirms the direct effect of milk production on milk consumption and the importance of livestock for enhancing food security and livelihood resilience
Les Goitres BĂ©nins En ORL Aspects Epidemiologiques Et Anatomocliniques : Ătude De 97 Cas
But : Analyse épidémiologique, clinique et anatomopathologique des goitres bénins. Méthodologie : Etude rétrospective de janvier 2002 à décembre 2006 sur dossier de patients ayant consulté en ORL pour goitre. Les paramÚtres suivant ont été étudiés :
- interrogatoire : ùge, sexe, profession, résidence, ancienneté du goitre, motif de consultation ;
- examen clinique précisant résultats palpation, classification OMS de 1962 du goitre ;
- résultats de l\'échographie ;
- résultats du dosage de la TSH ultrasensible.
Ont été exclus tous les dossiers comportant une histologie suspecte et/ou maligne et les inflammations de la thyroïde. Ainsi a-t-on retenu 97 dossiers sur 122.
Résultats : Notre recrutement a été marqué par une forte proportion d\'adulte jeune (classe d\'ùge de 31 à 50 ans : 78 patients) et par une prédominance féminine (sex-ratio, 17/80).
Ces patients étaient plus souvent des femmes au foyer et résidaient le plus souvent à Bamako. Ils étaient porteurs à 52% de goitre évoluant depuis plus de vingt ans et à 44% de plus de dix ans d\'évolution. Deux signes principaux ont amenés les patients à consulter : les signes d\'hyperthyroïdie et la tuméfaction cervicale disgracieuse. Le goitre était de type 3 de l\'OMS dans 68% des cas. Un aspect multi nodulaire clinique a été vu chez 81 patients. A l\'imagerie, nous avons noté 10% de goitre isoéchogÚne. L\'examen anatomopathologie a plus souvent trouvé des goitres de type macro folliculaire sur les piÚces d\'exérÚse. Ils étaient dans 20% des cas des goitres en activité. Conclusion : Le praticien ORL en pays d\'endémie goitreuse se doit de connaßtre tous les contours de la pathologie thyroïdienne.
Il ne doit jamais oublier non plus que la prise en charge efficiente doit ĂȘtre multidisciplinaire (Endocrinologue, Radiologue, Anatomopathologiste, AnesthĂ©siste RĂ©animateur).
Patients and methods : retrospective study of 97 cases traeted from January 2002 to December 2006. Were excluded malignant and inflammatory thyroid deseases.
Results: Our patients were essentially young adults (from 31 to 50 years: 78 patients) . We noted a female prevalence (sex-ratio: 17/80) 52% had more than twenty years evolution goiter and 44% more than ten years evolution. Two principal symptoms led the patients to consult: those of hyperthyroidy and cervical swelling. The goiter was classified as type 3 of WHO in 68% of the cases. A multi nodular aspect was found among 81 patients. We noted 10% of isoechogene goiter. The treatment was surgery The histological examination found macrofollicular goiter in the majority of cases.
