Política social en tiempos de crisis

The socioeconomic crisis has already lasted four years, its social consequences of massive unemployment, an increase in inequality and new social gaps worsening over time. The need for public protection has widened with the growing risks for social cohesion. The prevailing political management, a liberal-conservative one, prioritizes the interests of the financial markets who are responsible for the crisis. Far from regulating them and pushing forward economic reactivation and job creation, it adopts measures for control and austerity. The consequence is economic stagnation and the prolongation of the crisis, with an attempt to push off its costs again onto the majority of society. Its features are the restriction of the percentage in public social spending per inhabitant in respect to the per capita GDP, a decrease in the strength of protection and an institutional restructuring entailing a bigger segmentation and privatization of public service. At the same time, the majority of the population demands decent employment and guarantees of socioeconomic and labour rights. Social reforms in this period are determined by the dual dynamic, with the option for an exit from the crisis either more regressive or more balanced. The subject of this research is the changes in policies within this context. The social impact of the crisis is analyzed together with the restructuring of the Welfare state, the scare legitimacy of social cuts among the people and the difficulties of and outlook for social reform.La crisis socioeconómica dura ya cuatro años, con el agravamiento de sus consecuencias sociales de paro masivo, incremento de la desigualdad y nuevas brechas sociales. Las necesidades de protección pública se han ampliado frente a riesgos cada vez mayores para la cohesión social. La gestión política dominante, de carácter liberal-conservador, prioriza los intereses de los mercados financieros, causantes de la crisis. Lejos de regularlos e impulsar la reactivación económica y la creación de empleo, adopta medidas de ajuste y austeridad. La consecuencia es el estancamiento económico y la prolongación de la crisis, con el intento de hacer recaer sus costes nuevamente sobre la mayoría de la sociedad. Sus características son la limitación del porcentaje de gasto público social por habitante respecto del PIB per cápita, la disminución de la intensidad protectora y una reestructuración institucional con mayor segmentación y privatización de servicios públicos. Al mismo tiempo, la mayoría de la población demanda empleo decente y garantías de derechos socioeconómicos y laborales. Las reformas sociales, en este periodo, están condicionadas por esa doble dinámica, con las opciones de una salida de la crisis más regresiva o más equilibrada. El objeto de esta investigación son los cambios de la política social en este contexto. Se analizan el impacto social de la crisis, las características de la reestructuración del Estado de bienestar, la escasa legitimidad ciudadana de los recortes sociales y las dificultades y perspectivas para la reforma social

Rentas sociales, trabajo y ciudadanía

The new mechanisms called basic or social income, in the frame of labour transformations, social segmentation and the present ‘rationalization’ of social protection have two constituents: one about social reform, another one about cultural process. This article focuses on the second component, the cultural one, and points out the importance that these reforms, proposals and debates have on the processes of socialization and social legitimation as well as on the formation of social citizenship and on the renewal of new mentalities and currents of thought. It goes deeper on two key aspects: the relationship between the universality of rights and social necessities on the one hand and action for equality on the other and also the opposition between total unconditional support and reciprocity or solidarity values. The article explains the most significant theoretical discussions that lay behind the speeches that support some of the proposals. Finally, it states the main criteria for a social income.Los nuevos mecanismos llamados rentas básicas o sociales, en el marco de las transformaciones del trabajo, la segmentación social y la actual ‘racionalización’ de la protección social, tienen dos componentes: uno, de reforma social; otro, de proceso cultural. El artículo se centra en el segundo componente, el cultural, y señala la importancia que tienen estas reformas, propuestas y debates en los procesos de socialización y legitimación social, así como, en la conformación de la ciudadanía social y en la renovación de nuevas mentalidades y corrientes de pensamiento. Profundiza en dos aspectos clave: la relación entre la universalidad de los derechos y las necesidades sociales y la acción por la igualdad, y la oposición entre incondicionalidad total y reciprocidad o valores solidarios. Explica las polémicas teóricas más significativas que hay detrás de los discursos que fundamentan algunas propuestas. Por último, expone los criterios fundamentales de una renta social

Hic et nunc: a Henry Corbin’s category of extistence hermeneutics

A través de la noción de hic et nunc se intenta hacer un acercamiento a la hermenéutica de Henry Corbin, entendida como experiencia de vida que abre el horizonte trascendental de la existencia. Se compara esta hermenéutica con las formas de comprensión en Asín Palacios, Massignnon y Heidegger, con algunas calas en Pablo de Tarso y Karl Barth.Through the concept of hic et nunc, this paper is an approach to Henry Corbin’s hermeneutics. This one could be undestood as an experience of life that opens the trascendental horizon of existence. It wil compared with Asín Palacios, Massignon and Heidegger’s hermeneutic; inaddition it will be introduced some reflections by Paul of Tarsus and Karl Barth
