Fiscal and non-fiscal determinants behind the creation of new work places in the private sector: a review of chosen areas

W artykule tym autorka przyjęła za cel wskazanie fiskalnych i pozafiskalnych uwarunkowań związanych z tworzeniem nowych miejsc pracy w sektorze prywatnym. Pomocne w realizacji tego celu było studium aktów prawnych i literatury a także pozostałe metody teoretyczne: analiza, synteza, porównanie, uogólnienie, metody wnioskowania indukcyjnego i dedukcyjnego. Wynikiem badań było wyodrębnienie danin publicznych mających znaczenie w określeniu kosztów zatrudnienia pracownika. Należą do nich przede wszystkim składki z tytułu ubezpieczenia emerytalnego, rentowego i wypadkowego oraz składka na Fundusz Pracy. Następnie ukazano specyfikę kapitału ludzkiego i społecznego, kompetencji pracowników, globalizacji i różnic pokoleniowych mających znaczenie dla obecnego rynku pracy. Wnioski z przeprowadzonych badań dowodzą, iż koszty zatrudnienia pracownika od kilku lat pozostają na względnie stabilnym poziomie (największe zmiany związane z podwyższeniem składki na ubezpieczenie rentowe miały miejsce w 2012 r.) Wyzwaniem staje się natomiast dostępność kadry, głównie pokolenia Y, która miałaby odpowiadać na rosnące zapotrzebowanie rynkowe i to w perspektywie długoterminowej.The author of this article presents fiscal and non-fiscal factors that determine the creation of new work places in the private sector. To help explain this topic it was important to study the legal acts and available literature as well as use of other qualitative theoretical methods such as: analysis, synthesis, comparison, generalization, deductive and inductive reasoning methods. This resulted in distinguishing public levies which are significant to determine the costs of employment. These costs mainly include contributions to the pension (retirement insurance, disability insurance premium and work accident insurance) as well as to the Labour Fund. In the following part the author presents the specifics of the human and social capital, employee’s competencies, globalisation and generational differences that impact the current job market. The outcome of this study concludes that employment costs have remained fairly stable for the last few years (the last major increase of employment contributions took place in 2012). Nonetheless, a growing scarcity of human resources, especially generation Y, has become the biggest challenge

ENTITIES PERFORMING SELF-GOVERNMENT PUBLIC TASKS - SPECIFICITY OF ACTING AND FUNDING

The goal of this article was to identify and characterize entities that participate in the process of performing public tasks. It contains their types and method of financial and/or organizational relationship with the budget of the municipal self-government. The article uses the methods of analysis and literature review as well as inductive and deductive reasoning. Institutional documents of a normative nature regarding the principles of self-government functions and literature on public (local) finances were used for the conducted research. The results show that functionally, the relationships between municipal companies and a commune budget can lead to disruptions in the assessment of the state of indebtedness of a local government entity. Following the experience of Great Britain, it can be concluded that one of the rational possibilities for carrying out projects is through a Public-Private Partnership. However, this solution can also bring financial dangers. Incorrectly dividing risks may lead to postponements of project performance or an excessive financial burden on the local government. It should also be noted that the private capital involvement formula (PPP contracts) can be used when there are economic benefits in the implementation of a specific public project, the scale of which may be of interest to the owners of capital. A significant number of public projects that are carried out by municipalities, especially in smaller (rural) entities, are in short supply and, in principle, do not give such an opportunity

Problemy opodatkowania nieruchomości w Polsce – przegląd wybranych aspektów

The aim of the paper is to present some practical problems in the dimension of property tax. The article focuses on presenting the specifics of real estate taxation in Poland in relation to the objects of taxation, indicated maximum level of tax rates (and also the lowest) and identifies the basic scope of tax exemption. Particular attention is paid to the taxation of windmills, living spaces used for economic activity (business) and garages in collective residential buildings.W artykule ukazano wybrane praktyczne problemy związane z wymiarem podatku od nieruchomości. Główną uwagę skupiono na zaprezentowaniu specyfiki opodatkowania nieruchomości w Polsce w odniesieniu do przedmiotów opodatkowania. Ponadto wskazano wysokość maksymalnych stawek podatkowych (oraz możliwości ich obniżenia) i zamieszczono podstawowy zakres zwolnienia z tego rodzaju podatku. Szczególną uwagę poświęcono zagadnieniu opodatkowania wiatraków, części mieszkalnych zajętych na działalność gospodarczą oraz garaży w budynkach zamieszkania zbiorowego

Celem artykułu było zaprezentowanie specyfiki, zakresu i skali działania Centrów Usług Wspólnych w Polsce. Są to podmioty racjonalizujące koszty, tworzone głównie przez międzynarodowe organizacje działające w sferze biznesu.W artykule zdefiniowane zostały determinanty lokalizacji tych jednostek oraz rodzaje usług świadczone w ramach Centrów. Ponadto wskazano także na zależność dotyczącą rozwoju centrów usług wspólnych a wzrostem liczy miejsc pracy w innych branżach. Aby osiągnąć założony cel Autorka posłużyła się m.in. danymi publikowanymi w raportach Związku Liderów Sektora Usług Biznesowych (ABSL), który jest wiodącą organizacją reprezentującą nowoczesne usługi dla biznesu w Polsce. Podmiot ten skupia centra usług wspólnych, outsourcingu procesów biznesowych, outsourcingu, centra badawczo-rozwojowe (Research&Development, R&D) oraz firmy wspierające rozwój sektora. Ponadto w artykule zwrócono także uwagę na instrumenty New Public Managment tj. możliwości tworzenia Centrów Usług Wspólnych w podsektorze samorządowym

Celem artykułu było przedstawienie alternatywnego rozwiązania problemu pozyskania środków pieniężnych w początkowym etapie organizowania i prowadzenia jednoosobowej działalności gospodarczej. Dokonano tego poprzez symulację finansowania crowdfundingiem, wybranego przedsięwzięcia dotyczącego rynku motoryzacyjnego Aby uwypuklić specyfikę finansowania społecznościowego (zarówno jego mocne jak i słabe strony), zaprezentowano konwencjonalne źródło pozyskania kapitału, do którego zaliczono kredyt bankowy. W artykule zamieszczono także uproszczone porównanie wymagań w odniesieniu do obydwu możliwości pozyskania kapitału na działalność gospodarczą. Opracowanie to ma formę analizy przypadku i uzyskanych w ten sposób wyników nie należy uogólniać na inne projekty czy profile związane z prowadzeniem działalności gospodarczej

POLAND’S “FAMILY 500+” PROGRAM AS AN OPPORTUNITY TO SOLVE THE PROBLEMS OF FAMILY AND DEMOGRAPHIC POLICY

The goal of this article was to identify and characterize the socio-economic effects of the introduction of the “Family 500+” program in Poland. The research part focused on checking the implementation of the assumptions, which were placed on the introduction of the "Family 500+" program. The main focus of the study was fertility, the improvement of which is a key goal of the program. The research methods used in the article were: data analysis method - data on the number of births of children in Poland, the fertility rate as well as the method of synthesis, inference and interpretation were analyzed. On the basis of the data analysis, conclusions were drawn and their nature explained. This was done in order to reflect on the effectiveness of public spending on the "Family 500+" program. To achieve the intended objective, research and analysis were carried out using selected indicators and statistical data. Their results allowed to verify the effectiveness of public funds spent on the indicated program

Effect of Nanoparticles Surface Charge on the Arabidopsis thaliana (L.) Roots Development and Their Movement into the Root Cells and Protoplasts

Increasing usage of gold nanoparticles (AuNPs) in different industrial areas inevitably leads to their release into the environment. Thus, living organisms, including plants, may be exposed to a direct contact with nanoparticles (NPs). Despite the growing amount of research on this topic, our knowledge about NPs uptake by plants and their influence on different developmental processes is still insufficient. The first physical barrier for NPs penetration to the plant body is a cell wall which protects cytoplasm from external factors and environmental stresses. The absence of a cell wall may facilitate the internalization of various particles including NPs. Our studies have shown that AuNPs, independently of their surface charge, did not cross the cell wall of Arabidopsis thaliana (L.) roots. However, the research carried out with using light and transmission electron microscope revealed that AuNPs with different surface charge caused diverse changes in the root’s histology and ultrastructure. Therefore, we verified whether this is only the wall which protects cells against particles penetration and for this purpose we used protoplasts culture. It has been shown that plasma membrane (PM) is not a barrier for positively charged (+) AuNPs and negatively charged () AuNPs, which passage to the cell

This chapter is dedicated to subject area of quality of functioning of student’s in scholastic environment, with emphasis on safety confidence in students perception. Theoretical basis refers to humanistic psychology, theory of C. Rogers (1983) and PCA (Person Centered Approach) model. Quoted research were meant to recognize the opinion of students on the subject of safety in schools, diagnosing the situation in schools and carrying out actions which would increase safety in scholastic environment.Rozdział ten jest poświęcony przybliżeniu tematyki jakości funkcjonowania uczniów w środowisku szkolnym, ze szczególnym uwzględnieniem poczucia bezpieczeństwa w opinii uczniów. Podstawa teoretyczna nawiązuje do psychologii humanistycznej, teorii C. Rogersa (1983) i modelu PCA (Person Centered Approach). Jubileusz 100-lecia Biblioteki Pedagogicznej w Toruniu (1921-2021)

In the 2021, Biblioteka Pedagogiczna (The Pedagogical Library) im. gen. bryg. prof. Elżbiety Zawackiej in Toruń celebrated the centenary of its existence. The anniversary became an occasion and, at the same time, an inspiration to undertake many initiatives, the recipients of which were mainly teachers, students, pupils, and inhabitants of the region. The Pedagogical Library in Toruń has a long and interesting history. It is an important institution on the educational map of Toruń and the Kuyavian-Pomeranian Voivodeship. It provides its services primarily stationary, at the same time trying to expand its educational offer with remote offers. In the jubilee year, the Pedagogical Library in Toruń prepared and implemented many events, both independently and in cooperation with various institutions. The text presents the activities undertaken in the jubilee year, which also became the background for showing the broad spectrum of the library's activity in the local environment.W 2021 r. Biblioteka Pedagogiczna im. gen. bryg. prof. Elżbiety Zawackiej w Toruniu obchodziła jubileusz stulecia swojego istnienia. Rocznica stała się okazją i jednocześnie inspiracją do podjęcia wielu inicjatyw, których odbiorcami byli przede wszystkim nauczyciele, studenci, uczniowie i mieszkańcy regionu. Biblioteka Pedagogiczna w Toruniu posiada długą i interesującą historię, jest ważną placówką na mapie edukacyjnej Torunia i województwa kujawsko-pomorskiego. W roku jubileuszowym Biblioteka Pedagogiczna w Toruniu przygotowała i zrealizowała wiele wydarzeń, zarówno samodzielnie, jak i we współpracy z różnymi instytucjami. W tekście zaprezentowano działania podjęte w roku jubileuszowym, co stało się także tłem do pokazania szerokiego spektrum działania biblioteki w środowisku lokalnym

Diverse influence of nanoparticles on plant growth with a particular emphasis on crop plants

The article describes the current knowledge about the impact of nanoparticles on plant development with a particular emphasis on crop plants. Nanotechnology is an intensively developing field of science. This is due to the enormous hopes that have been placed on the achievements of nanotechnology in various areas of life. Increasingly, it has been noted that apart from the future benefits of nanotechnology in our everyday life, nanoparticles (NPs) may also have adverse effects that have not been sufficiently explored and understood. Most analyses to date have been focused on the influence of nanomaterials on the physiological processes primarily in animals, humans and bacteria. Although our knowledge about the influence of NPs on the development of plants is considerably smaller, the current views are presented below. Such knowledge is extremely important since NPs can enter the food chain, which may have an influence on human health
