Theories of the initial mass function

We review the various theories which have been proposed along the years to explain the origin of the stellar initial mass function. We pay particular attention to four models, namely the competitive accretion and the theories based respectively on stopped accretion, MHD shocks and turbulent dispersion. In each case, we derive the main assumptions and calculations that support each theory and stress their respective successes and failures or difficulties.Comment: Invited review for IAU symposium 270 'Computational star formation', Ed., J. Non-competition factors in the European competition policy: The necessity of institutional reforms

The European competition policy can look back at a successful forty-year old practice of application by the European Commission. However, non-competition factors in the competition policy has become more and more relevant with the increasing importance of the so called positive integration. In a multitude of merger and state aid cases such influence of non-competition factors can be shown. To protect the European competition policy from political influence and therefore from the influence of non-competition factors a new institutional framework for the European competition policy should be set up. The decision-making process in the field of competition policy should be institutionalised with an independent European Antitrust Office and with an independent State Aid Commission

Grand Challenge: Real-time Destination and ETA Prediction for Maritime Traffic

In this paper, we present our approach for solving the DEBS Grand Challenge 2018. The challenge asks to provide a prediction for (i) a destination and the (ii) arrival time of ships in a streaming-fashion using Geo-spatial data in the maritime context. Novel aspects of our approach include the use of ensemble learning based on Random Forest, Gradient Boosting Decision Trees (GBDT), XGBoost Trees and Extremely Randomized Trees (ERT) in order to provide a prediction for a destination while for the arrival time, we propose the use of Feed-forward Neural Networks. In our evaluation, we were able to achieve an accuracy of 97% for the port destination classification problem and 90% (in mins) for the ETA prediction

Nachdem das Düsseldorfer Landgericht dem Textilkaufhaus C&A eine Rabattaktion vom verboten hatte, ist das Wettbewerbsrecht in jüngster Zeit wieder verstärkt in die Diskussion geraten. Verwirrung entstand vor allem deshalb, weil das Rabattgesetz bereits im letzten Jahr abgeschafft wurde. Das Landgericht beruft sich bei seiner Entscheidung jedoch auf das Gesetz gegen unlauteren Wettbewerb (UWG). Besteht auch hier Reformbedarf? --

Wie ökonomisch ist der "more economic approach"? Einige kritische Anmerkungen aus ordnungsökonomischer Sicht

Ziel der Untersuchung ist es, grundsätzliche Überlegungen, insbesondere aus ordnungsökonomischer Sicht, über den "more economic approach" der Europäischen Kommission anzustellen. Prinzipiell ist zunächst zu fragen, was eigentlich mit dem ökonomischeren Ansatz in der europäischen Wettbewerbspolitik gemeint ist. D.h., es ist nach der Zielsetzung und der Ausgestaltung des "more economic approach" zu fragen. Die Meinungen sowohl der Ökonomen als auch der Kartelljuristen über den neuen Ansatz in der Wettbewerbspolitik sind gespalten. Während einerseits in ihm die Möglichkeit gesehen wird, die bisher im Strukturdenken verhaftete "orthodoxe" Wettbewerbspolitik zugunsten einer an der ökonomischen Effizienz orientierten Wettbewerbspolitik zu überwinden, werden andererseits die Risiken einer wohlfahrtsökonomischen Instrumentalisierung der Wettbewerbspolitik betont. --
