コミュニティ組織再編と行政 : 地域間関係の課題 : 大阪市のコミュニティ施策実施体制調査より

人口減少や高齢化に直面する日本では、地域の課題解決の担い手として、学区などの身近な地域の地域団体を結集した地域組織である「地域自治組織」の設立が進んでいる。先行研究の整理からは、「地域自治組織」が課題解決の担い手となるためには、自治体行政と地域との間で形成されてきた地域協働体制の見直しが欠かせないことが論点となる。本稿では自治体行政による「地域自治組織」の制度運用に注目して、この論点についてどのような点を検討すべきかを考察した。大阪市の行政区に対するヒアリング調査のデータの分析からは、以下の四点が明らかになった。第一は、コミュニティ施策の重要性や特質をふまえた制度間の調整である。第二は、「地域自治組織」支援体制の充実である。第三は、行政協力業務や公共的サービスの見直しである。第四は、地域の負担抑制と新しい取り組みの掘り起しである。Currently in Japan, “community self-governing bodies” which are community organizations that bring together local groups in familiar areas such as school districts, are being established to play a leading role in solving local issues. Previous studies have shown that in order for “community self-governing bodies” to become problem-solvers, it is essential to review the local cooperation system that has been formed between the local government administration and the community. This paper focuses on the operation of the system of “community self-governing bodies” by local government administrations and examines what points should be considered regarding this issue. An analysis of data from an interview survey of the administrative wards of Osaka City revealed the following four points. The first is the coordination among systems, taking into account the importance and characteristics of community policies. The second is the enhancement of the support system for “community self-governing bodies”. The third is reconstructuring of administrative cooperation tasks and public services. 文字盤入力方式を支援する音声通知機能 ―百相鍵盤『き』の場合―

百相鍵盤『き』はパソコンの鍵盤で実現した独自の文字盤入力方式で、その概要と習得の方法は既に本学テクノレポートで紹介している。本稿では、この百相鍵盤『き』での入力を支援する音声通知機能について述べる。この機能は、打鍵により鍵盤面の文字配列が入れ替わるなどの状態変化があるとその旨を、下見機能使用時は下見に打った鍵の内容を、それぞれ、音声で知らせる。音声で読上げる文は使用者が自分に分かるように作成することができる。百相鍵盤『き』では、文字は文字配列における位置で特定でき、文字配列は文字鍵の配列に反映されるので、その表示と音声による打鍵確認をタッチメソッドの打鍵操作と組合わせることで、目、耳、指を有効に使う学習的操作で入力ができ、前二者のいずれかが不得手の場合でも他の二者をやはり有効に使う入力ができる。departmental bulletin pape

文字盤入力方式の習得用機能と練習方法 ―百相鍵盤『き』の場合―

本学テクノレポート１０(2)に紹介した文字盤入力方式を習得するための練習方法について述べる。一般に、文字盤入力方式は、目的字の文字鍵を知っていれば直ぐ入るが、不明の場合には、それを知るために手間がかかり、はじめのうちは入力作業のほとんどがその手間に費やされることが難点とされる。そこで、同方式に実装されている「倣い入力」の機能を応用して、(1)実際の文章を次々打ってみる、（２）「ＮＨＫ新用字用語辞典第３版」の用例集にある約２万語を例にして、常用漢字を教育漢字１学年配当表文字から１字ずつ語例と共に習得して行くなど、作者の使用経験に基づいて整理した練習方法を紹介する。この練習過程で、文字の位置を知ることは配列規則を拠り所にすれば容易であり、文字→位置→指で入力に至るこの方式の有用性が理解されると思われる。departmental bulletin pape
