    Conversion Mechanism of Willingness to Public Joining in Traffic Management Based on Behavior Mechanism

    旨在分析交通管理公众参与意愿转化为实际行动低的原因。研究区域为西安市钟楼地区,并借助行为选择的前景理论,提出基于经济人假设的公众参与效用函数模型,进而定量测定交通管理公众参与意愿转化内在机制。结果表明:公众参与意愿转化度低,原因在于公众对参与交通管理带来的效用估测较低。同时,不同年龄段对参与效用的估测存在差异性,导致各年龄段参与方式选择的差异。The purpose is to analyze why willingness of public joining in traffic management hardly translates into action.Take Xi'an Bell tower as the study area,and utilize behavior- selection mode and put forward utility function of public participation based on hypothesis of economic- man,then research conversion mechanism of willingness of public joining in traffic management used in quantitative determination method.It shows: The reason that willingness hardly translating into action is that the public value joining in traffic management low.Meanwhile,there is a gap during different ages,which results in the difference on selection mode joining in

    “海峡西岸经济区“的建设是完善我国对外开放和区域经济格局的重要板块,而综合交通可达性则是衡量区域一体化发展以及区内外经济社会联系的重要指标。本文通过构建经济区内部平均交通时距以及区内外综合可达性指标,借助ArC gIS等有关分析工具,对海峡西岸经济区的综合交通体系在2001年、2006年、2011年不同时间断面上的地域空间特征进行了分析比较,总结出“海峡西岸经济区“战略规划实施以来区域综合交通体系演变特征与演进态势,并对未来海西经济区综合交通发展提出若干建议。This essay focuses on the comprehensive transport accessibility of Western Taiwan Straits Economic Zone and utilizes different measurements to build the accessibility of the average transport time distance and the indicators of accessibility of cities and counties inside the district as well as the external and comprehensive ones.The indicators of average transport time distance and comprehensive transport accessibility are built to analyze the regional spatial characteristics of Western Taiwan Straits Economic Zone in different time sections of 2001, 2006 and 2011 with spatial analysis tools, like Arc GIS.The evolution characteristics and trends of regional comprehensive transport system are concluded by the analysis and assessment above.We found that, it is provided that the solid policy support for the development of Western Taiwan Straits Economic Zone was officially included in the "Eleventh Five-Year Plan" of Fujian and China from 2006.Since the Western Taiwan Straits Economic Zone strategy started, the development of infrastructure was more rapid and efficient than before, and the indices of accessibility increased faster and the spatial convergence effect was more pronounced; the gaps of accessibility were shrinking along with the gradually increasing equilibrium and the narrowing difference of hierarchy, and hierarchical structure has undergone profound changes.国家自然科学基金青年基金项目(51208444); 教育部人文社会科学研究青年基金项目(11YJCZH058); 厦门大学中央高校基本科研业务费项目(20720140519

    A Probe into the Relationship between Industrial & Employment Structure under New Urbanization Background:A Case Study of Shishi

    城市的形成与发展本质是要素的流动与集聚,新型城镇化的关键是保证“城镇化人口“的充分就业,产业转型升级应与就业结构演变相协调。以石狮市为例,运用产业结构偏离度分析了产业结构与就业结构之间的协调关系,并对石狮市产业转型升级困难的原因进行初步探讨。研究发现:石狮市产业结构与就业结构协调性较好,第一、第二产业存在相对剩余劳动力,而第三产业的就业人口吸纳潜力在逐步上升;第二产业仍占有绝对的就业贡献率,但其就业吸纳水平呈下降趋势,将逐步低于第三产业;第三产业的就业结构变动落后其结构调整的原因在于存在相对剩余劳动力行业的就业人员受教育程度较低,难于迅速转化为第三产业的劳动力,从而对产业结构升级产生延缓滞后效应。The intrinsic quality of urban formation and development is the flow and agglomeration of elements.The key of the new urbanization is the urbanized people's full employment and the coordination of industrial transformation and upgrading in harmony with employment structure evolution.By taking the city of Shishi as a case study,and with the indexes of the industrial structure deviation,this paper analyzes the coordination between industrial transformation with population and employment structure,and the reason why Shishi's industry transforms and upgrades difficultly.Major conclusions can be drawn as follows:Industrial transformation and upgrading,for the city of Shishi,is generally in harmony with employment structure evolution.In addition,there is relative surplus in the primary and secondary industries but an increasing labor-admitted power in the tertiary industry.The secondary industry still takes a big employment rate,but its labor-admitted power is on a declining curve and lower than that of the tertiary industry stage by stage.The reason why the employment structure in the tertiary industry changes behind its adjustment is a low education level accepted,in those sectors that have relative labor surplus,which indicates some difficulties for relative surplus labors in the secondary industry converting into the third workforce.Then this takes a delayed effect on industrial upgrading.国家自然科学基金青年项目(51208444); 教育部人文社会科学研究青年基金项目(11YJCZH058); 厦门大学“中央高校基本科研业务费”项目(20720140519
