    Supreme Audit Institutions: A Vanishing Mediator for Democracy?

    As unique and sui generis organizations Supreme Audit Institutions (SAIs) are one of the most important key actors of modern democratic-political system. They must not be regarded simply as administrative or regularity-oriented extensions of the public management framework. If we don’t want “the democratic representativeness” to be reduced to “a dead point of an institutionalism”, we have to let “the political” reveal in all its robustness. The sheer “democratic modus vivendi” only goes with this sort of de-constructivist and emancipatory state philosophy. Our claim is that without considering the spirit of “the political”, it is almost impossible to appreciate the sheer role and function of the SAIs in the modern democratic state system. An SAI appears just like a “vanishing mediator” in the political system. It institutionally serves for the figuration of the political and then it functionally vanishes away to give birth to the political. So what makes an SAI vital for the democracy is closely associated with the role of “vanishing mediator”. If an SAI is enabled to take part in the setup of political system without any barrier and if its legislative reporting function is carried out through a deliberative and open agenda, the critical role of the SAIs in remaking process of the political will eventually emerge

    OPINIONS OF GEOGRAPHY TEACHERS ON THE TEACHING OF SHAPE AND MOVEMENT OF EARTH IN THE 9TH GRADE GEOGRAPHY CURRICULUM

    This research aims to examine the views of geography teachers on the teaching of the shape and movement of Earth in the 9th grade geography curriculum. The opinions of 15 teachers on this subject, which is at the 9th grade level in the geography course curriculum, were discussed with the case study model of the qualitative research method. The teachers, working in different socio-cultural regions of Istanbul, were asked nine open-ended questions prepared by the researchers and which attempted to get their opinions in detail. The geography teachers stated that while teaching this subject, students had problems with understanding and using Turkish, the course hours and textbooks were inadequate, there was a high number of students in the classroom, the course content was incompatible with the secondary school program, and there were problems related to the curriculum. The study found similar results to other studies in the literature. In line with these results, it is suggested textbooks should be supported with up-to-date technology to make the subject more interesting, the variety of teaching methods should be increased, geography branch classrooms in schools should be established, teachers’ in-service training should be increased, and the number of EBA materials on this subject should be increased

    LSTM Based Source Code Generation for Turkish Pseudo Code of Algorithm

    Algorithmic thinking and programming abilities of students is controversial and popular issue in technological education programs in schools and universities. Students that have not best mathematical and analytical background may have difficulties in learning computer programing. Moreover, learning programming is highly difficult for a single individual to establish connection between discrete pseudo code of algorithm and source code. Another problem is required time to write a piece of program code. In order to solve this problem, there are some tools that tutor students to get analyze and realize relation between pseudo code and source code. In this study, we propose a deep learning method that is Long Short Term-Memory (LSTM) based source code generator from Turkish pseudo codes. For this purpose, we used Introduction to programming course exams in vocational high school as dataset to train LSTM. When users query a Turkish pseudo code of algorithm, C# source code is generated. In order to measure success of proposed system, generated source code and instructor’s source code is analyzed with text similarity methods. Results show that proposed system is useful for students to learn fundamental programming skills

    Günümüzde bilişim teknolojilerinin yaygınlaşması sebebiyle dijital içerik ihtiyacı artmıştır. Bu içeriklerin oluşturulması zaman alıcı ve maliyetli bir süreçtir. İçerik oluşturulurken öğrenme nesnelerinden faydalanılmaktadır. Bu nesnelerin bilgisayarlar tarafından keşfedilebilir ve okunabilir olması yeniden kullanılabilirlik ve paylaşılabilirlik açısından önemlidir. Bu sebeple nesneler tanımlayıcı kimlik bilgilerini içeren üstveriler ile bütünleşik olarak kullanılmaktadırlar. Bu üstveriler ne kadar düzgün oluşturulup sınıflandırılırsa nesnelerin kullanılabilirliği o derece artmış olmaktadır. Bu sebeple nesnelerden otomatik üstveri çıkartan birçok yöntem geliştirilmiştir. Bu çalışmada da Konvolüsyonel Sinir Ağları (KSA), Tekrarlayan Sinir Ağları (TSA) gibi derin öğrenme ve Doğal Dil İşleme (DDİ) yöntemleri kullanılarak öğrenme nesnelerindeki içeriklerden otomatik olarak üstveri çıkartılması ve sınıflaması yapılmıştır. Sistemin başarısı ve doğruluğu örnek öğrenme nesneleri ile test edilmiştir. Sonuçlar sistemin başarılı bir şekilde kullanılabileceğini göstermiştir

    The Analysis of Articles Related to Curriculum and Instruction Field in Educational Researcher Journal (2005 - 2016)

    The purpose of this study is to reveal the research tendencies in the articles related to curriculum and instruction published in Educational Researcher Journal during the last ten years (2005-2016). Descriptive survey model and document analysis were used to conduct the study. A content analysis approach was used to analyse the data obtained. By making general evaluation in the analysed articles according to their subjects, research design and methods, data collection tools, sampling types, genders of the researchers and the publishing years of the articles, the tendency in this field was aimed to be determined. As a result of the study, it was revealed that the subjects of the articles are mostly related to instruction levels curriculum, tendencies in education, teacher training, education reform, and teaching approaches. The main research design used in this article is the literature review. The research method used is qualitative, and the document analysis was employed as a data collection tool

    İlköğretim Okullarında Görev Yapan Öğretmenlerin Bireyselleştirilmiş Eğitim Programının Uygulanmasına İlişkin Öğretmen Görüşleri

    Bu araştırmada, ilköğretim okullarında görev yapan öğretmenlerin bireyselleştirilmiş eğitim programının (BEP) uygulanmasına ilişkin öğretmen görüşlerini belirlemek amaçlanmıştır. 2017-2018 eğitim öğretim yılında Zonguldak İli Devrek İlçesinde gerçekleştirilen çalışma kapsamında farklı okul ve branşlarda görev yapan 12 öğretmen ile görüşmeler yapılmıştır. Nitel olarak şekillenen araştırmanın verilerinin toplanmasında araştırmacı tarafından geliştirilen görüşme formu kullanılmıştır. Görüşme soruları belirlenirken önce alanyazın taranmıştır. Yapılan araştırmalardan sonra taslak maddeler oluşturulmuştur. Görüşme formuna son halini vermeden önce 6 uzman görüşünden yararlanılmıştır. Ses kaydına alınarak gerçekleştirilen görüşmelerin süresi 15-20 dakikadır. Veriler içerik analizi kullanılarak çözümlenmiştir. Araştırma sonucunda öğretmenlerin, kaynaştırma uygulaması ve BEP uygulama sürecine yönelik olarak süre sıkıntısı, velilerin bilinçsiz olması, uygulamada yaşanan aksaklıklar, verilen hizmet içi eğitim ve seminerlerin yetersiz olması, bilgi eksikliği, rapor verilme aşamasında yaşanan sıkıntılar gibi çeşitli sorunlarla karşılaştıkları görülmüştür. Öğretmenler, kaynaştırma eğitiminin mevcut haliyle faydalı olduğunu düşünmemektedir. Eğitimlerin yeterli hale getirilmesi, destek odalarının her okulda bulunması, okul ve aile iş birliğinin kuvvetlendirilmesi öğretmenlerin ifade ettiği çözüm önerileri arasındadır

    Effect of Parental Education and Home Educational Resources to Students' Results of PISA Reading Skills Test

    The aim of this study is to evaluate whether the results of the PISA reading skills test vary according to educational status of parents and educational opportunities provided by their parents, to students in 7th, 8th and 9th grades. Survey design was used in the study. The population of the study was comprised of 9th grade students in Anatolian High Schools in the province of Zonguldak, and 7th and 8th grades students in the secondary schools of the same province. Student Questionnaire and the PISA Reading Skills Test were used for data collection. According to result of the study, the scores obtained by students in the PISA reading skills test increased as the educational levels of their parents increased. Furthermore, it was also revealed that there was a high correlation between the reading proficiencies of the students and the socio-economic levels of their families. Keywords: PISA reading skills, Parental education, Home educational resource

    Bu çalışmada, 2017ndash%253B2018 öğretim yılında uygulamaya konulan 5. sınıf Sosyal Bilgiler dersi öğretim programının Eisner%252339%253Bın Eğitsel Eleştiri modeline göre değerlendirilmesi amaçlanmıştır.Araştırma, Zonguldak ilinde bulunan dört ortaokulda görev yapmakta olan sekiz Sosyal Bilgiler dersi öğretmenin görüşleri alınarak yapılmıştır. Araştırmada, veri toplama aracı olarak araştırmacılar tarafından geliştirilen yarı yapılandırılmış görüşme formundan yararlanılmıştır. Verilerin çözümlenmesinde içerik analizi çözümleme tekniği kullanılmıştır. Nitel bir çalışma olan bu araştırmanın bulguları Eisnerın Eğitsel Eleştiri modelinde yer alan quot%253BTanımlamaquot%253B, quot%253BYorumlamaquot%253B, quot%253BDeğerlendirmequot%253B ve quot%253BTemalaştırmaquot%253B alt boyutlarından yararlanılarak sunulmuştur. Araştırmadan elde edilen bulgular, 5. sınıf Sosyal Bilgiler dersi öğretim programının, çalışmaya katılan öğretmenler tarafından genelde olumlu bulunduğunu, ancak uygulamada öğrenci merkezli etkinliklere yer verilememesi, ünite sayısının çok olması ve ayrılan sürenin yetersizliği, kalabalık sınıflar ve teknik donanımdaki yetersizlikler gibi bazı sorunlar yaşandığını göstermektedir.     Sequential left internal mammary artery grafting in combination with the aortic no-touch technique

    Aim: This study aimed to investigate the short-term outcomes achieved with off-pump bypass combined with the aortic no-touch technique where sequential anastomoses between the left internal mammary artery (LIMA), left anterior descending (LAD) and diagonal artery were employed. Material and methods: A total of 583 patients (mean age 63, 80% male) who underwent off-pump bypass (LIMA-diagonal-LAD sequential) were enrolled in this retrospective analysis. Data regarding the frequency of in-hospital postoperative complications, intra-aortic balloon pump (IABP) and inotropic agent requirement, re-exploration for bleeding, and length of hospital stay were collected. Anastomosis patency was evaluated in 49 patients who underwent angiography. Results: 2.6% of the participants received inotropic agents and 0.5% required IABP. Frequency of acute renal failure, sternal wound infection, cerebrovascular event, respiratory failure, and hemodialysis was less than 1% in total. Among the 49 patients undergoing angiography at an average 41 ±17 months after bypass, the LIMA-LAD was patent in 98% and the LIMA-diagonal was patent in 84% of the subjects. Preoperative left ventricle ejection fraction (LVEF) and recent myocardial infarction (MI) prior to bypass were significantly correlated with postoperative IABP and inotropic agent requirement (r = 0.165, p < 0.01 for LVEF, p = 0.021 for recent MI). Conclusions: Off-pump bypass in combination with the aortic no-touch technique is associated with favorable postoperative outcomes including reduced postoperative stroke, renal dysfunction, IABP, and inotropic agent requirement compared to the results of previous randomized prospective studies published in the literature. © 2022 Termedia Publishing House Ltd..     Prediction of Flexural Properties of Wood Material Reinforced with Various FRP Fabrics by Artificial Neural Networks

    Recently, fiber reinforced polymer (FRP) applications have started to be used in the reinforcement of wooden structures, such as in the reinforcement of steel and reinforced concrete structures. It is necessary to strengthen the wooden structures for reasons such as removing the damages caused by external factors and earthquakes in time, increasing the load-bearing capacity of the structure by restoration, preventing early fatigue and breakages that may occur as a result of mistakes made in the design. The necessity to improve the repair and strengthening methods of the structures damaged as a result of the earthquake over time arises. In this study, the maximum load, displacement, flexural strength and modulus of elasticity of the wood material of Iroko and Ash tree species reinforced with 4 different FRP fabrics, namely carbon, glass, aramid and basalt, were determined by bending test. As a result of the experimental study, the maximum load, displacement, flexure strength and elasticity modulus values of the reinforced samples were estimated by artificial neural network (ANN). As a result, it was determined that the flexural properties of a wood material strengthened with FRP by using ANN can be predicted
