    Devletin temel görevi kendi vatandaşlarına en iyi kamusal hizmeti vermektir. Devletin bu temel görevini ilgili idareler yürütmekte ve yine onlar tarafından halka sunulmaktadır. İşte sunulan bu hizmet yerine getirilirken kimi zaman vatandaşların şikâyetleri söz konusu olmaktadır. Vatandaşların devlet ile olan sorunlarını çözecek birçok kurum olmasına rağmen yeterli sonuçlar günümüzde hala elde edilememiştir. Ombudsman denetimi de bireyler ile idareler arasındaki uyuşmazlıkları çözmek için ilk kez İsveç’te kurulmuş olan bir tamamlayıcı denetim sistemidir. Ombudsman, bireylerin şikâyetlerini dinleyen ve gerektiğinde soruşturma başlatarak ilgili idareleri denetleyen bir denetim sistemidir. Bireyleri idarelerin keyfi ve hak mahrumiyeti yaratan uygulamalarından koruyan ombudsman, verdiği tavsiye kararlarıyla da adeta adalet savunucusu bir rol üstlenmektedir. Zaman içerisinde sorun çözme konusunda gösterdiği başarılardan ötürü İskandinav ülkelerinden başlayarak hızla yayılmıştır. Ombudsmanın örgütsel ve işlevsel analizini gerçekleştirdiğimiz bu çalışmanın ilk bölümünde kamu, denetim ve kamu denetçiliğinin gelişimi ve türleri üzerinde durulmuştur. Çalışmamızın ikinci bölümünde ise ombudsmana ilişkin literatür bilgisi verildikten sonra önemli altı ülkenin ombudsman kurumları incelenmiştir. Çalışmamızın son bölümünde ise Türkiye’deki ombudsman kurumuna neden ihtiyaç olduğu, ne gibi çalışmalar yapıldığı, örgütsel sisteminin nasıl olduğu ve işlevsellik durumunun ne olduğu konularına yer verilmiştir.The main task of the state is to provide the best public services to their citizens. This essential task is carried out by state authorities concerned and served to the public by them. Sometimes citizens' complaints are concerned while fulfilling these services offered. Despite the fact that there are many state institutions to solve the problem of citizens regarding the goverment, today satisfactory results still have not been optained. The Ombudsman audit is also a complementary control systems first established in Sweden to resolve disputes between the administration and individuals. The Ombudsman is an inspection system that listen the individuals’ complaints and check the relevant authorities by initiating the investigation when needed. The Ombudsman that protect individuals from administrations’ applications that create arbitary deprivation of rights almost plays a justice advocate role in its advised decisions. It is spread rapidly in time starting from the Scandinavian countries due to successes in solving problems. In the first part of this study that we performed an organizational and functional analysis of Ombudsman, it is focused on the public, audit and the development of public control and its types. In the second part of our study the Ombudsman institutions of six important countries were examined after citing works of literature about it. In the last part of our study the topic such as “why the Ombudsman institution in Turkey is needed, what kind of work is done, how its organizational system is and what its functional status is’’ are included

    Panoramic dermatoscopic imaging in hair conditions: Scanning trichoscopy

    Dear Editor,Dermatoscopy is an indispensable diagnostic tool in daily derma-tology practice. In large areas, however, it is often not possible to obtain a dermatoscopic image covering the entire area in a single frame. In this case, the dermatoscopic evaluation is usually based on the analyses of multiple separate images. Dellotare et al proposed a method called “wide area digital dermatoscopy" to solve this techni-cal problem. This method is needed a Photoshop software to merge multiple dermatoscopic images obtained using a handheld derma-toscope.1 Recently, Abraham et al proposed a more practical and time-saving method called “panoramic trichoscopy” to overcome this limitation in hair conditions involving large areas. To obtain a panoramic image, a handheld dermatoscope is attached to a smart-phone and “panorama mode” of the mobile camera application is se-lected. The dermatoscope plate is then moved continuously over the area concerned..

    Imaging the human auditory system at ultrahigh magnetic fields

    This PhD research is about measuring the auditory system in the living human brain. Not only mapping the brain surface, but also going deep inside the brain to the brain stem and thalamus. It’s difficult to see and measure these deeper structures clearly, but they are essential to our auditory system and our hearing. Information contained in a sound takes a long trip by passing through these deep brain structures until it reaches the cortex. These deep brain structures have been studied for over a century, but only in animals or deceased people. Now there are modern measurement techniques for studying the auditory system in living people. A cutting-edge imaging technology to accomplish this was used in this research: ultra-high field (7 Tesla and above) magnetic resonance imaging (MRI) scanners. Additionally, new algorithms and programmes to solve technical problems which are inevitable when using this highly advanced and new technology were developed

    A Class of Integral Operators Induced by Harmonic Bergman-Besov Kernels on Lebesgue Classes

    We provide a full characterization in terms of the six parameters involved the boundedness of all standard weighted integral operators induced by harmonic Bergman-Besov kernels acting between different Lebesgue classes with standard weights on the unit ball of R-n. These operators in some sense generalize the harmonic Bergman-Besov projections. To obtain the necessity conditions, we use a technique that heavily depends on the precise inclusion relations between harmonic Bergman-Besov and weighted Bloch spaces on the unit ball. This fruitful technique is new. It has been used first with holomorphic Bergman-Besov kernels by Kaptanoglu and Ureyen. Methods of the sufficiency proofs we employ are Schur tests or Holder or Minkowski type inequalities which also make use of estimates of Forelli-Rudin type integrals

    Son dönem Osmanlı uleması ve ilmiye teşkilatı üzerine çalışmaları ile bilinen Amit Bein’in 2011 yılında hazırladığı Ottoman Ulema, Turkish Republic: Agents of Change and Guardians of Tradition adlı eseri Osmanlı Uleması ve Türkiye Cumhuriyeti: Değişimin Failleri ve Geleneğin Muhafızları başlığıyla Kitap Yayınevi tarafından Türkçeye çevrildi. Geç dönem Osmanlı ve erken dönem Türkiye Cumhuriyeti uleması son yıllara kadar akademik çalışmalarda gerekli ilgiyi görmemiştir. Özellikle popüler yayınlara hakim olan reformcular-gelenekçiler/ ilericiler-gericiler şeklindeki zıtlıklar üzerine kurulu tarih anlatısı sorgulanmaya başlamıştır.     Robust optimization for U-shaped assembly line worker assignment and balancing problem with uncertain task times

    Awareness of the importance of U-shaped assembly line balancing problems is all on the rise. In the U-shaped assembly line, balancing is affected by the uncertainty associated with the assembly task times. Therefore, it is crucial to develop an approach to respond to the uncertainty caused by the task times. When the great majority of existing literature related to uncertainty in the assembly line is considered, it is observed that the U-shaped assembly line balancing problem under uncertainty is scarcely investigated. That being the case, we aim to fill this research gap by proposing a robust counterpart formulation for the addressed problem. In this study, a robust optimization model is developed for the U-shaped assembly line worker assignment and balancing problem (UALWABP) to cope with the task time uncertainty characterized by a combined interval and polyhedral uncertainty set. A real case study is conducted through data from a company producing water meters

    The Performance of Indian Equity Funds in the Era of Quantitative Easing

    This study aims to evaluate the performance of Indian equity funds between January 2009 and October 2014. This study period coincides with the period of quantitative easing during which the developing economies in financial markets have been influenced. After the global financial crisis of 2008 came a period of quantitative easing (QE), creating an increase in the money supply and leading to a capital flow from developed countries to developing countries. During this 5-year 10-month period, in which the relevant quantitative easing continued, Indian CNX500 price index yielded approximately 21% compounded on average, per annum. In this study, Indian equity funds are examined in order to compare these funds’ performance within this period. Within this scope, 12 Indian equity funds are chosen. In order to measure these funds’ performances, the Sharpe ratio (1966), Treynor ratio (1965), Jensen’s alpha (1968) methods are used. Jensen’s alpha is also used in identifying selectivity skills of fund managers. Additionally, the Treynor & Mazuy (1966) regression analysis method is applied to show the market timing ability of fund managers
