Simulation-Optimization, Markov Chain and Graph Coloring Approaches to Military Manpower Modeling and Deployment Sourcing
The Army manpower system is a integration of numerous elements that can be independently modeled. Identifying and closing gaps in modeling research can reduce workforce inefficiencies and costs. Military manpower models are predominantly focused on forecasting behavior and inventory within given demand requirements. Moreover, research directed towards predicting behavior is almost entirely disaggregated by pecuniary and non-pecuniary goals with disproportionate effort devoted to modeling the external factors that effect such behavior. This thesis proposes modeling approaches to improve the management capabilities of the Army\u27s manpower system.
First, we consider a simulation-optimization approach to estimating workforce requirements examines the capabilities and limitations of Monte Carlo simulation and optimization methods within the context of workforce demand forecasting, modeling and planning. Specifically, we focus on these methods as a viable improvement for aligning strategic goals with workforce requirements. A general model is presented for estimating workforce requirements given uncertain demand. Using a real-world data example, we assess the benefits of this methodology to determine an optimal mix of workforce skills while providing the flexibility and robustness to incorporate uncertainty, assess risk and improve effectiveness of the workforce planning process.
Second, we address the critical stay-or-leave decision associated with military retention. Personnel retention is one of the most significant challenges faced by the U.S. Army. Central to the problem is understanding the incentives of the stay-or-leave decision for military personnel. Using three years of data from the U.S. Department of Defense, we construct and estimate a Markov chain model of military personnel. Unlike traditional classification approaches, such as logistical regression models, the Markov chain model allows us to describe military personnel dynamics over time and answer a number of managerially relevant questions. Building on the Markov chain model, we construct a finite horizon stochastic dynamic programming model to study the monetary incentives of stay-or-leave decisions. The dynamic programming model computes the expected payoff of staying versus leaving at different stages of the career of military personnel, depending on employment opportunities in the civilian sector. We show that the stay-or-leave decisions from the dynamic programming model possess surprisingly strong predictive power, without requiring personal characteristics that are typically employed in classification approaches. Furthermore, the results of the dynamic programming model can be used as input in classification methods and lead to more accurate predictions. Overall, our work presents an interesting alternative to classification methods and paves the way for further investigations on personnel retention incentives.
Finally, a graph coloring approach to deployment sourcing addresses one of the external factors of personnel inventory behavior, deployments. The configuration of persistent unit deployments has the ability to affect everything from individual perceptions of service palatability to operational effectiveness. There is little evidence to suggest any analytical underpinnings to U.S. Army deployment scheduling and unit assignment patterns. This paper shows that the deployment scheduling and unit assignment (DSUA) problem can be formulated as an interval graph such that modifications to traditional graph coloring algorithms provide an efficient mechanism for dealing with multiple objectives
Faktor-faktor yang Mempengaruhi Belanja Modal pada Kabupaten atau Kota di Provinsi Sumatera Selatan
ABSTRACT The objective of this study was to find out and analyze the impact of regional own revenue (PAD), general allocation fund (DAU) and special allocation fund (DAK) on capital expenditure (BM) in regencies/towns in South Sumatera Province for a period of 2010 to 2014. The data were analyzed by using multiple regression. There were four variables in this research. A dependent variable was capital expenditure (BM) and independent variables were regional own revenue (PAD), general allocation fund (DAU) and special allocation fund (DAK). The results showed that the regional own revenue and special allocation fund variables have positive and significant impact on the capital expenditure. This means that the higher the regional own revenue and special allocation fund, the regencies/towns increased the capital expenditure are also higher. General allocation fund do not have a significant effect on the capital expenditure (BM) in regencies/towns in South Sumatera Province for a period of 2010 to 201

DAYA BELI MASYARAKAT TERHADAP BAHAN PANGAN POKOK DI KABUPATEN HALMAHERA TENGAH
This study aims to: (1), Knowing the share of expenditure, the progress of prices of staple food and people's income in Central Halmahera Regency, (2), Analyzing the level of people's purchasing power with an indicator of the ratio of income to prices of staple foods in Central Halmahera Regency, and (3), Analyze the level of people's purchasing power with an indicator of the ratio of income to the index of staple food prices in Central Halmahera Regency. The results of the analysis show that the expenditure of community households in Central Halmahera Regency is specifically allocated to fulfill the consumption of fresh rice and fish, followed by consumption of flour, sugar and cooking oil. While the allocation of expenditures for consumption of staple-sourced staple foods includes chicken, milk, eggs and beef is still very low. The price of staple food in Central Halmahera Regency during the observation period of 2009 until 2018 in January - March, tends to increase in the range of 2% - 12%. Whereas on the other hand, the level of income of the community only changes in the range of 5% - 7%, with the highest income enjoyed by employees and entrepreneurs and conversely the lowest income is felt by farmers. The purchasing power of people in Central Halmahera Regency with an indicator of the ratio of income to each of the staple food prices tends to fluctuate but has experienced significant improvements in 2018 compared to 2009, except for the purchasing power measured as equal to beef consumption. The purchasing power equivalent to beef consumption has decreased to 22.32% because the percentage increase in income is less able to compensate for the increase in beef prices. Measured by the income ratio indicator on the basic food price index, people's purchasing power also showed an improvement in 2018 compared to 2009, but that only happened to farmers, construction workers, and civil servants groups I / II. When compared to 2017, public purchasing power in 2018 as a whole decreased by 12.38%. The purchasing power level of people in Central Halmahera Regency from the lowest ranking in sequence is felt by groups of farmers, followed by construction workers, civil servants groups I / II, entrepreneurs and employees.

The U.S. Army in the Iraq War – Volume 2: Surge and Withdrawal, 2007-2011
The Iraq War has been the costliest U.S. conflict since the Vietnam War. To date, few official studies have been conducted to review what happened, why it happened, and what lessons should be drawn. The U.S. Army in the Iraq War is the Army\u27s initial operational level analysis of this conflict, written in narrative format, with assessments and lessons embedded throughout the work. This study reviews the conflict from a Landpower perspective and includes the contributions of coalition allies, the U.S. Marine Corps, and special operations forces. Presented principally from the point of view of the commanders in Baghdad, the narrative examines the interaction of the operational and strategic levels, as well as the creation of theater level strategy and its implementation at the tactical level. Volume 1 begins in the truce tent at Safwan Airfield in southern Iraq at the end of Operation DESERT STORM and briefly examines actions by U.S. and Iraqi forces during the interwar years. The narrative continues by examining the road to war, the initially successful invasion, and the rise of Iraqi insurgent groups before exploring the country\u27s slide toward civil war. This volume concludes with a review of the decision by the George W. Bush administration to “surge” additional forces to Iraq, and reviews the conduct of the “surge” and its aftermath.
This study was constructed over a span of 4 years and relied on nearly 30,000 pages of handpicked declassified documents, hundreds of hours of original interviews, and thousands of hours of previously unavailable interviews. Original interviews conducted by the team included President George W. Bush, Secretary of State Condoleezza Rice, Secretaries of Defense Leon Panetta and Robert Gates, Chairmen of the Joint Chiefs of Staff, and every theater commander for the war, among many others. With its release, this publication, The U.S. Army in the Iraq War, represents the U.S. Government\u27s longest and most detailed study of the Iraq conflict thus far.https://digitalcommons.usmalibrary.org/books/1019/thumbnail.jp
