    Reapportionments of State Legislatures—Legal Requirements

    The continuously rising attention to and practice of eco-city development in Sweden and China, as well as the countries’ active cooperation has motivated this study and the exploration of eco-city development in these two countries. In eco-city development, diverse environmental issues may well be beyond the planning sector’s capacity and need to be resolved elsewhere by other authorities and agencies in such areas as energy, water and traffic. This may in practice require the reframing of certain institutions to ensure that relevant sector authorities, scientific institutions and actors have responsibilities for integrative tasks and can cooperate effectively. The study aims to investigate how institutional conditions affect environmental integration in urban planning. The approach used is the exploration of how different institutional conditions promote and/or hinder environmental integration by the examination of four examples of eco-city development in Sweden and China. Based on theories of institutions, Environmental Policy Integration (EPI) and sustainable urban planning, an analytical framework is used to describe institutional conditions related to formal rulemaking, informal rules and administrative management and organizations. Formal rules provide framework and legitimacy for guiding and enforcing actors in the practice of realizing environmental integration in urban planning. Meanwhile, informal rules; i.e. wills, interests, understanding and knowledge, could considerably affect the design of formal rules and how they are to be implemented. Administrative management and organization serve to realize environmental integration following the formal rules, but the informal institutional conditions of e.g. officials’ interests, understanding, knowledge and experience, as well as political support, affect the organizations’ performance and abilities for implementation, which in turn also largely depends on the specific organizational settings. All three need to be combined to achieve environmental integration in sustainable urban planning, since each one has its own strengths and weaknesses and they gradually affect each other in practices.QC 20140908</p

    The hospitality phenomenon: philosophical enlightenment?

    The emergent paradigm of hospitality studies does not have a coherent philosophical foundation. In seeking to identify a philosophy of hospitality this paper explores Derrida's contribution, along with other writers in philosophy and postcolonial theory, who are either writing in the field or have developed his works. Derrida and others are often cited within the context of the emerging paradigm of hospitality studies. In order to examine and critically evaluate the possibility of the construct of a philosophy of the phenomenon of hospitality, the review of the philosophical concepts is set within three perspectives: individual moral philosophy; hospitality and the nation states, and hospitality and language. Although examining the writings of Derrida and others provides an insight into the phenomenon of hospitality, a coherent philosophy of hospitality seems to be an enigma; possibly because hospitality is not a matter of objective knowledge

The hysteresis, and thus the first-order nature, is manifested in a nonlinear effect where a double-valued response of the amplitude with the applied external field is observed

    Hospitality and hospitableness

    Not long after the word hospitality emerged as a collective noun to describe the commercial provision of services associated with accommodation, drinking and eating, some academics began to investigate the meanings of hospitality and hospitableness. Whilst most academic programme provision related to developing those who would subsequently manage the delivery of commercial hospitality services, the study of hospitality from an array of social science perspectives has yielded some interesting insights. This paper explores some perspectives to be gained from a variety of religions, particularly the universal need to welcome and protect the stranger. It goes on to show that genuine hospitality is offered without any concern for repayment or reciprocity.     Modern college students traverse the boundaries of traditional literacy daily. Maturing alongside Web 2.0 and multimodal social networking, these young people tweet, blog, email, film, photograph, illustrate, hyperlink, and compose their lives regardless of formal instruction. Therefore rhetorically analyzing a student\u27s recreational play with image, video, audio, and oral mediums often proves helpful for writing instructors who wish to better mentor and engage the communicative capacities of those born in the late 20th century and after. Yet few educators have actively pursued this line of inquiry over the last couple of decades. Many continue to favor traditional pairing of academic discourse with alphabetic literacy, logic, and media. Unfortunately, this means academic writing in general, and composition studies in particular, grow increasingly obsolete when facing a generation of young people whose nearly native relationship with new media encourages them to transcend the computer screen and channel their digital fluencies toward (re)composing physical reality. Few incidents illustrate the stakes and values of such conditions more clearly than the recent case of the Barefoot Bandit-a seemingly average teenager from Washington State, who made international headlines for his two-year joyride with reality: stealing vehicles, flying planes, evading police, robbing businesses, and hijacking the hearts of his peers. Armed with little more than an Apple laptop and iPod, Internet access allegedly sponsored the Barefoot Bandit\u27s specialized education in breaking the law. Not wishing to validate his unlawful behavior, my research awards importance rather to the hardly exceptional nature of his personal technologies, literacies, and motivations. In an age where any given American teenager may access the same technological resources, the lasting influence of formal education seems questionable when facing a digitally literate generation of perpetual bandits. By rhetorically analyzing the discursive conditions instigating young people to (re)compose their own educations, the following study elucidates and tests a new interpretive model for educators to use in assessing and challenging the abilities of a generation whose multifaceted literacies seem best nourished by banditry. For writing education to retain relevancy, composition pedagogues must look to the fringes of modern composing practices-where students (at least digitally) know and compose valuable non-institutional texts for diverse audiences

    What to do about how to do: Reflections on the future direction of hospitality education and research

    Hospitality management provision in higher education in the UK is well established, though most courses are overly concerned with developing “how to do” skills in graduates. This paper argues that this “how to do” culture is reinforced by student learning needs, as well as the industrial experiences and learning preferences of staff. This “how to do” agenda is also reflected in much research output. The paper reports briefly on the 2018 Council for Hospitality Management Education (CHME) research conference, and confirms that much research is practitioner linked and overly reliant on a narrow band of research methods. A more research-active academic culture would lead to more critical thinking in research methods as well as in course delivery and assessment. The inclusion of increased social science content in hospitality management programmes would also create a scientific underpinning to these courses that engage critical thinking. Finally, the paper suggests that programmes might benefit from the deliberate inclusion of topics that are purposely not relevant to the vocational mission.Keywords: critical thinking, hospitality management education, liberal arts content, scientific objectivit
