This paper presents the tools for carrying out the fiscal budget in Romania. An effective fiscal policy involves increasing budget revenues and reduce their costs of collection. Public expenditure, taxes and debt are tools of fiscal policy to achieve economic stability budget. They are also presented the inter dependencies between fiscal policy and budget.budget, collecting, fiscal policy, fiscal efficiency, public revenues

A Numerical Approach to Stability of Multiclass Queueing Networks

The Multi-class Queueing Network (McQN) arises as a natural multi-class extension of the traditional (single-class) Jackson network. In a single-class network subcriticality (i.e. subunitary nominal workload at every station) entails stability, but this is no longer sufficient when jobs/customers of different classes (i.e. with different service requirements and/or routing scheme) visit the same server; therefore, analytical conditions for stability of McQNs are lacking, in general. In this note we design a numerical (simulation-based) method for determining the stability region of a McQN, in terms of arrival rate(s). Our method exploits certain (stochastic) monotonicity properties enjoyed by the associated Markovian queue-configuration process. Stochastic monotonicity is a quite common feature of queueing models and can be easily established in the single-class framework (Jackson networks); recently, also for a wide class of McQNs, including first-come-first-serve (FCFS) networks, monotonicity properties have been established. Here, we provide a minimal set of conditions under which the method performs correctly. Eventually, we illustrate the use of our numerical method by presenting a set of numerical experiments, covering both single and multi-class networks

Occurrence of the ocean and its evolution toward an ophiolitic suture

Abstract. The process leading to the occurrence of the ocean and to its evolution toward an ophiolitic suture can be separated into four stages. The first is the pre-ocean continental rifting stage, during which within-plate dyke swarm complexes are engendered. The rifting process is going into the spreading process of the second stage, which leads to the opening of the ocean, during the evolution of which an ocean crust is generated. This crust is formed of ocean floor N-Type and E-Type MORB rocks and of scarce oceanic sedimentary deposits. During the third stage, the closing of the ocean takes place, which is determined by processes of subduction, which lead to the consumption of the ocean crust and the occurrence of the island arcs, engendering calc-alkaline igneous rocks. The volcanic arcs usually are associated with important masses of sedimentary deposits. A regional and a load metamorphism often occur during this stage, too. This stage ends with the manifestation of the thrust phenomena. During the fourth, post-collision, stage a disjunctive tectonics is active. There occur the epicontinental sedimentary basins and the manifestation of a collateral continental magmatic activity

OPTIMIZATION OF THE STRATEGIC MANAGEMENT PROCESS AT THE LEVEL OF THE ECONOMIC ENTITY

    Get PDF
The dynamics and uncertainty of the business environment force economic entities to design a strategic action plan aimed at long-term business survival. The formulation of the vision and mission of an economic entity is an important stage in the strategic planning process, being considered the foundation through which the components of strategic management are formed. The principles guided by strategic management take into account two coordinates, namely the positioning of the business to obtain a long-term competitive advantage and the use of the strategy on the adoption of managerial decisions, recognizing the extreme importance of organizational structure and culture. The use of the questionnaire research method has enabled relevant data to be obtained on the state of play of strategic planning activities by economic entities and the links between strategic planning and the components of this process in reflecting economic performance. The study performed highlighted positive aspects of strategic planning, among which we mention, the relatively high degree of formalization of the action plan, the use of SWOT analysis and scenarios for various situations that required strategic thinking among economic entities, the interest shown in customer needs, effective communication within the economic entity. The study also found some aspects that need to be improved, such as the allocation of resources suitable for the implementation of strategies, long-term evaluation of strengths and weaknesses, the strategy selected to have a competitive advantage and not least to ensure high attention to the strategic intentions of competitors. The elaboration of written plans and strategic planning play an important role in achieving the set objectives and achieving the desired results

Preventing university dropout: the relation between the student vulnerability features and academic performance in the first year

[ES] Educational services that universities offer to bachelor students are nowadays under the siege of numerous challenges, ranging from financial and institutional issues to fast changing labour market demands. Universities are confronting fast changes and uncertainties, being asked for adaptation, flexibility and higher ability to (re)act and find the best solutions. Within this broad context, university dropout is one particular new challenge that is often overlooked by decision makers and even by the teaching staff. Our study focuses on problems faced by the first year bachelor students of the Faculty of Geography and Geology at the oldest university in Romania, “Alexandru Ioan Cuza” University of Iasi, students who have benefitted from support from a program financed by BIRD and World Bank, named Romania Secondary Education Project (ROSE). In order to identify and analyse their academic pathway in the first year of study, we tried to correlate a number of qualitative and quantitative using the analysis of variance (ANOVA). The analysis of the results indicates that the prevention of school drop-out should be approached as a continuous process starting from the early years of education. The adaptability to student life depends on the treatment of these inherited and overlooked disadvantages.Marinela, I.; Alexandru, B.; Haralambie, A. (2020). Preference Learning in Automated Negotiation Using Gaussian Uncertainty Models

    Get PDF
In this paper, we propose a general two-objective Markov Decision Process (MDP) modeling paradigm for automated negotiation with incomplete information, in which preference elicitation alternates with negotiation actions, with the objective to optimize negotiation outcomes. The key ingredient in our MDP framework is a stochastic utility model governed by a Gaussian law, formalizing the agent's belief (uncertainty) over the user's preferences. Our belief model is fairly general and can be updated in real time as new data becomes available, which makes it a fundamental modeling tool
