Exploring Avenues on Social Media for Public Health Organizations to Connect With the LGBT+ Community

There has been a significant increase in the number of nonprofit organizations that focus on health and wellness in the United States. These organizations center on creating and maintaining relationships with stakeholders through various approaches. One of these approaches is to use social media marketing to connect with their target audience and promote engagement with provided services and informational content. This study analyzed how sources of content on social media impact the LGBT+ community\u27s perception of their relationship with a nonprofit organization specializing in LGBT+ health and well-being. An organizational-public relations and social media marketing framework was adapted to analyze participants\u27 responses quantitatively; a uses and gratifications approach was used to analyze short-answer responses from a mixed-method survey thematically. Although the current study found no significant statistical data for the relational outcomes between sources on social media, it did find meaningful insight as to why and how the LGBT+ community uses social media regarding their health and wellness. The findings have implications for organizations specializing in LGBT+ healthcare and reveal several themes social media content creators can follow in order to build community engagement, maintain relationships, and create a safe space for information seekers and sharers

U.S. - Russian Relations: Dissonance of Ideologies

This paper examines Russian and American ideologies and their influence on the foreign policies of both countries in historical retrospective and today. The paper especially illustrates the role of ideology in Russia and U.S. relations during different periods with different intensity. The article sets out to analyze the professional competencies on the standard European e-Competence Framework. The survey of information technology teachers of Ukrainian universities concerning the necessity of forming and development of European e-Competence Framework competencies allowed defining the priority areas for training and forming the content component of a model of professional competencies development of information technology university teachers. The proposed model distinguishes stages, factors, and resources for training teachers. Teachers’ attitude to motivation, time and money allocation for professional development was researched. The content component of the development of professional competences of teachers of information technologies is offered. Recommendations for training and advanced training of teachers of information technologies, assessment of the level of development of professional competence, was proposed

"Anti-Regime Influentials" Across Platforms: A Case Study of the Free Navalny Protests in Russia

The full-scale invasion of Ukraine by Russia in 2022 has put the future of the Russian opposition further at stake. The new limitations towards political, internet, and press freedoms have led to a severe disintegration of the anti-regime movement in Russia, including its leaders like Alexey Navalny. Digital platforms had previously hosted anti-Kremlin narratives online and played a role in the facilitation of Russian anti-regime protests. The latest scalable anti-regime rallies to date were the Free Navalny protests, caused by the imprisonment of Navalny in 2021. Digital platforms strengthened the voice of the Russian regime critics; however, their growing visibility online caused further suppression in the country. To understand this paradox, we ask which main anti-regime communicators were influential in the protests’ discussions on Twitter, YouTube, and Facebook, and how platform features have facilitated their influence during the Free Navalny protests. We develop a multi-platform methodological workflow comprising network analysis, social media analytics, and qualitative methods to map the Russian anti-regime publics and identify its opinion leaders. We also evaluate the cultures of use of platforms and their features by various Russian anti-regime communicators seeking high visibility online. We distinguish between contextual and feature cultures of platform use that potentially aid the popularity of such actors and propose to cautiously confer the mobilisation and democratisation potential to digital platforms under growing authoritarianism

The subject of this study is the legal norms contained in legislation, other legal acts, as well as materials of law enforcement practice regulating the process of treasury management of budgetary funds. This article also analyzes the experience of legal regulation of the mechanism of treasury management of budgetary funds during public procurement, examines the gaps in budget legislation directly related to the topic under consideration.The purpose of this article is to consider the problems and prospects of the development of the Institute of the Federal Treasury in the Russian Federation. The reason for this study was multiple scientific discussions, which caused an ambiguous reaction from the legal community of Russia. The gaps in the budget legislation directly related to the topic under consideration are considered.The methodology. General scientific methods were applied in the framework of comparative, logical and statistical research and analysis of law enforcement and judicial practice in the field of treasury management of budget funds.The main results. A number of issues related to the chosen topic were considered. First of all, it is necessary to understand how the legal regulation of treasury management of budgetary funds is carried out. The form of legal regulation of treasury management differed from other forms and instruments of control the norms on treasury management were established annually by the federal law on the federal budget and acts of the Russian Government, Russian Ministry of Finance and the Federal Treasury adopted in pursuance of this federal law. Secondly, it is worth noting how the procedure for treasury management of budgetary funds during public procurement is built. The mechanism of treasury management provides for operations on personal accounts opened in the Federal Treasury with funds received from the relevant budget in the form of subsidies and budget investments, as well as funds directed to the execution of government contracts, contracts, the sourceof financing of which is the budget of the budgetary system of the Russian Federation. Thirdly, it is necessary to understand what prospects the institute of treasury management of public procurement has. Trends in the development of the institute of treasury management show that quantitative parameters will grow, including due to the use of "extended" treasury management and due to the spread of technological solutions to the level of subjects of the Russian Federation and municipalities.Conclusions. Treasury management of budgetary funds during public procurement is a new institution of budget law, a comprehensive budgetary and legal instrument of public administration, which is used at the stage of budget execution for expenditures to exercise financial control over the public procurement, contracts with legal entities and sole proprietors who are not participants in the budget process. In addition, treasury management is a tool with sufficient elasticity and relative "versatility". At its core, it allows you to strengthen control over the targeted and effective use of budget funds, ensure transparency and openness of procurement procedures and execution of state contracts; reduce unscrupulous suppliers in the chain of co-executors while ensuring proper execution of the state contract; increase financial discipline of the parties to the contract. It is also worth noting that treasury management minimizes some of the risks inherent in the use process. This institution should be considered as a system element in a larger mechanism of budget monitoring.На основе применения общенаучных методов в рамках сравнительного, логического и статистического исследования, а также посредством анализа нормативных правовых актов Российской Федерации, правоприменительной практики рассматриваются предпосылки создания, сущностные характеристики и значение института казначейского сопровождения бюджетных средств. Выявляются пробелы и несовершенства в бюджетном праве в части регулирования отношений, связанных с казначейским сопровождением, высказываются предложения по совершенствованию законодательства и правоприменительной практики, направленные на устранение выявленных противоречий

Using scientific e-conferences for the research competence development: students’ point of view

The article discusses the methodology of using a scientific electronic conference for the development of research competence of university students. A model of the use of a scientific electronic conference for the development of students' research competence was developed. It includes the following components: purpose, procedural, content-technological, diagnostic. It is proposed to use a process approach for the development of research competence through electronic scientific conferences. The purpose, activities, means, forms, methods and research skills that will be formed as a result of each process were determined. The system of indicators was developed to determine the level of research competence for such constituents as: methodology, information search, problem solving, quantitative analysis and communication. The types of activities occurring at each stage of the process are determined, in particular, the means and electronic content used for their implementation, the forms and methods of efficient use of electronic means, competences that are formed during the implementation of the model. Stages of students’ preparation for and participation in an electronic conference in cooperation with lecturers and experts (reviewers) that will form not only the research competence of students, but also their digital competence (digital literacy) are presented. The efficiency of using scientific electronic conferences as an instrument for the development of students' research competence has been proved. In particular, the results of the student survey on the development of constituents of research competence are presented. The students of the National University of Life and Environmental Sciences of Ukraine and Borys Grinchenko Kyiv University who have an intermediate and high level of research competence have noted the positive impact of lead-up and participation in scientific e-conferences on the development of students’ research competence.У статті розглянуто методику використання наукових електронних конференцій з метою формування дослідницької компетентності студентів університету. Авторами розроблено модель використання наукової електронної конференції для формування дослідницької компетентності студентів, яка містить такі компоненти: цільовий, процесуальний, змістово-технологічний, діагностично-результативний. Запропоновано використати процесний підхід для розвитку дослідницької компетентності з використанням наукових е- конференцій. Для кожного процесу визначено мету діяльності, засоби, форми, методи та складові дослідницької компетентності, які будуть сформовані в результаті. Розроблено систему індикаторів для визначення рівня дослідницької компетентності за такими складовими: методологія, інформаційний пошук вирішення проблем, аналіз даних, комунікація – і визначено рівні формування дослідницької компетентності студентів. Представлено етапи підготовки та участі студентів у конференціях із застосуванням відкритих систем підтримки е-конференцій. Запропоновано приклади е-контенту та додаткових ІК-інструментів для системного формування дослідницької компетентності студентів та розвитку цифрової компетентності (ІКТ грамотності). Доведено ефективність використання наукових електронних конференцій як інструменту формування дослідницьких компетентностей студентів, зокрема представлено результати опитування студентів двох університетів щодо формування окремих складових дослідницької компетентності. Студенти НУБіП України та Київського університету імені Бориса Грінченка, які мають середній та високий рівень дослідницької компетентності, відзначили позитивний вплив підготовки та участі в наукових електронних конференціях на розвиток індивідуальних дослідницьких навичок

Підготовка менеджерів е-навчання: компетентнісний підхід

У статті аналізуються компетенції, необхідні для успішної професійної діяльності менеджерів е-навчання. Розкривається зміст професійної кваліфікації "менеджер е-навчання". Пропонується модель системи компетентностей менеджера е-навчання та модель, що визначає зміст, форми, методи та засоби навчання, інструменти й індикатори для оцінювання результатів навчання менеджерів е-навчання за рівнями. Наведено приклади компетентнісних завдань формування професійних компетентностей з інноваційних методів і технологій навчання, сервісів Веб 2.0, експертизи е-навчання, проектування е-середовища, управління ІТ-інфраструктурою, а також розвитку Soft skills. Пропонується розв’язання проблеми підготовки фахівців, які будуть здатні не лише використовувати ІКТ у навчальній діяльності, а й оволодіють компетентностями управління е-навчанням
