    China's New Regional Trade Agreements

    This paper discusses the recent regional trade agreements that China has concluded rapidly following accession to the WTO in 2002. Agreements are in place with Hong Kong, Macao, ASEAN, Australia, and New Zealand, and are either in negotiation or under discussion with South Africa, Chile, India, and the Gulf Cooperation Council. These agreements differ sharply in form and substance, and involve process commitments to ongoing negotiation and cooperation on a wide range of issues. Differences relating to the regional agreements negotiated by the EU and the US are emphasized, as are later potential difficulties these agreements create in moving to an Asian trade bloc centred on them.International Relations/Trade,

    BRICSAM and the Non-WTO

    We discuss recent regional trade and economic partnership agreements involving the large population rapidly growing economies (Brazil, Russia, China, India, South Africa, ASEAN, Mexico) who (with the exception of Mexico) are also outside of the OECD. Perhaps 50 out of 300 that exist worldwide now involve BRICSAM countries and most are recently concluded and to be implemented over the next few years. Along with extensive bilateral investment treaties, mutual recognition agreements, and other country (or region) to country arrangement they are part of what we term the non-WTO. We are able to find little literature on these agreements, and our aim is to document and characterize, as much as analyze possible impacts. We note the sharp variation both across countries in the form that agreements take and also across agreements for individual countries. Agreements differ in specificity, coverage and content. In some treaties there are detailed and specific commitments, but these also coexist with seemingly vague commitments and (at times) opaque dispute settlement and enforcement. Whether these represent a partial replacement of WTO process for new negotiated reciprocity-based global trade liberalization over the next decade or so, or largely represent diplomatic protocol alongside significant WTO disciplines is the issue we discuss.

    Recent Chinese Buyout Activity and the Implications for Global Architecture

    We discuss recent cases of Chinese buyout activity in the OECD (especially in the US and the EU) in resource and manufacturing sectors. While most of the buyout attempts have been unsuccessful, they can serve as a catalyst for a wider discussion on the implications for global arrangements over cross border acquisitions. Three specific issues are discussed. The first is the subsidization of purchase raised in the OECD in response to the advancing of low- or no-interest loans by the Chinese Central Bank to companies investing abroad. The second is the transparency of entities involved in the buyout attempt. Most Chinese companies have close ties to the multiple levels of government and are not subject to the standard reporting requirements as required of OECD companies. The third involves national security concerns in the OECD and the possibility of acquiring sensitive technology by Chinese companies when they purchase companies abroad. These issues have not been addressed in the existing OECD/WTO investment policy initiatives and have yet to be discussed in the global fora.

    Clafer: Lightweight Modeling of Structure, Behaviour, and Variability

    Embedded software is growing fast in size and complexity, leading to intimate mixture of complex architectures and complex control. Consequently, software specification requires modeling both structures and behaviour of systems. Unfortunately, existing languages do not integrate these aspects well, usually prioritizing one of them. It is common to develop a separate language for each of these facets. In this paper, we contribute Clafer: a small language that attempts to tackle this challenge. It combines rich structural modeling with state of the art behavioural formalisms. We are not aware of any other modeling language that seamlessly combines these facets common to system and software modeling. We show how Clafer, in a single unified syntax and semantics, allows capturing feature models (variability), component models, discrete control models (automata) and variability encompassing all these aspects. The language is built on top of first order logic with quantifiers over basic entities (for modeling structures) combined with linear temporal logic (for modeling behaviour). On top of this semantic foundation we build a simple but expressive syntax, enriched with carefully selected syntactic expansions that cover hierarchical modeling, associations, automata, scenarios, and Dwyer's property patterns. We evaluate Clafer using a power window case study, and comparing it against other notations that substantially overlap with its scope (SysML, AADL, Temporal OCL and Live Sequence Charts), discussing benefits and perils of using a single notation for the purpose

    Framework-Specific Modeling Languages

    Framework-specific modeling languages (FSMLs) help developers build applications based on object-oriented frameworks. FSMLs formalize abstractions and rules of the framework's application programming interfaces (APIs) and can express models of how applications use an API. Such models, referred to as framework-specific models, aid developers in understanding, creating, and evolving application code. We present the concept of FSMLs, propose a way of specifying their abstract syntax and semantics, and show how such language specifications can be interpreted to provide reverse, forward, and round-trip engineering of framework-specific models and framework-based application code. We present a method for engineering FSMLs that was extracted post-mortem from the experience of building four such languages. The method is driven by the use cases that the FSMLs under development are to support. We present the use cases, the overall process, and its instantiation for each language. The presentation focuses on providing concrete examples for engineering steps, outcomes, and challenges. It also provides strategies for making engineering decisions. The presented method and experience are aimed at framework developers and tool builders who are interested in engineering new FSMLs. Furthermore, the method represents a necessary step in the maturation of the FSML concept. Finally, the presented work offers a concrete example of software language engineering. FSML engineering formalizes existing domain knowledge that is not present in language form and makes a strong case for the benefits of such formalization. We evaluated the method and the exemplar languages. The evaluation is both empirical and analytical. The empirical evaluation involved measuring the precision and recall of reverse engineering and verifying the correctness or forward and round-trip engineering.     Both Stereoselective (R)- and (S)-1-Methyl-1,2,3,4-tetrahydroisoquinoline Enantiomers Protect Striatal Terminals Against Rotenone-Induced Suppression of Dopamine Release

    1-Methyl-1,2,3,4-tetrahydroisoquinoline (1MeTIQ) is present in the human and rodent brain as a mixture of stereospecific (R)- and (S)-1MeTIQ enantiomers. The racemate, (R,S)-1MeTIQ, exhibits neuroprotective activity as shown in the earlier study by the authors, and In addition, it was suggested to play a crucial physiological role in the mammalian brain as an endogenous regulator of dopaminergic activity. In this article, we investigated the influence of stereospecific enantiomers of 1MeTIQ, (R)- and (S)-1MeTIQ (50 mg/kg i.p.) on rotenone-induced (3 mg/kg s.c.) behavioral and neurochemical changes in the rat. In behavioral study, in order to record dynamic motor function of rats, we measured locomotor activity using automated locomotor activity boxes. In biochemical studies, we analyzed in rat striatum the concentration of dopamine (DA) and its metabolites: intraneuronal DOPAC, extraneuronal 3-MT, and final HVA using HPLC with electrochemical detection. Otherwise, DA release was estimated by in vivo microdialysis study. The behavioral study has demonstrated that both acute and repeated (3 times) rotenone administration unimportantly depressed a basic locomotor activity in rat. (R)- and (S)-1MeTIQ stereoisomers (50 mg/kg i.p.) produced a modest behavioral activation both in naïve and rotenone-treated rats. The data from ex vivo neurochemical experiments have shown stereospecificity of 1MeTIQ enantiomers in respect of their effects on DA catabolism. (R)-1MeTIQ significantly increased both the level of the final DA metabolite, HVA (by about 70%), and the rate of DA metabolism (by 50%). In contrast to that, (S)-1MeTIQ significantly depressed DOPAC, HVA levels (by 60 and 40%, respectively), and attenuated the rate of DA metabolism (by about 60%). On the other hand, both the enantiomers increased the concentrations of DA and its extraneuronal metabolite, 3-MT in rat striatum. In vivo microdialysis study has shown that repeated but not acute administration of rotenone produced a deep and significant functional impairment of striatal DA release. Both (R)- and (S)- stereospecific enantiomers of 1MeTIQ antagonized rotenone-induced suppression of DA release; however, the effect of (R)-1MeTIQ was more strongly expressed in microdialysis study. In conclusion, we suggest that both chiral isomers of 1MeTIQ offer neuroprotection against rotenone-induced disturbances in the function of dopaminergic neurons and (R,S)-1MeTIQ will be useful as a drug with marked neuroprotective activity in the brain
