    This study aims to analyze how much influence the variable quality of human resources which consists of indicators of apparatus professionalism, responsibility, creativity and organizational culture variables which consist of indicators of attitude, dominant values, climate, organization on the variables of responsiveness of Mall Operations. Public Service in Bengkulu City. This research was carried out using an explanatory survey method for the apparatus and the community in the implementation of the Public Service Mall in Bengkulu City. Data was collected by means of technical observations, questionnaires and documentation of the respondents. The results of data collection were then analyzed using cross tabulation, product moment correlation, and regression analysis. From the results of the study, it shows that there is a strong significance of the human resource variable and organizational culture variable on the responsiveness of the implementation of the Public Service Mall in Bengkulu City. The two variables indicate that both have the same level of close relationship to the service responsiveness variable. Therefore, so that the responsiveness or responsiveness of the government can run effectively, it is necessary to improve the quality of human resources and make organizational culture effective, so that bureaucratic service responsiveness can be achieved that can satisfy the wishes of the community

    The fulfillment of the general welfare and economy of the village should be the backbone of a solidly constructed. The development of village economic resilience requires awareness and joint effort of all components including at every macro, meso, micro level even at every level that can be uniquely defined. Village Owned Enterprises (BUMDes) is a village economic institution / agency that is incorporated and owned by the Village Government which is managed independently, economically and professionally. The purpose of socialization is to increase the knowledge and competence of village devices in the management of BUMDes, especially in Sunda Kelapa Village, Pondok Kelapa District of Central Bengkulu Regency. Socialization about BUMDes is carried out by the method of providing knowledge material about BUMDes as well as discussions and questions and answers. Bumdes management in Sunda Kelapa Village has been implemented quite well by the village government. There is already a clear management structure and has been incorporated. But the management of BUMDes has not been too maximal because the benefits of BUMDes have not been too felt by the community. Therefore, assistance or coaching from related parties or government agencies needs to be done so that BUMDes in Sunda Kelapa Village can continue to run well in accordance with Government Regulation

    Seeing its function as a forum for participation and partner of the village government, the LKD plays an important role in the administration of village governance in realizing the improvement of the welfare of the village community. This can be interpreted that the existence and involvement of LKD is very much needed. Therefore, through this service activity, it is hoped that it can provide an understanding to youth youth organizations about the positions, duties, and functions of youth organizations, and also provide knowledge about the basic laws and regulations that can be used as guidelines in the organization of youth organizations. The method of activity consists of; first, second lecture activities, discussion and question and answer activities and third, mentoring. Some conclusions that can be drawn from this Service activity are; (1) The youth organizations in Sidorejo Village actually understand their position, only in understanding their duties and functions they are still in understanding the duties and functions of youth organizations in general, namely only in the field of sports. (2) There has been no guidance from the village government on youth groups specifically in Sidorejo Village. And (3) Sidorejo Village has sufficient potential, namely having containers in the form of community organizations/institutions in accordance with the conditions and needs of the village community other than youth organizations, only in its implementation it is still not optimal. The groups/organizations should be able to synergize with each other

    This study aim to find out and to get an overview of the implementation of the program there are some obstacles. The method used in this research was descriptive qualitative in order to provide an overview of the research problem. This research aspect adopts Riant Nugroho’s theory regarding the stages of policy implementation, namely socialization, implementation, monitoring and evaluation. The results of the research in the socialization aspect showed that many KPMs did not receive socialization from the relevant agencies and the socialization carried out by the facilitators was only a brief explanation of the program. In the aspect of implementation, the parties who must be involved are not involved, the process of replacing KPM and complaints has several obstacles, the program mechanism is in accordance with the general program guidelines. In the aspect of supervision has several obstacles because the complaint process has several obstacles and in the evaluation aspect it only focused on evaluating e-stall agents and there was no evaluation of the program distributor performance. Implementation has note gone well caused by 1) socialization that has not been evenly distributed and the material provided is only minimal, 2) miscommunication and lack of coordination between parties and the complaint process to the Sosial Service has several obstacles, 3) supervision by related agencies has not been carried out properly, 4) there is no performance evaluation of BPNT (Groceries) distribution officers or program assistants

    This study aimed to see the readiness of Tanjung Terdana village in funds management on the Village Fund Allocation. The readiness could be seen from four aspects, namely: 1) device regulations/guidelines for the implementation readiness, 2) Human Resources readiness, 3) governance readiness, 4) Participation of the community. The results showed that although at first Tanjung Terdana village did not understand about the concept of financial management in particular the Village Fund Allocation which nominal was much greater than before, but they had the commitment and progress to develop the village by utilizing the Village Fund Allocation. So even though the implementing regulations at the local level was slow set so that governance couldn’t be run in accordance with a predetermined schedule, but head of the village and village officials consulted to a number of parties. Their willingness to learn, correct errors, effort, and along with community participation then slowly increased their readiness on managed the Village Fund Allocation

    This scientific research was conducted to find out the description of the implementation of the Regional Regulation on Regional Spatial Planning in realizing environmentally sustainable development in Bengkulu Tengah Regency. The focus of this research is on the implementation of the policy of providing Green Open Space in the development of urban areas, namely the City Parks that have been built. The method used in this study uses descriptive qualitative methods with a case study approach. Data analysis is based on techniques commonly used in communication messages, namely data collection, data classification, data interpretation and meaning of research results. The results of the study were viewed from four aspects, namely the determination of zoning, licensing issues, choice of incentives and disincentives, and community participation. From this aspect, it is known that in the construction of City Parks as a form of implementation of the policy of providing Green Open Space in the development of urban areas in Bengkulu Regency, the principle of environmentally sustainable development has not been maximally realized. First, the determination of City Park zoning is carried out unilaterally by the government without coordinating with the community. Secondly, the issue of licensing where the construction of the City Park permit location is unknown to the public. Third, the choice of incentives and disincentives provided by the government is still too small and does not prioritize the interests of the community. Finally, the participation of the community in the construction of the City Park is still very lacking because the government is not transparent regarding the development planning that will be carried out

    Background on this research is the researcher’s interest will decrease the policy fuel prices. According to the government, the decline in fuel prices is expected to reduce the burden on the community, so that purchasing power can be maintained even can improve people’s welfare in line with declining inflation. Therefore, researchers were interested in doing research on the impact of declining prices of fuel oil to the poverty of woman. Formulation of the problem in this study what conditions are like woman who are classified as poor after the implementation of the policy of fuel prices increases of oil, which is also followed by a decline in fuel prices during the period 2005-2009, especially in Bengkulu City of District Malabro?. The purpose of this study is to capture and identify groups of poor woman in sub-district Malabero, knowing the publik opinion about the existence of district policy Malabero increase and decrease in fuel prices, see impact of fuel prices decrease policy group against woman Malabero poor in bengkulu city views of welfare socioeconomic communities feel the impact of this policy. This kind of research is a qualitative descriptive. Informan selection techniques using snowball sampling. Data collection techniques used are interviews, documentation and observation. From the results of research in the know that the number of poor families in sub-district woman is still relatively large malabero is as much as 25,94 % of all poor families as many as 347 families, or 14,06 % of the total of 640 families. Income of poor woman did not experience an increase due to cost of goods that tend to remain or even increase depsite oil price has been lowered. Their formal education did not increase due to aging and the cost, while the education of their children slightly increased because of the free education policy that proclaimed the city government and other assistance such as scholarship. Informal education of poor woman increased slightly because of the awareness and willingness of individuals to participate in skills training courses and seminars. Health of poor woman has not changed, it is seen from the low purchasing power of nutritious foods, especially as a result of low income. In addition, awareness and a lack of knowledge about how a healthy lifestyle. Regarding housing conditions, or settlement, only a few house are experiencing a change, it was only limited to minor renovations such as improving the condition of latrines, repair / replacement of zinc / roof of the house, and so on

    The objective of this research is to describe SPIP’s preparation steps which consist of knowing and mapping/diagnostic assessment, and the problems encountered during the implementation of SPIP. This research applies descriptive method with qualitative approach. And employ in-dept interview, observation, documentary analysis and library research in gathering the data. Data analysis in this study follows Miles and Huberman’s Framework. The research shows that the knowing steps, has been done consistently following the grand design schemed by SPIP. That is, by organizing SPIP’s socialization and training. The internal sosialization by BPKP itselves has been conducted by internal office training, internal meeting and by putting some banners bringing the SPIP’s subtancial messages. Meanwhile, the eksternal socialization is done throught the program arranged by education and training center. Current finding of this research indicates that, in the knowing step, there is also dissemination activity which is conducted by developing a positive working cultures. Initially, the mapping steps for the internal of BPKP (the representatif office of finance and development suvervisory board) is done by the supervision of the central office of BPKP, Althoug, there is only several government boards following this step. It this shown by the activities which only focuses on the socialization and commitment development doing by top management. The difficulty in establishing commitment among the staffs and the top management is to prior constraint for the implementation of SPIP programs
