    Assessing the effectiveness of voluntary solid waste reduction policies: methodology and a Flemish case study

    The purpose of this paper is to illustrate the use of statistical techniques to evaluate the effectiveness of voluntary policy instruments for waste management. The voluntary character of these instruments implies that latent characteristics, unobserved by the analyst, might influence the participation decision and might lead to biased estimates of the effectiveness of the policy instrument if standard techniques are used. We propose an extension of the Difference-in-Differences estimator to evaluate the effectiveness of voluntary policy instruments. We illustrate the technique by estimating the effectiveness of voluntary cooperation agreements between the Flemish environmental administration and individual municipalities. We focus on agreements which aim at curbing residential solid waste. Using a dataset covering all 308 Flemish municipalities for the period 2000 - 2005, our results indicate that municipalities subscribing to the agreement reduced their waste level by less than what could be expected on the basis of their own performance prior to subscription and the performance of the non-subscribers. This result might be explained by rising marginal cost of extra residential solid waste reduction policies. In addition, there are indications that subscribing municipalities refrain from additional reduction efforts once the target waste level of the program is achieved.Residential solid waste, difference-in-differences, voluntary agreements, municipalities, endogeneity bias.

    Possible climate change impacts on water resources availability in a large semi-arid catchment in Northeast Brazil.

    The semiarid region of Northeast Brazil is characterized by water scarcity, vulnerability of natural resources, and pronounced climatic variability. An integrated model has been developed to simulate this complex situation with an emphasis on a large-scale representation of hydrological processes and on the sensitivity to climate change. Regional climate change scenarios were obtained by empirical downscaling with large-scale climate information from different GCMs which differ strongly in their projections for future precipitation. The results show that due to these differences, it is still impossible to give quantitative values of the water availability in a forecast sense, i.e. to assign probabilities to the simulated results. However, it becomes clear that efficient and ecologically sound water management is a key question for further development. The results show that, independent of the climate change, agriculture is more vulnerable to drought impacts in the case of rainfed compared to irrigated farming. However, the capacity of irrigation and water infrastructure to enhance resilience with respect to climatic fluctuations is significantly constrained in the case of a negative precipitation trend

    Fatal attraction: the intuitive appeal of GMO opposition

    Public opposition to genetically modified organisms (GMOs) remains strong. By contrast, studies demonstrate again and again that GM crops make a valuable contribution to the development of a sustainable type of agriculture. The discrepancy between public opinion and the scientific evidence requires an explanation. We argue that intuitive expectations about the world render the human mind vulnerable to particular misrepresentations of GMOs. We explain how the involvement of particular intuitions accounts for the popularity, persistence, and typical features of GM opposition and tackle possible objections to our approach. To conclude, we discuss the implications for science education, science communication, and the environmental movement

    A functional study of AUXILIN-LIKE1 and 2, two putative clathrin uncoating factors in Arabidopsis

    Clathrin-mediated endocytosis (CME) is a cellular trafficking process in which cargoes and lipids are internalized from the plasma membrane into vesicles coated with clathrin and adaptor proteins. CME is essential for many developmental and physiological processes in plants, but its underlying mechanism is not well characterized compared with that in yeast and animal systems. Here, we searched for new factors involved in CME in Arabidopsis thaliana by performing tandem affinity purification of proteins that interact with clathrin light chain, a principal component of the clathrin coat. Among the confirmed interactors, we found two putative homologs of the clathrin-coat uncoating factor auxilin previously described in non-plant systems. Overexpression of AUXILIN-LIKE1 and AUXILIN-LIKE2 in Arabidopsis caused an arrest of seedling growth and development. This was concomitant with inhibited endocytosis due to blocking of clathrin recruitment after the initial step of adaptor protein binding to the plasma membrane. By contrast, auxilin-like1/2 loss-of-function lines did not present endocytosis-related developmental or cellular phenotypes under normal growth conditions. This work contributes to the ongoing characterization of the endocytotic machinery in plants and provides a robust tool for conditionally and specifically interfering with CME in Arabidopsis

    Ectopic application of the repressive histone modification H3K9me2 establishes post-zygotic reproductive isolation in Arabidopsis thaliana

    Hybrid seed lethality as a consequence of interspecies or interploidy hybridizations is a major mechanism of reproductive isolation in plants. This mechanism is manifested in the endosperm, a dosage-sensitive tissue supporting embryo growth. Deregulated expression of imprinted genes such as ADMETOS (ADM) underpin the interploidy hybridization barrier in Arabidopsis thaliana; however, the mechanisms of their action remained unknown. In this study, we show that ADM interacts with the AT hook domain protein AHL10 and the SET domain-containing SU (VAR) 3-9 homolog SUVH9 and ectopically recruits the heterochromatic mark H3K9me2 to AT-rich transposable elements (TEs), causing deregulated expression of neighboring genes. Several hybrid incompatibility genes identified in Drosophila encode for dosage-sensitive heterochromatin-interacting proteins, which has led to the suggestion that hybrid incompatibilities evolve as a consequence of interspecies divergence of selfish DNA elements and their regulation. Our data show that imbalance of dosage-sensitive chromatin regulators underpins the barrier to interploidy hybridization in Arabidopsis, suggesting that reproductive isolation as a consequence of epigenetic regulation of TEs is a conserved feature in animals and plants
