The aim of the present work was to register the life situation of the older migrants living in Austria – in particular from former Yugoslavia - with the help of an analysis of the literature to identify barriers in the access for the elderly care and to indicate possible starting points necessary for a cultural-sensitive elderly care in Austria. The basis of the literature work were primarily international and local studies and publications, data of the Statistik Austria as well as projects form Austria, Germany and Switzerland, which deal with the situation of older migrants in the context of health systems and the counselling of older people. The first part of the work discusses concepts of “culture” and “cultural sensitivity”, as well as “migration” and “counselling”. Contents of the statistical part were derived from Statistik Austria and are supposed to give an overview oft the demographic characteristics of the Austrian population with migration background and their situation in Austria. The next part of the work deals with “migration” and “health”. In the scope of different cultural interpretations of illness and illness causes and their effects on health and health behaviour of people with migration background were discussed. Furthermore, the situation of older migrants and their care and nursing needs were outlined. This involves the presentation of different access barriers of the health system for migrants from former Yugoslavia and the illustration of their special needs in the elderly care. The other chapters deal with cultural-sensitive counselling and care of older migrants. This comprises different aspects of intercultural competence and intercultural opening as well as some nursing models for a cultural-sensitive care. The last part presents a state of the art view of the Austrian research. Possible options for action for Austrian institutions of elderly care aiming on reduction of access barriers for migrants from former Yugoslavia were indicated

A Guide to Localized Frames and Applications to Galerkin-like Representations of Operators

This chapter offers a detailed survey on intrinsically localized frames and the corresponding matrix representation of operators. We re-investigate the properties of localized frames and the associated Banach spaces in full detail. We investigate the representation of operators using localized frames in a Galerkin-type scheme. We show how the boundedness and the invertibility of matrices and operators are linked and give some sufficient and necessary conditions for the boundedness of operators between the associated Banach spaces.Comment: 32 page

The Boundary Element Method in Acoustics: A Survey

    Get PDF
The boundary element method (BEM) in the context of acoustics or Helmholtz problems is reviewed. The basis of the BEM is initially developed for Laplace’s equation. The boundary integral equation formulations for the standard interior and exterior acoustic problems are stated and the boundary element methods are derived through collocation. It is shown how interior modal analysis can be carried out via the boundary element method. Further extensions in the BEM in acoustics are also reviewed, including half-space problems and modelling the acoustic field surrounding thin screens. Current research in linking the boundary element method to other methods in order to solve coupled vibro-acoustic and aero-acoustic problems and methods for solving inverse problems via the BEM are surveyed. Applications of the BEM in each area of acoustics are referenced. The computational complexity of the problem is considered and methods for improving its general efficiency are reviewed. The significant maintenance issues of the standard exterior acoustic solution are considered, in particular the weighting parameter in combined formulations such as Burton and Miller’s equation. The commonality of the integral operators across formulations and hence the potential for development of a software library approach is emphasised

Plea bargaining : a comparative study of Austrian and Canadian law

    No full text
This thesis deals with plea bargaining, a method of settling criminal cases without litigation. Plea bargaining is any agreement by the accused to plead guilty in return for the promise of some benefit. While the practice is openly discussed in Canada, little literature exists about this topic in Austria. An analysis of the practice is thus made by comparing the Austrian law enforcement system to the Canadian one. After a comparison of the rules and principles that govern the procedures in both countries, the thesis deals with the problems that are caused by plea bargains. Proponents have said that plea bargaining is a practice that eases the administration of justice without either prejudicing the rights of the innocent or occasioning real injustice to the guilty. The second part of this work thus focuses on the rights of the accused and the rules that are designed to protect him. The defendant who pleads guilty receives mild treatment as a reward for his admission of guilt. Whether or not this is consistent with the public\u27s claim for justice is dealt with in part three of the essay. The method used is an exploration of the goals and purposes of criminal punishment in Austria and Canada. It is shown that plea bargaining not only causes a lack of protection for the accused, it also creates inequality. The practice leads to a goal displacement. In the pursuit of efficiency the original goals of the penal system and the idea of justice are neglected

An implementation and numerical experiments of the FEM‐BEM coupling for the elastodynamic wave equation in 3D

    No full text
In this paper we deal with an implementation as well as numerical experiments for the coupling of interior and exterior problems of the elastodynamic wave equation with transparent boundary conditions in 3D as described in a previous paper by this author. In more detail, the FEM‐BEM‐coupling as well as the time discretization by using leapfrog and convolution quadrature is considered. Our aim is to provide an insight into the necessary steps of the implementation. Based on this, we present numerical experiments for a non‐convex domain and analyze the errors
