    Tourism policy, biodiversity conservation and management: a case study of the Kruger National Park, South Africa

    The Kruger National Park (KNP) management has recently made considerable progress in enacting new policies to address biodiversity conservation and management challenges. However, the interlinkages among the new policies to support biodiversity conservation and management have not been evaluated, particularly the principles and approaches, and how these interact in terms of policy decision-making at the economic and political levels. This study seeks to evaluate the interlinkages among the new policies and how they affect one another, as an avenue to promote a more integrated and comprehensive policy implementation. These policies include the tourism policy, the elephant management policy, and the water provision policy. At policy-making level, the integration of these three policies enhances the possibilities for balancing and controlling the pressures exerted on environmental resources. At the implementation level, it offers a framework for the coordination of the interventions of the policies in space so as to recognise and capitalize on their synergies. Given the inevitably multifarious and departmentalized nature of policy formulation in the KNP, there is a need for the analysis of interlinkages amongst policies. The conceptual framework underpinning this study derives much from Briassoulis’ (2004) policy integration. The research utilizes both qualitative and quantitative research methods, and focuses on selected camp sites within the Park. The findings indicate that current procedures for tourism policy-making and implementation are weak, and little is done by way of impact assessment. This has been attributed to the lack of capacity at the KNP. The findings also reconfirm that policy-making is too fragmented. As a result, policy coordination and cooperation among park managers is weak. This study suggests that an environmental policy integration approach can lead to improved policy-making and implementation. Informed by the data collected from interviews, questionnaires and document analyses, a management framework has been developed to demonstrate how an integrated approach to Environmental Policy Integration (EPI) or management can help sustain the practice of wildlife tourism and support biodiversity conservation. It is concluded that greater realisation of integrated policy-making and implementation in the KNP can be achieved by establishing a formal coordinating office. However, a special feature of KNP policy-making is its widespread consultation system that can provide a fertile ground for enhancing EPI

    An exploration of perceptions, adaptive capacity and food security in the Ngqushwa local municipality, Eastern Cape, South Africa

    Approximately sixty percent of Africans depend on rainfed agriculture for their livelihoods. South Africa is evidenced to be susceptible to inclement climate which impacts on rural livelihoods as well as on farming systems. While South Africa is considered to be food sufficient, it is estimated that approximately 35% of the population is vulnerable to food insecurity. Therefore with the application of surveys and interviews this study investigates the factors influencing household, subsistence and small-scale farmer perceptions of vulnerability to climate variability as well as the determinants of adaptive capacity. A sample of 308 households is surveyed and four focus group discussions are administered in Ngqushwa Local Municipality as a case study. Furthermore, the study also focuses on the biophysical changes or factors (scientific analysis of the prevailing climatic regimes–rainfall trends); the interrogation of the impact of food systems on both food prices as well as its implications on food sovereignty. The study also interrogates the relationship between crop yield and rainfall data over a 30-year period. Therefore the study adopts a mixed method approach to ensure triangulation. The study finds that rural communities are able to perceive climate variability and its related changes as well as its negative impact on crop production, food access and availability. The perceived rainfall trends also corroborate this Pearson product-moment correlation coefficient reveals that there is a strong correlation between crop yields and rainfall (r = 0.69). Meteorological analyses also show that the rainfall trend has been significantly variable over 112 years (1900 - 2011) with several dry spells threatening the subsistence and small-scale farmers’ sustainable livelihoods. The food systems pose threats to food safety, food security and historical food sovereignty for the rural community of Ngqushwa Local Municipality. Adaptive capacity is greatly impaired by the lack of co-ordination of adaptation strategies, which communally benefit the majority of the farming respondents in the study area. Therefore vulnerability to climate variability impacts on the ability of the respondents to achieve food security. The study also finds that there is perceived competition between the farmers and wild life for the natural resources. The respondents’ perception is that climate variability and change is responsible for such competition. The study recommends that the national, provincial and local governments must foster a new food production model that is not based on the agro-business model and its attendant technologies but on one that is based on robust agro-ecological farming techniques which enhance adaptive capacity; which foster food safety; which promote food sovereignty; and which reduce vulnerability in a sustainable manner. Given the extent of climate variability in the study area the restoration of the NLM weather station infrastructure can also aid the farmers in taking advantage of a robust early warning system for better estimation of climate trends which enhance crop production

    Using geostatistical techniques to map adaptive capacities of resource-poor communities to climate change: A case study of Nkonkobe Local Municipality, Eastern Cape Province, South Africa

    Purpose - This paper aims to present a case study-based approach to identify resource-poor communities with limited abilities to cope with the adverse effects of climate change. The study area is the Nkonkobe Local Municipality, in the Eastern Cape which is one of South Africa’s provinces ranked as being extremely vulnerable to the adverse effects of climate change because of high incidences of poverty and limited access to public services such as water and education. Although adaptive capacity and vulnerability assessments help to guide policy formulation and implementation by identifying communities with low coping capacities, policy implementers often find it difficult to fully exploit the utility of these assessments because of difficulties in identifying vulnerable communities. The paper attempts to bridge this gap by providing a user-friendly, replicable, practically implementable and adaptable methodology that can be used to cost-effectively and timeously identify vulnerable communities with low coping capacities. Design/methodology/approach - A geostatistical approach was used to assess and evaluate adaptive capacities of resource-poor communities in the Nkonkobe Local Municipality. The geospatial component of this approach consisted of a multi-step Geographical Information Systems (GIS) based technique that was improvised to map adaptive capacities of different communities. The statistical component used demographic indicators comprising literacy levels, income levels, population age profiles and access to water to run automated summation and ranking of indicator scores in ArcGIS 10.2 to produce maps that show spatial locations of communities with varying levels of adaptive capacities on a scale ranging from low, medium to high. Findings - The analysis identified 14 villages with low adaptive capacities from a total of 180 villages in the Nkonkobe Local Municipality. This finding is important because it suggests that our methodology can be effectively used to objectively identify communities that are vulnerable to climate change. Social implications - The paper presents a tool that could be used for targeting assistance to climate change vulnerable communities. The methodology proposed is of general applicability in guiding public policy interventions aimed at reaching, protecting and uplifting socio-economically disadvantaged populations in both rural and urban settings. Originality/value - The approach’s ability to identify vulnerable communities is useful because it aids the identification of resource-poor communities that deserve priority consideration when planning adaptation action plans to deliver support and assistance to those least capable of effectively coping with the adverse effects of climate change induced vulnerabilities

    Communally established cattle feedlots as a sustainable livelihood option for climate change resilience and food security in sub-Saharan Africa: a systematic review

    Climate change poses a significant threat to agriculture and livestock production in sub-Saharan Africa, a region heavily reliant on livestock for smallholder farmers’ livelihoods. This systematic review investigates the potential of communally established cattle feedlots as a sustainable strategy to address the interconnected challenges of climate change resilience and food security in the area. The review focuses on the intensification of climate change, marked by rising temperatures and altered precipitation patterns, posing a direct threat to the livelihoods of millions in the region. Conducting a systematic literature review, we meticulously analyzed 72 articles that centered on communally established cattle feedlots in sub-Saharan Africa. The inclusion criteria considered studies within the context of climate change resilience and food security, utilizing both qualitative and quantitative methodologies. Published articles, grey literature, and relevant reports were systematically sourced from academic databases such as PubMed, Scopus, Google Scholar and Web of Science, complemented by manual searches of journals, conference proceedings, and organizational websites. The synthesis of findings reveals a nuanced landscape of successes and challenges associated with communal feedlots. Through a narrative synthesis, studies were categorized based on key themes, unraveling the impact of communal feedlots on livestock health, economic viability, and socio-economic dynamics. The review highlights the role of communal feedlots in mitigating climate-related shocks, enhancing livestock productivity, and fostering economic opportunities for smallholder farmers. However, challenges related to land tenure, community engagement, and resource allocation emerged as critical considerations. In conclusion, communally established cattle feedlots offer a holistic and sustainable approach to address climate change challenges in sub-Saharan Africa

    Enabling acceptance and use of ecological intensification options through engaging smallholder farmers in semi-arid rural Limpopo and Eastern Cape, South Africa

    Ecological intensification is being promoted to address food security and environmental challenges. It has shown the potential to improve yields as well as adapt and mitigate the effects of climate variability and change. Despite the great potential, smallholder farmers continue to shun the latter. Apart from this, limited research has been conducted focussing on their acceptance and use in smallholder sub-Saharan African agricultural systems. In this study, a qualitative approach using the Unified Theory of Acceptance and Use of Technology (UTAUT) four constructs (performance, ease of use, social influence and enablers) was used to assess behavioral intention to accept and use ecological intensification options. A total of 97 smallholder farmers from diverse farm types in rural Limpopo and Eastern Cape, South Africa participated in focus group discussions to assess behavioral intention to accept and use ecological intensification options. Smallholder farmers revealed that they were exposed to a plethora of ecological intensification options. However, acceptance and utilization of these options were low, mainly due to lack of awareness, germplasm, and technical support. The four constructs of the UTAUT framework revealed locally relevant knowledge that must be considered for effective acceptance and use of ecological intensification options.     Profiling Smallholder Farmers Goals and Aspirations for Enhanced Agricultural Development: a Case of Smallholder Maize Farmers

    The intervention of government in the development of smallholder agriculture is still grappling and has not yielded the desired results, despite the huge investment from government. This has been a source of concern to government and policy makers. This paper sought to analyze the socio-demographic features of the smallholder maize farmers; profile the goals and aspirations of these farmers; and lastly, to analyze the technical efficiency of maize farmers. Qamata and Tyefu in the Transkei and Ciskei homelands, respectively were purposively chosen for the study. Descriptive statistics; Principal component analysis (PCA) and stochastic frontier analysis (SFA) were used in the analysis. The result shows, that majority (66%) of the farmers were males with an average range of 61 years old. On the other hand, the PCA indicated that there is a variation between predicted goals and aspiration among maize farmers. The SFA result showed that farmers were efficient. The mean technical efficiency estimates up to 100%, an indication that farmers are more efficient in the usage of factors of production at their disposal in the study area. This implies that smallholder maize farming is lucrative due to its profit-making potentials. Moreover, this is a clear indication that more income and wealth is generated thereby implying that it is strategic and pivotal in improving farmers’ livelihood

    Gendered Water Insecurity: A Structural Equation Approach for Female Headed Households in South Africa

    Intricacies between women and water are central to achieving the 2030 Sustainable Development Goals (SDGs). Gender equality and women empowerment is a key driver in ending hunger and poverty as well as improve water security the study sought to identify and provide pathways through which female-headed households were water insecure in South Africa. Secondary data collected during the 2016 General Household Survey (GHS) was utilised, with a sample of 5928 female-headed households. Principal Component Analysis and Structural Equation Modelling were used to analyse the data. The results show dynamic relationships between water characteristics and water treatment. There were also associations between water access and wealth status of the female-headed households. Association was also found between water access and water treatment as well as between wealth status and water treatment. The study concludes that there are dynamic relationships in water insecurity (exposure, sensitivity and adaptive capacity) for female-headed households in South Africa. The study recommends that a multi-prong approach is required in tackling exposures, sensitivities and adaptive capacities to water insecurity. This should include capacity–building and empowering women for wealth generation, improve access to water treatment equipment as well as prioritising improvement of infrastructure that brings piped and safe water to female-headed households

    Assessing Public Perceptions on Coastal Access -Community Profile: A Case Study of Ngqushwa Local Municipality, South Africa

    Access to available marine resources and portions of the coastline is critical to the welfare and viability of coastal societies. Yet, the views of coastal communities do not always find expression in the policies and decision-making processes of many governments. This study aimed at assessing the community’s perceptions about the accessibility of the coastline in Ngqushwa local municipality (South Africa), to offer information critical in reshaping post-apartheid (after 1994) coastal policy, processes and sustainable well-being. The target audience of this study was the ordinary members of the community living in two coastal wards (11 and 12) of Ngqushwa local municipality (NLM). To contextualize the study, a literature review was conducted. Data were collected from key community members using a questionnaire survey. Document analysis and observation were used to validate the research findings. Certain variables of the results were correlated using a cross-tabulation technique. SPSS software was used for data analysis. In general, the results of the study show that although communities value the coast for recreational, spiritual and livelihood; however, there is dissatisfaction with the availability of services and accessibility to certain access points due to various factors. Three main factors identified as obstacles to coastal access were private properties, distance to the shoreline and financial constraints. The conclusions call for multiple interventions such as improving community involvement, addressing accessibility, capacity building and improvement of socio-economic aspects. The findings of this perception survey are crucial in adding to the growing empirical studies about perceptions and guiding associated policies and processes to include community views

    Implementing the Green City Policy in Municipal Spatial Planning: The Case of Buffalo City Metropolitan Municipality

    The term “eco-city,” and similar concepts such as “green” and “sustainable” cities, has evolved overtime concurrent to the development of the understanding of social change and mankind’s impact on environmental and economic health. With the advent of climate change impacts, modern economies developed the green city policy to create sustainable urban development, low emission, and environmentally friendly cities. In South Africa municipalities, including Buffalo City Metropolitan Municipality (BCMM) have been tasked to and implement the green city policy. However, BCMM is yet to develop the green city policy that clearly articulate how the municipality will combat climate change and reduce its Green House Gases (GHG) emissions in its spatial planning designs. Against this background, this article reviews and analyses green policy landscape in Metropolitan Municipalities. It is envisaged that the research will provide the basis for the development of a comprehensive green policy strategies and programmes for the local transition to action in Buffalo City Metropolitan Municipality, in the Eastern Cape Province
