    The Principles Of Developing A Management Decision Support System For Scientific Employees

    Employees engaged in mental work have become the most valuable assets of any organization in the 21st century. The satisfaction of those involved in mental work requires the provision of objectivity and transparency in their decision-making. This, in turn, entails the development of scientifically motivated decision making mechanisms and scientific-methodological approaches to evaluate their performance based on innovative technologies.The main goal of this article is in development of the scientific and methodological framework for the establishment of a decision support system to manage the employees engaged in mental work and operating in uncertainty. In this regard, initially, the question of evaluating the activities of scientific workers is examined, its characteristic features are determined, and the fuzzy relation model is proposed as a multi-criterion issue formed in uncertainty. Taking into consideration the hierarchical structure of the criteria that allows evaluating the activities of scientific workers, a phased solution method based on an additive aggregation method is proposed. In accordance with the methodology, a functional scheme of the decision support system to manage the scientific personnel is developed. The working principle of each block and the interaction of the blocks are described. The rules for the employees\u27 management decisions are shown by referring to the knowledge production model.Based on the proposed methodological approach, the implementation phases of the decision support system for the management of the scientific workers of the Institute of Information Technology of ANAS are described. To evaluate the employees\u27 performance, the tools to collect initial information, evaluate the system of criteria, define their importance coefficients and mathematical descriptions are provided. Some results of the system software are presented. The opportunities of the system based on the proposed methodology to support enterprise mangers to make scientifically justified decisions are provided

    Synthesis of decision making in a distributed intelligent personnel health management system on offshore oil platform

    This paper proposes a methodological approach for the decision synthesis in a geographically distributed intelligent health management system for oil workers working in offshore industry. The decision-making methodology is based on the concept of a person-centered approach to managing the health and safety of personnel, which implies the inclusion of employees as the main component in the control loop. This paper develops a functional model of the health management system for workers employed on offshore oil platforms and implements it through three phased operations that is monitoring and assessing the health indicators and environmental parameters of each employee, and making decisions. These interacting operations combine the levels of a distributed intelligent health management system. The paper offers the general principles of functioning of a distributed intelligent system for managing the health of workers in the context of structural components and computing platforms. It presents appropriate approaches to the implementation of decision support processes and describes one of the possible methods for evaluating the generated data and making decisions using fuzzy pattern recognition. The models of a fuzzy ideal image and fuzzy real images of the health status of an employee are developed and an algorithm is described for assessing the deviation of generated medical parameters from the norm. The paper also compiles the rules to form the knowledge bases of a distributed intelligent system for remote continuous monitoring. It is assumed that embedding this base into the intelligent system architecture will objectively assess the trends in the health status of workers and make informed decisions to eliminate certain problem

    In each organization, the goal of human resource management (HRM) is to form, employ and develop human resources. The massive spread of Internet technologies and the globalization of the economy in the late twentieth century have allowed the enterprises to form a temporary partnership, and subsequently have led to the formation and expansion of virtual organizations (VO) by establishing these relationships over the Internet. Unquestionably, the success of VO depends on appropriate organization of HRM and selection, deployment, socialization, motivation and evaluation of employees and partners. In this regard, this paper analyzes the features of HRM in VO and proposes methods for the recruitment and assessment of the performance of virtual employees (contractors). The article analyzes the specific features of HRM in VO. The issues of HRM in VT are characterized as decision-making in fuzzy environment. Based on the peer comparison of expert estimates for the alternatives, including on the hierarchical analysis method, detection of the contradictions in the expert estimates and multiplicative aggregation methods, a decision making technique is proposed for the recruitment of the employees. Assessment of the virtual employees’ performance to achieve overall objective of the organization is formulated as a decision-making process in distributed environment and appropriate decision-making methods are proposed. The proposed approach is a methodological framework for decision support for human resources management in virtual organizations. This system can support more objective and scientifically justified decision-making on presented task. It can also enable VO to be more "reliable" in relation to the "trust" component for the formation of VO, which is the key point for the increase of the effectiveness of VO

    The intelligent monitoring and evaluation of the psychophysiological state of the workers employed on offshore oil and gas platforms

    Oil and gas companies have an urgent need for technologies that provide complete and reliable information about the actual state of health and safety of personnel. To solve this problem, the article proposes a concept solution for the development of a system monitoring of the psychophysiological health of workers employed on offshore oil platforms. The concept is based on a person-centered approach and allows monitoring of health of employees simultaneously linking them to the context of the environment. The urgency of the problem is confirmed by statistical data, according to which workers in the oil and gas industry are 8 times more likely to get injured. The article analyzes the specific features of the professional activity of the workers employed on offshore oil platforms and shows that the deterioration of their health and psychological condition due to the long-term “sea environment” is unavoidable. It offers to develop an intelligent system for monitoring the psychophysiological condition of workers employed on offshore oil platforms and to assess its suitability for their position with the reference to the Cattell test and fuzzy patterns recognition. The development and systematic operation of such a system may timely detect undesirable consequences for the health status of workers employed on offshore oil platforms and prevent wrong decisions due to the “human factor

    The Stratification of Universities Revisited: Status, Followers, and the Shape of National Hierarchies

    It is generally accepted that Canadian universities are less stratified than their southern neighbours, a hypothesis popularized in the mid-2000s and verified by subsequent comparative empirical research. Through this piece, we revisit the Canadian “flatness” hypothesis, embracing a more sociological definition of status hierarchies and using social media followers as a focal proxy for status. Despite our theoretically based skepticism, adoption of an alternative status proxy, and use of more recent data, our analyses validate the flatness hypothesis. We theorize the implications of these findings, and our novel approach, for the study of organizational stratification in higher education.Il est généralement reconnu que les universités canadiennes sont moins stratifiées que leurs voisines du Sud, une hypothèse popularisée au milieu des années 2000 et vérifiée par des recherches empiriques comparatives subséquentes. Dans cet article, nous revisitons l’hypothèse du « nivellement » canadien, en adoptant une définition plus sociologique des hiérarchies de statut et en nous basant sur les utilisateurs des médias sociaux comme indicateur focal du statut. Malgré notre scepticisme théorique, l’adoption d’un autre indicateur de statut et l’utilisation de données plus récentes, nos analyses confirment l’hypothèse du nivellement. Nous théorisons les implications de ces résultats et de notre nouvelle approche pour l’étude de la stratification organisationnelle dans l’enseignement supérieur
