Forest-Stream Linkages: Effects of Terrestrial Invertebrate Input and Light on Diet and Growth of Brown Trout (Salmo trutta) in a Boreal Forest Stream

Subsidies of energy and material from the riparian zone have large impacts on recipient stream habitats. Human-induced changes, such as deforestation, may profoundly affect these pathways. However, the strength of individual factors on stream ecosystems is poorly understood since the factors involved often interact in complex ways. We isolated two of these factors, manipulating the flux of terrestrial input and the intensity of light in a 2×2 factorial design, where we followed the growth and diet of two size-classes of brown trout (Salmo trutta) and the development of periphyton, grazer macroinvertebrates, terrestrial invertebrate inputs, and drift in twelve 20 m long enclosed stream reaches in a five-month-long experiment in a boreal coniferous forest stream. We found that light intensity, which was artificially increased 2.5 times above ambient levels, had an effect on grazer density, but no detectable effect on chlorophyll a biomass. We also found a seasonal effect on the amount of drift and that the reduction of terrestrial prey input, accomplished by covering enclosures with transparent plastic, had a negative impact on the amount of terrestrial invertebrates in the drift. Further, trout growth was strongly seasonal and followed the same pattern as drift biomass, and the reduction of terrestrial prey input had a negative effect on trout growth. Diet analysis was consistent with growth differences, showing that trout in open enclosures consumed relatively more terrestrial prey in summer than trout living in covered enclosures. We also predicted ontogenetic differences in the diet and growth of old and young trout, where we expected old fish to be more affected by the terrestrial prey reduction, but we found little evidence of ontogenetic differences. Overall, our results showed that reduced terrestrial prey inputs, as would be expected from forest harvesting, shaped differences in the growth and diet of the top predator, brown trout

Maternal capital as a tool of management of demographic processes

Статья посвящена проблеме эффективности использования материнского капитала как одной из мер поддержки российских семей. В статье анализируется динамика численности населения в период с 1990 по 2016 годы, показывающая наличие в России на протяжении длительного времени устойчивой тенденции к сокращению численности населения по причине естественной убыли. Анализ научной литературы по демографической политике и статистических данных о динамике численности населения показывает, что на рождаемость отрицательно влияют как материальные, так и медико-биологические факторы. Сложившаяся ситуация обусловила необходимость формирования на государственном уровне системы мер, обеспечивающей поддержку необходимого уровня рождаемости, одной из которых является программа материнского капитала. Материнский капитал – это инструмент государственной поддержки семей, действующий с 1 января 2007 года, заключающийся в предоставлении денежных средств целевого назначения при рождении или усыновлении второго или последующего ребенка. Он может быть использован на улучшение жилищных условий, получение образования, услуг здравоохранения, формирование накопительной пенсии для женщин, а также на оплату товаров и услуг для детей-инвалидов. Особое внимание уделяется программе регионального материнского капитала. Отмечается, что в настоящее время в 71 регионе действуют свои программы семейного капитала. В целях изучения особенностей предоставления материнского капитала в регионах России в период с ноября 2016 года по январь 2017 года был проведен контент-анализ 34 законов и иных нормативных правовых актов субъектов Российской Федерации, регламентирующих вопросы выплаты материнского капитала. Результаты проведенного исследования показывают, что органы государственной власти субъектов в рамках своей компетенции расширяют сферы использования материнского капитала. Выявлено, что в разных субъектах варьируется сумма семейного капитала, а также направления его использования. Авторами предложены рекомендации по защите материнского капитала от незаконного обналичивания, а также по оптимальному распределению суммы материнского капитала в каждом регионе. Авторы приходят к выводу, что данная мера нуждается в совершенствовании в связи с пробелами в законодательстве, учащающимися случаями мошенничества, а также с расширением направлений реализации и с последующей индексацией.The article deals with the problem of the effectiveness of maternity capital as one of the measures to support Russian families. The article analyzes the dynamics of the population from 1990 to 2016, which indicates a sustained decline in population in Russia. An analysis of the scientific literature on population policy and statistical data on the dynamics of the population shows that material and biomedical factors have a negative impact on the birth rate. The current situation required the formation of a system of measures at the state level to maintain the necessary birth rate. One such maintains is the maternity capital program. Maternity capital is an instrument of state support for families since 2007. It is aimed at providing money at the birth or adoption of a second or subsequent child. It can be used to improve living conditions, education, medical care, the formation of a funded pension for women, as well as to pay for goods and services for children with disabilities. Particular attention is paid to the regional program of maternity capital. Nowadays 71 regions have their own family capital programs. The article presents the results of content analysis of 34 laws and other normative legal acts of the subjects of the Russian Federation regulating the payment of maternity capital (from November 2016 to January 2017). The analysis shows that the state bodies of the regions expand the scope of its application. It was revealed that the size of family capital and the direction of its use are different. The authors proposed recommendations for protecting maternity capital from illegal withdrawal of cash and its optimal distribution in each region. The authors note that maternity capital needs to be improved because of legislative gaps and increased fraud. Moreover, maternity capital needs indexing and expanding the scope of its application

Disorders of hydroionic metabolism in children and their correction

The article presents modern ideas about disorders of hydroionic metabolism in children. Many diseases of different etiologies can lead to the development of disturbances in the exchange of water and ions. Depending on the prevailing losses, the main types of dehydration are identified: isotonic, hypotonic and hypertonic. Approaches to the treatment with the help of enteral and parenteral rehydration aimed at correcting not only dehydration but also microelemental disorders are presented. Basic solutions for oral rehydration (ORS-200, Regidron Bio, Humana Electrolyte), as well as special children’s water for use in medical practice and nutrition are presented. The indications for carrying out the infusion therapy are justified
