Active Control Evaluation for Spacecraft (ACES)
The Air Force goal is to develop vibration control techniques for large flexible spacecraft by addressing sensor, actuator, and control hardware and dynamic testing. The Active Control Evaluation for Spacecraft (ACES) program will address the Air Force goal by looking at two leading control techniques and implementing them on a structural model of a flexible spacecraft under laboratory testing. The first phase in the ACES program is to review and to assess the High Authority Control/Low Authority Control (HAC/LAC) and Filter accomodated Model Error Sensitivity Suppression (FAMESS) control techniques for testing on the modified VCOSS structure. Appropriate sensors and actuators will be available for use with both techniques; locations will be the same for both techniques. The control actuators will be positioned at the midpoint and free end of the structure. The laser source for the optical sensor is mounted on the feed mast. The beam will be reflected from a mirror on the offset antenna onto the detectors mounted above the shaker table bay. The next phase is to develop an analysis simulation with the control algorithms implemented for dynamics verification. The third phase is to convert the control laws into high level computer language and test them in the NASA-MSFC facility. Modulation and coding technology for deep space and satellite applications
Modulation and coding research and development at the Jet Propulsion Laboratory (JPL) currently emphasize Deep Space Communications Systems and advanced near earth Commercial Satellite Communications Systems. The Deep Space Communication channel is extremely signal to noise ratio limited and has long transmission delay. The near earth satellite channel is bandwidth limited with fading and multipath. Recent code search efforts at JPL have found a long constraint, low rate convolutional code (15, 1/6) which, when concatenated with a ten bit Reed-Solomon (RS) code, provides a 2.1 dB gain over that of the Voyager spacecraft - the current standard. The new code is only 2 dB from the theoretical Shannon limit. A flight qualified version of the (15, 1/6) convolutional encoder was implemented on the Galileo Spacecraft to be launched later this year. An L-band mobile link, use of the Ka-band for personal communications, and the development of subsystem technology for the interconnection of satellite resources by using high rate optical inter-satellite links are noted

Cooling load forecasting-based predictive optimisation for chiller plants
Extensive electric power is required to maintain indoor thermal comfort using heating, ventilation and air conditioning (HVAC) systems, of which, water-cooled chiller plants consume more than 50% of the total electric power. To improve energy efficiency, supervisory optimisation control can be adopted. The controlled variables are usually optimised according to instant building cooling load and ambient wet bulb air temperature at regular time intervals. In this way, the energy efficiency of chiller plants has been improved. However, with an inherent assumption that the instant building cooling load and ambient wet bulb temperature remain constant in the coming time interval, the energy efficiency potential has not been fully realised, especially when cooling loads vary suddenly and extremely. To solve this problem, a cooling load forecasting-based predictive optimisation method is proposed. Instead of minimising the instant system power according to the instant building cooling load and ambient wet bulb temperature, the controlled variables are derived to minimise the sum of the instant system power and one-time-step-ahead future system power according to both instant and forecasted future building cooling loads. With this method, the energy efficiency potential of a chiller plant can be further improved without shortening the operation time interval. 80% redundant energy consumption has been reduced for the sample chiller plant; energy can be saved for chiller plants that work for years. The evaluation on the effect of cooling load forecasting accuracy turns out that the more accurate the forecasts are, the more redundant energy consumption can be reduced

Quantum Communications with Compressed Decoherence Using Bright Squeezed Light
We propose a scheme for long-distance distribution of quantum entanglement in
which the entanglement between qubits at intermediate stations of the channel
is established by using bright light pulses in squeezed states coupled to the
qubits in cavities with a weak dispersive interaction. The fidelity of the
entanglement between qubits at the neighbor stations (10 km apart from each
other) obtained by postselection through the balanced homodyne detection of 7
dB squeezed pulses can reach F=0.99 without using entanglement purification, at

The One Child Policy has been implemented since 1980, and is the world’s longest implemented population control policy. Popular opinion towards the policy is inevitable. This thesis attempts to explain the rationale behind the One Child Policy, the impacts the policy has had on China socially, economically, and environmentally, and the effects the policy has had on the Chinese population. The research question for this thesis is, What affects Chinese popular opinion about the One Child Policy?”
The first section ofthis thesis illustrates the impacts the policy has had economically, socially, environmentally, and morally. Through the qualitative section, the researcher is able to determine which demographics have been impacted the most from the policy.
The second section utilizes the information obtained in the first section to produce quantitative data. Through the analysis from the first section, the researcher created a theoretical framework to guide her during the research process, and then determined which variable to include in the study. The variables included in this study were: ethnicity, martial status, income, locale, age, education level, and gender.
The researcher used a binary logistic regression to test the relationship between the dependent variable (Support ofthe One Child Policy) and the nine independent variables. The regression showed that ethnicity and locale had the most impact on whether someone support or does not support the One Child Policy. This answer agrees with the researcher\u27s second half of her theoretical framework
Predictive validity of measures of the pathfinder scaling algorithm on programming performance: Alternative assessment strategy for programming education
Recent years have seen a shift in focus from assessment of learning to assessment for learning and the emergence of alternative assessment methods. However, the reliability and validity of these methods as assessment tools are still questionable. In this article, we investigated the predictive validity of measures of the Pathfinder Scaling Algorithm (PSA), a concept mapping assessment utility, using the referent-free and referent-based approaches on programming performance of a group of secondary school students. Results suggest that the predictive validity of both approaches was more or less the same. Among the three similarity measures applied for the referent-based approach, PRX appeared to be the most predictive one whereas PFC and GTD were similar in terms of predictive power. The correlations between the referent-free measure C and the three previously mentioned referent-based measures with the programming performance measures were not as strong as reported in the literature.
