The New Face of Chinese Industrial Policy: Making Sense of Anti-Dumping Cases in the Petrochemical and Steel Industries

Why have China's petrochemical and steel industries behaved so differently in seeking trade protection through antidumping measures? We argue that the patterning of antidumping actions is best explained in terms of the political economy of economic restructuring in pillar industries and its effect on industry structures. In the petrochemical industry, the shift toward greater horizontal consolidation and vertical integration reduces the collective action problems associated with antidumping petitions among upstream companies. It also weakens downstream companies lobbying in favor of the general protection of highly integrated conglomerates. In the steel industry, by contrast, national industrial policy in the absence of exogenous economic shocks fails to weaken local state interests sufficiently. Fragmented upstream and downstream channels instead persist, with strong odds against upstream suppliers waging a successful defense of material interests.

Augmentative and alternative communication repercussion on non-fluent aphasia

Purpose : verify the communication forms and linguistic-cognitive performance of aphasics from an Augmentative and Alternative Communication (AAC) perspective and to evaluate their perception.Methods : this is a longitudinal research with qualitative approach, approved by the Ethic and Research Committee. The sample includes 5 non-fluent subjects with aphasia. Data was collected analyzing the subjects’ files, video records of speech and language therapy focused on AAC, and the subjects opinions about it.Results : subjects used several ways of communication to express themselves as well as increased their use of AAC. In doing so, they demanded less gestures support during the study, which facilitated their communication and diminished guessing and frustrated conversation attempts. The use of AAC resulted in the increase of oral production. Subjects referred that they enjoyed using AAC and that it contributed to their communication in some way.Conclusion : results showed that AAC support contributed to subjects so they could assume their position as speakers, overcoming their language difficulties. Therefore it has facilitated them to assume themselves as linguistic and social subjects. Dialogic and contextualized activities, as well as the interlocutor mediation, facilitated the process of (re)signification of their enunciations. Therefore, regarding this context, AAC is an important support that mediates and facilitates the linguistic process on non-fluent aphasias with repercussions on oral production.Objetivos : verificar as formas de comunicação e desempenho linguístico-cognitivo de afásicos a partir da Comunicação Suplementar e/ou Alternativa (CSA) e conhecer sua percepção.Métodos : pesquisa de abordagem qualitativa de corte longitudinal, aprovada pelo CEP, com amostra de 5 sujeitos afásicos não fluentes. A coleta de dados ocorreu por meio dos prontuários dos sujeitos, registros em vídeo do acompanhamento fonoaudiológico com a CSA e dos seus depoimentos acerca da utilização da CSA.Resultados : os sujeitos utilizam diversas formas de comunicação para se expressar além de fazerem maior uso da CSA, necessitando menor apoio de gestos próprios ao longo do estudo, o que facilitou a comunicação com o outro e diminuiu o uso de adivinhações e tentativas frustradas de conversas. O uso da CSA repercutiu no aumento da produção oral. Os sujeitos referem gostar de utilizar os recursos da CSA e que estes contribuem de alguma forma na sua comunicação.Conclusão: os resultados evidenciam que o apoio da CSA contribui para que os sujeitos estudados pudessem assumir seus lugares como falantes, superando suas dificuldades de linguagem. Deste modo, favoreceu que eles se colocassem como sujeitos linguísticos e sociais. As atividades dialógicas e contextualizadas, bem como a mediação do interlocutor, favoreceram o processo de (re)significação de seus enunciados. Portanto, a CSA, nesse contexto, mostra-se como importante recurso mediador e facilitador do processo linguístico nas afasias não fluentes com repercussão na produção oral.14716

Bose-Einstein condensation in inhomogeneous Josephson arrays

We show that spatial Bose-Einstein condensation of non-interacting bosons occurs in dimension d < 2 over discrete structures with inhomogeneous topology and with no need of external confining potentials. Josephson junction arrays provide a physical realization of this mechanism. The topological origin of the phenomenon may open the way to the engineering of quantum devices based on Bose-Einstein condensation. Os problemas de desenvolvimento de pequenas empresas: a experiência de pesquisa empírica (com base nos materiais da República do Tartaristão)

This article considers the essence and features of the phenomenon of small business in the region based on the results of the author’s research, highlights the problems of its functioning, the measures of state support, gives the opinions of the respondents and the expert community on topical issues of improving entrepreneurial practices. In a market economy small business is a support for the development of the middle class, helps reduce differentiation in the welfare of different groups of people, it is a catalyst for scientific progress, innovation, social goods and services, as well as job creation, provides opportunities for self-realization of people with special entrepreneurship. In developed countries, the share of small enterprises exceeds more than half of the number of enterprises in the country on the whole, and the share of employed citizens in the small business sector often amounts to 60-70% or more. In the Russian economy, unfortunately, small business does not play such a prominent role, there is a low level of its innovation. This is facilitated by a number of factors, and above all, the lack of effective mechanisms for interaction between the state and business. Entrepreneurs rate the following barriers among the main ones that bar the&nbsp;development of small business: bureaucratic obstacles, lack of equality in the distribution of government orders, high rental rates, high taxes, a large number of scheduled and unscheduled inspections. Still relevant is the task of state support of small business, which requires a targeted applied sociological research that identifies the state and problems of small business in the monitoring mode.Este artículo considera la esencia y las características del fenómeno de las pequeñas empresas en la región basándose en los resultados de la investigación del autor, destaca los problemas de su funcionamiento, las medidas de apoyo estatal, ofrece las opiniones de los encuestados y la comunidad de expertos sobre temas de actualidad. The Impact Of Stuttering On Quality Of Life Of Children And Adolescents.

Understanding the experience of people who stutter, both in and out treatment, will lead to improved outcomes. To investigate how stuttering affects the quality of life of children and adolescents who stutter. The Overall Assessment of the Speaker's Experience of Stuttering--School-Age (OASES-S) was used to assess the impact of stuttering and the Fluency Profile Protocol was used to stuttering severity. These age groups do experience moderate negative impact as measured by the OASES-S. The results showed a tendency toward a positive correlation between severity and the impact of stuttering on quality of life. A better understanding of the impact of stuttering in these age groups provides a needed guide for the development of stuttering treatments and treatment outcomes research.22567-

El sector porcino en Aragón

El objetivo de este documento es describir la trayectoria reciente del sector agrario español en general y, más en profundidad, del subsector porcino en particular. En el caso concreto de Aragón, este subsector es responsable en la actualidad de dos terceros partes del output agrario regional, por lo que el trabajo se centrará en el análisis de tan acusada especialización, tanto productiva como comercial. Para ello, se expone en primer lugar la evolución comparada de los principales indicadores sectoriales para España y Aragón en los últimos 20 años. En segundo lugar, se analizan las exportaciones de carne de cerdo de España y Aragón, y se presentan las empresas más importantes del sector porcino. A continuación, el trabajo se detiene en el impacto medioambiental que provoca el rápido crecimiento del porcino en Aragón, así como las vías por las que el Gobierno trata de hacer frente a estas externalidades negativas. Por último, un apartado de conclusiones resume los principales rasgos de la situación actual del sector porcino en la agricultura aragonesa, así como las previsiones sobre su posible evolución a futuro.<br /

False-alarm and non-detection probabilities for on-line quality control via HMM

On-line quality control during production calls for monitoring produced items according to some prescribed strategy. It is reasonable to assume the existence of system internal non-observable variables so that the carried out monitoring is only partially reliable. In this note, under the setting of a Hidden Markov Model (HMM) and assuming that the evolution of the internal state changes are governed by a two-state Markov chain, we derive estimates for false-alarm and non-detection malfunctioning probabilities. Kernel density methods are used to approximate the stable regime density and the stationary probabilities. As a side result, alternative monitoring strategies are proposed

Communication and inclusion of children with language disorders due to neurologic aspects from the perspective of parents and teachers

The Brazilian educational system has been going through several modifications to answer to changes in inclusive policies. Studies regarding communication and inclusion of children with language disorders due to neurological causes require further attention, specifically in Speech-Language and Hearing Sciences. For the purpose of finding out how professionals in this field can contribute to the inclusion process, the aim of the study is to investigate the expectations, difficulties and support encountered by families and teachers of those children who undergo Speech-Language Pathology therapy. The corpus is composed of 11 children, 12 parents and 7 educators. The data was collected through the study of the children files, as well as from semi-structured interviews with families and teachers, video-recorded and transcribed orthographically. The data was analyzed according to references that support this study. The results show challenges in including some of the children in regular schools, particularly those with the most severe language disorders. There were also issues related to the preparation of the educators and the preparedness of some of the schools that received these students. Nevertheless, the study demonstrated that there have been advances, expressed by the inclusion of most of these children in regular schools and by greater willingness of the schools to receive these students. This finding was deduced from references to parents, educators and Speech-Language Pathologists sharing of information and experiences. From the perspective of the families and teachers, the findings point to the need for specialized health assistance and highlight the contribution of the Speech-Language and Hearing Sciences in communication and feeding in the process of inclusion.O sistema de educação brasileiro tem passado por diversas transformações em prol de mudanças que proporcionem uma política inclusiva. Estudos relativos à comunicação e inclusão de crianças com alterações de linguagem de origem neurológica necessitam, no entanto, de maior atenção, particularmente no âmbito da Fonoaudiologia. Tendo em vista buscar maiores subsídios de como o profissional desta área pode contribuir no processo de inclusão, o objetivo deste estudo é investigar as expectativas, dificuldades e facilidades encontradas pelas famílias e educadoras de crianças com alterações de linguagem em acompanhamento fonoaudiológico. O corpus constitui-se de 11 crianças, 12 familiares e 7 educadoras. Realizou-se a coleta de dados, por meio de estudo do prontuário institucional das crianças, e entrevistas semi-estruturadas distintas com os familiares e educadoras, gravadas em vídeo e transcritas ortograficamente. Os dados foram analisados à luz dos referenciais teóricos que respaldam esta pesquisa. Os resultados mostram dificuldades na inserção de algumas crianças na rede regular, particularmente, daquelas com maior comprometimento de linguagem, além de questionamentos quanto à formação do educador e preparo das instituições de ensino para receber tal população. Verificam-se avanços neste processo, expressos pela inclusão da maioria dos sujeitos na escola regular e por maior abertura institucional, evidenciada pelas referências de troca de informações/experiências entre pais, educadoras e fonoaudiólogos. Os achados corroboram, na perspectiva dos familiares e das educadoras, a necessidade do acompanhamento terapêutico especializado e evidenciam que a Fonoaudiologia pode contribuir, nos aspectos de comunicação e de alimentação, no processo de inclusão.25126

Language And Functionality Of Post-stroke Adults: Evaluation Based On International Classification Of Functioning, Disability And Health (icf)

O Acidente Vascular Encefálico é um importante problema de Saúde Pública, com alto índice de mortes e sequelas, tais como alterações de linguagem. As mudanças conceituais da saúde, ao longo do tempo, levaram à incorporação de aspectos funcionais e sociais como propõe a Organização Mundial de Saúde na Classificação Internacional de Funcionalidade, Incapacidade e Saúde. O objetivo foi avaliar e classificar aspectos de linguagem, funcionalidade e participação de pessoas pós-Acidente Vascular Encefálico com base conceitual da Classificação Internacional de Funcionalidade, Incapacidade e Saúde e caracterizar o perfil sociodemográfico dos participantes. Método A coleta de dados ocorreu pela aplicação de instrumento clínico para avaliação de linguagem, participação e funcionalidade em cinquenta indivíduos, com base na Classificação Internacional de Funcionalidade, Incapacidade e Saúde. Resultados A idade variou de 32 a 88 anos, sendo a maioria do gênero masculino. Em relação a funções do corpo, os participantes referiram maior dificuldade em funções da memória; nos aspectos de atividade e participação, verificou-se maior dificuldade em recreação e lazer; e nos fatores ambientais, os profissionais de saúde foram indicados como facilitadores para a maioria dos participantes. Conclusão Os resultados mostram o impacto das dificuldades de linguagem na vida das pessoas pós-Acidente Vascular Encefálico e reafirmam a aplicabilidade da Classificação Internacional de Funcionalidade, Incapacidade e Saúde como importante instrumento complementar à avaliação de linguagem, funcionalidade e participação numa abordagem integral e humanizada, em prol do aprimoramento da assistência à saúde no atendimento ambulatorial desse grupo.29
