    Alternate multiple-outer-planet missions using a Saturn-Jupiter flyby sequence

    A study has been made of a method for providing more frequent launch opportunities for multiple-planet Grand Tour type missions to the outer solar system. A Saturn-Jupiter flyby sequence was used in the analysis to initiate the mission instead of the normal Jupiter-Saturn sequence. The Saturn-first approach is shown to yield several new launch opportunities following the 1980 cutoff date for Jupiter-first missions. Results are given for various two-planet, three-planet, and four-planet Jupiter-first and Saturn-first missions. A unique five-planet Saturn-first mission and a Saturn-Jupiter flyby which returns to earth are also discussed. Mission performance is evaluated for each flyby technique by comparing Saturn-first and Jupiter-first missions with respect to launch energy requirements, available launch windows, planetary encounter conditions, and total mission times

    Remorse, Relational Legal Consciousness, and the Reproduction of Carceral Logic

    One in seven people in prison in the US is serving a life sentence, and most of these “lifers” will someday be eligible for discretionary parole. But little is known about a key aspect of parole decision-making: remorse assessments. Because remorse is a complex emotion that arises from past wrongdoing and unfolds over time, assessing the sincerity of another person’s remorse is neither a simple task of lie detection, nor of determining emotional authenticity. Instead, remorse involves numerous elements, including the relationship between a person’s past and present motivations, beliefs, and affective states. To understand how parole board members make sense of remorse, we draw on in-depth interviews with parole commissioners in California, the state with the largest proportion of parole-eligible lifers. We find that commissioners’ remorse assessments hinge on their perceptions of lifers’ relationships to law and carceral logic. In this way, relational legal consciousness—specifically, second-order legal consciousness—functions as a stand-in for the impossible task of knowing another person’s heart or mind. We distinguish relational from second-order legal consciousness and argue that understanding how they operate at parole hearings reveals the larger import of relational legal consciousness as a mechanism via which existing power relations are produced and reproduced, bridging the legal consciousness and law and emotion literatures

    Appalachian Kentucky is currently fighting two public health emergencies – COVID-19 and the opioid epidemic – leaving the area strapped for resources to care for these ongoing crises. During this time, people who use opioids (PWUO) have increased vulnerability to fatal overdoses and drug-related harms (e.g., HIV). Disruption of already limited services posed by COVID-19 could have an especially detrimental impact on the health of PWUO. Though the COVID-19 pandemic is jeopardizing hard-won progress in fighting the opioid epidemic, innovations in state policy and service delivery brought about by the pandemic may improve the health of PWUO long-term if they are retained

    A comparison of model ensembles for attributing 2012 West African rainfall

    In 2012, heavy rainfall resulted in flooding and devastating impacts across West Africa. With many people highly vulnerable to such events in this region, this study investigates whether anthropogenic climate change has influenced such heavy precipitation events. We use a probabilistic event attribution approach to assess the contribution of anthropogenic greenhouse gas emissions, by comparing the probability of such an event occurring in climate model simulations with all known climate forcings to those where natural forcings only are simulated. An ensemble of simulations from 10 models from the Coupled Model Intercomparison Project Phase 5 (CMIP5) is compared to two much larger ensembles of atmosphere-only simulations, from the Met Office model HadGEM3-A and from weather@home with a regional version of HadAM3P. These are used to assess whether the choice of model ensemble influences the attribution statement that can be made. Results show that anthropogenic greenhouse gas emissions have decreased the probability of high precipitation across most of the model ensembles. However, the magnitude and confidence intervals of the decrease depend on the ensemble used, with more certainty in the magnitude in the atmosphere-only model ensembles due to larger ensemble sizes from single models with more constrained simulations. Certainty is greatly decreased when considering a CMIP5 ensemble that can represent the relevant teleconnections due to a decrease in ensemble members. An increase in probability of high precipitation in HadGEM3-A using the observed trend in sea surface temperatures (SSTs) for natural simulations highlights the need to ensure that estimates of natural SSTs are consistent with observed trends in order for results to be robust. Further work is needed to establish how anthropogenic forcings are affecting the rainfall processes in these simulations in order to better understand the differences in the overall effect

    A Qualitative Study on Pharmacy Policies toward Over-the-Counter Syringe Sales in a Rural Epicenter of US Drug-Related Epidemics

    BACKGROUND: Expanding access to sterile syringes in rural areas is vital, as injection-related epidemics expand beyond metropolitan areas globally. While pharmacies have potential to be an easily accessible source of sterile syringes, research in cities has identified moral, legal and ethical barriers that preclude over-the-counter (OTC) sales to people who inject drugs (PWID). The current study builds on prior urban-based research by elucidating (1) pharmacy OTC policies and (2) pharmacists\u27 rationale for, and barriers and facilitators to, OTC syringe sales in a US rural area hard hit by drug-related epidemics. METHODS: We conducted 14 semi-structured interviews with pharmacists recruited from two Eastern Kentucky health districts. Interview domains included experiences with, and attitudes toward, selling OTC syringes to PWID. Constructivist grounded theory methods were used to analyze verbatim transcripts. RESULTS: Most pharmacists operated restrictive OTC pharmacies (n = 8), where patients were required to have a prescription or proof of medical need to purchase a syringe. The remainder (n = 6) operated open OTC pharmacies, which allowed OTC syringe sales to most patients. Both groups believed their pharmacy policies protected their community and pharmacy from further drug-related harm, but diverging policies emerged because of stigma toward PWID, perceptions of Kentucky law, and belief OTC syringe sales were harmful rather than protective to the community. CONCLUSION: Our results suggest that restrictive OTC pharmacy policies are rooted in stigmatizing views of PWID. Anti-stigma education about substance use disorder (SUD), human immunodeficiency virus (HIV), and Hepatitis C (HCV) is likely needed to truly shift restrictive pharmacy policy

    Temperament Factors and Dimensional, Latent Bifactor Models of child psychopathology: Transdiagnostic and Specific Associations in Two Youth Samples

    Common emotional and behavioral symptoms co-occur and are associated with core temperament factors. This study investigated links between temperament and dimensional, latent psychopathology factors, including a general common psychopathology factor (p factor) and specific latent internalizing and externalizing liabilities, as captured by a bifactor model, in two independent samples of youth. Specifically, we tested the hypothesis that temperament factors of negative affectivity (NA), positive affectivity (PA), and effortful control (EC) could serve as both transdiagnostic and specific risks in relation to recent bifactor models of child psychopathology. Sample 1 included 571 youth (average age 13.6, SD = 2.37, range 9.3–17.5) with both youth and parent report. Sample 2 included 554 preadolescent children (average age 7.7, SD = 1.35, range = 5–11 years) with parent report. Structural equation modeling showed that the latent bifactor models fit in both samples. Replicated in both samples, the p factor was associated with lower EC and higher NA (transdiagnostic risks). Several specific risks replicated in both samples after controlling for co-occurring symptoms via the p factor: internalizing was associated with higher NA and lower PA, lower EC related to externalizing problems

    Characterization of interactions within the Igα/Igβ transmembrane domains of the human B-cell receptor provides insights into receptor assembly

    The B-cell receptor (BCR), a complex comprised of a membrane-associated immunoglobulin (mIg) and the Ig/ heterodimer, is one of the most important immune receptors in humans and controls B-cell development, activity, selection, and death. BCR signaling plays key roles in autoimmune diseases and lymphoproliferative disorders yet, despite the clinical significance of this protein complex, key regions (i.e. the transmembrane domains) have yet to be structurally characterized. The mechanism for BCR signaling also remains unclear, and has been variously described by the mutually exclusive crosslinking and dissociation activation models. Common to these models is the significance of local plasma membrane composition, which implies that interactions between BCR transmembrane domains (TMDs) play a role in receptor functionality. Here we used an in vivo assay of TMD oligomerization called GALLEX alongside spectroscopic and computational methods to characterize the structures and interactions of human Ig and Ig TMDs in detergent micelles and natural membranes. We observed weak self-association of the Igb TMD and strong self-association of the Iga TMD, which scanning mutagenesis revealed was entirely stabilized by an E-X10-P motif. We also demonstrated strong heterotypic interactions between the Iga and Igb TMDs both in vitro and in vivo, which scanning mutagenesis and computational models suggest is multiconfigurational but can accommodate distinct interaction sites for self- and heterotypic interactions of the Iga TMD. Taken together, these results demonstrate that the TMDs of the human B-cell receptor are sites of strong protein-protein interactions that may direct BCR assembly, ER retention, and immune signaling
