    Interstate Voter Registration Database Matching: The Oregon-Washington 2008 Pilot Project

    Voter registration databases maintain lists of registered voters that are used to determine who is and is not eligible to vote in an election. As such, accurate voter registration databases form a cornerstone of the electoral process. In the United States, each state maintains its own voter registration database. It is not uncommon for a voter to become registered in two states, for example as a result of moving from one state to the other or of living in one state and working in one another. In this paper, we report on a pilot interstate voter registration database matching project between the two states of Oregon andWashington whose goal was to explore the feasibility of using database matching to identify voters registered in the two states, and to do so with as much openness and transparency as possible. We describe the matching algorithms used, the procedures taken with found matches, and the resulting actions taken on actual voter registrations. We also discuss several directions for improving matching algorithms and procedures

    The Impact of the Covid-19 Pandemic On adolescent Mental Health and Substance Use

    PURPOSE: The aim of this study is to determine whether COVID-19-induced financial impact, stress, loneliness, and isolation were related to perceived changes in adolescent mental health and substance use. METHODS: Data were from Baseline (2018) and Wave 3 (2020; mean age = 14.8; 50% female) of 1,188 adolescents recruited from 12 Texas public middle schools as part of a randomized controlled trial. Participants were primarily Black (23%), Latinx (41%), Asian (11%), and White (9%). We assessed mental health and substance use (Baseline and Wave 3) and pandemic-related physical interaction, loneliness, stress, family conflict, and economic situation (Wave 3). RESULTS: COVID-19-induced stress and loneliness were linked to depression (beta = 0.074, p ≤ .001; beta = 0.132, p ≤ .001) and anxiety (beta = 0.061, p = .001; beta = 0.088, p ≤ .001) among ethnically diverse adolescents. Adolescents who did not limit their physical interactions due to COVID-19 had fewer symptoms of depression (beta = -0.036, p = .03); additionally, adolescents who did not restrict their socializing were substantially more likely to report using a variety of substances (e.g., for episodic heavy drinking; odds ratio = 1.81, p = .001). Increased use of a food bank was linked to depression (beta = 0.063, p ≤ .001) and a negative change in financial situation was linked to increased alcohol use (odds ratio = 0.70, p = .04) among adolescents. DISCUSSION: After controlling for prepandemic psychopathology and race/ethnicity, COVID-19 induced isolation, loneliness, stress, and economic challenges were linked to poor mental health and substance misuse. Substantial structural, community, school, and individual level resources are needed to mitigate the impact of the COVID-19 pandemic on adolescent psychosocial health

    On the Front Lines of the Covid-19 Pandemic: Occupational Experiences of the intimate Partner Violence and Sexual assault Workforce

    In the face of increasing risk for intimate partner violence (IPV) and sexual assault during the COVID-19 pandemic, there is an urgent need to understand the experiences of the workforce providing support to survivors, as well as the evolving service delivery methods, shifting safety planning approaches, and occupational stress of frontline workers. We addressed this gap by conducting an online survey of members of IPV and sexual assault workforce using a broad, web-based recruitment strategy. In total, 352 staff from 24 states participated. We collaborated with practitioner networks and anti-violence coalitions to develop the brief survey, which included questions about work and health, safety planning, and stress. We used chi-square

    The Mars Science Laboratory Entry, Descent, and Landing Instrumentation (MEDLI) Project s objectives are to measure aerothermal environments, sub-surface heatshield material response, vehicle orientation, and atmospheric density for the atmospheric entry and descent phases of the Mars Science Laboratory (MSL) entry vehicle. The flight science objectives of MEDLI directly address the largest uncertainties in the ability to design and validate a robust Mars entry system, including aerothermal, aerodynamic and atmosphere models, and thermal protection system (TPS) design. The instrumentation suite will be installed in the heatshield of the MSL entry vehicle. The acquired data will support future Mars entry and aerocapture missions by providing measured atmospheric data to validate Mars atmosphere models and clarify the design margins for future Mars missions. MEDLI thermocouple and recession sensor data will significantly improve the understanding of aeroheating and TPS performance uncertainties for future missions. MEDLI pressure data will permit more accurate trajectory reconstruction, as well as separation of aerodynamic and atmospheric uncertainties in the hypersonic and supersonic regimes.     The N2K Consortium VI: Doppler Shifts Without Templates and Three New Short-Period Planets

    We present a modification to the iodine cell Doppler technique that eliminates the need for an observed stellar template spectrum. For a given target star, we iterate toward a synthetic template spectrum beginning with an existing spectrum of a similar star. We then perturb the shape of this first-guess template to match the program observation of the target star taken through an iodine cell. The elimination of a separate template observation saves valuable telescope time, a feature that is ideally suited for the quick-look strategy employed by the ``Next 2000 Stars'' (N2K) planet search program. Tests using Keck/HIRES spectra indicate that synthetic templates yield a short-term precision of 3 m/s and a long-term, run-to-run precision of 5 m/s. We used this new Doppler technique to discover three new planets: a 1.5 Mjup planet in a 2.1375 d orbit around HD 86081; a 0.71 Mjup planet in circular, 26.73 d orbit around HD 224693; and a Saturn-mass planet in an 18.179 d orbit around HD 33283. The remarkably short period of HD 86081b bridges the gap between the extremely short-period planets detected in the OGLE survey and the 16 Doppler-detected hot jupiters (P < 15 d), which have an orbital period distribution that piles up at about three days. We have acquired photometric observations of two of the planetary host stars with the automated photometric telescopes at Fairborn Observatory. HD 86081 and HD 224693 both lack detectable brightness variability on their radial velocity periods, supporting planetary-reflex motion as the cause of the radial velocity variability.     The N2K Consortium. II. A Transiting Hot Saturn Around HD 149026 With a Large Dense Core

    Doppler measurements from Subaru and Keck have revealed radial velocity variations in the V=8.15, G0IV star HD 149026 consistent with a Saturn-Mass planet in a 2.8766 day orbit. Photometric observations at Fairborn Observatory have detected three complete transit events with depths of 0.003 mag at the predicted times of conjunction. HD 149026 is now the second brightest star with a transiting extrasolar planet. The mass of the star, based on interpolation of stellar evolutionary models, is 1.3 +/- 0.1 solar masses; together with the Doppler amplitude, K=43.3 m s^-1, we derive a planet mass Msin(i)=0.36 Mjup, and orbital radius of 0.042 AU. HD 149026 is chromospherically inactive and metal-rich with spectroscopically derived [Fe/H]=+0.36, Teff=6147 K, log g=4.26 and vsin(i)=6.0 km s^-1. Based on Teff and the stellar luminosity of 2.72 Lsun, we derive a stellar radius of 1.45 Rsun. Modeling of the three photometric transits provides an orbital inclination of 85.3 +/- 1.0 degrees and (including the uncertainty in the stellar radius) a planet radius of 0.725 +/- 0.05 Rjup. Models for this planet mass and radius suggest the presence of a ~67 Mearth core composed of elements heavier than hydrogen and helium.
